Her body has been almost completely replaced with mechanical parts, notably her heart and many bodily fluids. Cables from her skull can be jacked into a computer for immediate data download and upload. She is silent and has no larynx. Since her mechanical transformation, she displays virtually nothing of her past personality. She has a remote datalink to those who remade her, who also had a powerful explosive device implanted inside her.

History:

(Sludge#9 (fb) - BTS) - Miss Chiu was one of the finest computer programmers in Shanghai, China.

(Sludge#6 (fb) - BTS) - Corrupt Chinese industrialist Wong Ten Yu of the recreational electronics firm Playgo America (a subsidiary of the corrupt Dragonfang organization) had illegal Chinese immigrant workers, including Chiu, secretly brought into the USA, partly as a slavery ring.

(Sludge#6) - One boat carrying illegal Chinese workers exploded, apparently killing all onboard except computer programmer Miss Chiu, who was saved from drowning by the malformed hero Sludge. However, as Sludge pulled her back to land, he unwittingly horribly mutated her wrist where he had held her.

(Sludge#6 (fb) - BTS) - Chiu was transferred to the INS (American immigration government agency and hospitalized. Meanwhile, Wong considered criminal rivals John Paul Marcello or Lord Pumpkin may have caused the ship's explosion and investigated. Wong and ordered Chiu's covert release to help continue research into the dangerous drug Zuke.

(Sludge#8) - Tseng of Playgo went to Mercy General Hospital to kidnap Chiu with express instructions not to damage her mutated arm due to Sludge's unique properties. Later, at Playgo's medical labs led by Dr. Hwa, they began experimenting and transforming Chiu with cyborg implants. Her heart arteries were severed and a new C1550 device implanted. Despite her below average height and weight, she adapted well (likely due to Sludge's enduring transformative touch).

(Sludge#9 (fb) - BTS) - The surgery was successfully completed, including Wong's insisted removal of her larynx so she couldn't talk to the INS.

(Sludge#9) - Hwa displayed the now-cyborg Chiu, connected with cables to computers, to Wong and their corrupt police aid, Detective Quinn. Considering Quinn of no further use, Wong ordered Chiu kill the cop, and she quickly ripped out his spine. Satisfied with her killing prowess, Wong sent her to kill his rivals before progressing to Lord Pumpkin. In a loose alliance with Lord Pumpkin, Sludge tried to stop her but was shocked she could injure him. Slapping lackey Pistol aside, Chiu targeted and extinguished Lord Pumpkin's candle, seemingly killing him (actually only incapacitating him). Wong spoke remotely through Chiu's cyborg body to gloat and activated the one-minute countdown to self-destruct. Sludge, Lord Pumpkin's prisoner reporter Shelley Rogers and Pistol escaped. Chiu exploded, destroying Lord Pumpkin's base.

Comments:

Her heart arteries were surgically severed and a "C1550" device implanted before skull surgery began. The nearest I could find on c1550 was the Ancient Egyptian Ebers Papyrus scroll, which described ancient Egyptian medical practices, notably the heart. In this case, c1550 relates to circa 1550 BC. This may all be just a coincidence.

I'm not sure why she had to have the high heels and cables/pipes running to certain body parts, but hey, it was the '90s.
