He has particular disdain for those with super-powers, feeling that he has missed out on opportunities. He has access to guns and dynamite.

History:

(Ultraverse Premiere#8/3 (fb) -  Rob Bartlett felt belittled by his wife Kay and disliked his job. Already late for his job one Thursday morning, Kay ordered him to take out the trash bags and he missed the cable car that was hit by the Jumpstart Effect, which turned all its occupants into super-powered "ultras."

(Ultraverse Premiere#8/3 (fb)) - Wishing that he had been on the cable car and gained ultra powers to become a "hero," Rob, over time, began to resent ultras, as well as his wife. He plotted to kill every ultra, starting with the high-profile group dubbed The Strangers.

(Ultraverse Premiere#8/3) - One year after the event, Strangers members Grenade and ElectroCute were the drawcards for a charity event that Kay had organized at a suburban shopping mall. His face initially hidden, Rob smashed through a skylight and attacked the crowd with dynamite and guns to get to the two Strangers, who quickly disarmed him. Lying severely injured, Rob lay prone as Kay ran to him concerned, but Rob revealed his motives. Grenade berated the gunman, stating that Rob could never be a hero because of all the senseless injury, death and destruction Bartlett had caused.

Kay Bartlett

Kay Bartlett was Rob's wife. She tried to firmly keep Rob responsible for basic home duties, but felt belittled and avoided home duties. One Thursday, she had him take out trash bags, even though he was late for work, and he missed the cable car that was soon struck by the Jumpstart Effect, which granted occupants super-powers (turning them into "ultras"). Unbeknown to Kay, Rob's resentment grew in violent ways and he plotted murder against ultras. Meanwhile, a year after the incident, Kay had organized a charity event and invited the ultra heroes Grenade and ElectrCute to a shopping mall. But Rob violently attacked with dynamite and guns, causing much injury and damage. The ultras stopped him and Kay cradled Rob's injured body as he revealed his motives, shocked to hear that hated her as much as he hated ultras.
