How to sum up the Ultraverse?
In the real world, it was a creator-owned company working under Malibu (same company that Image started under). It was around at the same time as relatively early Image and Valiant. It made some pretty good stuff. At some point it was bought out by Marvel and merged with the Marvel Multiverse/Omniverse. This involved an event called Black September, which involved the Infinity Gems from the Marvel Universe, and re-wrote continuity to some extent, a la Crisis on Infinite Earths. All kinds of crossovers with Marvel occurred, including the Black Knight (Dane Whitman), who was part of Ultra-Force, and the Juggernaut (plus Sienna Blaze and Reaper from the MLF), who joined the All-New Exiles. Then it vanished suddenly, and there's been little to no mention of it since. I suspect Marvel plans to do its best to forget it ever happened. Too bad. Lots of cool characters, and while it was hit or miss, there were some pretty good stories.
As far as the Marvel Universe is concerned, the Ultraverse should be considered an alternate Earth, that is apparently part of the Omniverse, rather than the more closely related Multiverse. To give a really quick synopsis, a world similar (esp. as relates to the history of the superhumans) to the Marvel Universe, with certain differences, such as divergent or "alternate" Earths (ie. The Age of Apocalypse or Earth- A (of the Squadron Supreme), is part of the Multiverse. A reality lacking such a similar history (and thus having no Celestials, Watchers, Eternity/Infinity, Homo Mermani), the perfect example being the New Universe, is outside the Multiverse, but part of the larger Omniverse. Clear as mud? Good.
In the Ultraverse, instead of Marvels, costumed and/or metahumans are referred to as Ultras.
While there are various origins for certain beings powers, a number of Ultras were empowered by various "Jumpstarts", (The Ultraverse's version of the New Universe's White Event), which were mass mutations, caused by the entity from the moon.

The Ultraverse's core continuum designation is Earth-93060, as per the Official Handbook of the Marvel Universe: Alternate Universes 2005.
