History:

(Psi-Force I#11 (fb)) - Best friends Emmett Proudhawk and Derek Shiningstar joined the C.I.A. and invited Emmett's brother Eugene to join them but Eugene felt obliged to remain at their home on the Eagle Canyon Reservation.
(Psi-Force I#1 (fb)) - The C.I.A. assigned Emmett Proudhawk to investigate the results of ESP tests. Emmett began building a file on several teenagers who scored high test results.
(Mark Hazzard: Merc Annual I#1 (fb)) - In the 1970s, mercenary Lincoln Griffin was hired by the C.I.A. on a number of assignments but he grew to distrust them and became a free agent.
(Psi-Force I#1 (fb)) - In 1978, the Russian girl Anastasia Inyushin moved to Kansas to live with her aunt and uncle. Anastasia had an unusual gift for causing plants to grow. After ESP tests were performed on her and she scored high, the C.I.A. added her to a list of other noted ESP wielders.
(Untold Tales of the New Universe: Psi-Force I#1 (fb) - BTS) - Agent Michael Proudhawk was sent by the C.I.A. to Iraq to assist Saddam Hussein against the forces of Iran. Later, Michael was dispatched to Afghanistan to assist the Mujahideen.
(Psi-Force I#21 (fb) - BTS) - The C.I.A. sent their agent Jake Travest into Iran from August 18, 1982 to September 1, 1982, during which he assassinated an E. Bahriz-Juderin.
(Psi-Force I#21 (fb) - BTS) - The C.I.A. sent their agent Jake Travest into Libya from January 3, 1985 to February 4, 1985, during which he assassinated G. Haddiz, J. Kuffhar and K. Humann.
(Psi-Force I#3 (fb) - BTS) - Derek Shiningstar sold Emmett Proudhawk's file on ESP scores to a number of corporations and governments, hoping they'd eliminate the psychics.
(Psi-Force I#1 (fb)/Psi-Force Annual I#1 (fb)) - On July 22, 1986, the White Event occurred, a flash of white light caused by the Star Brand. Emmett Proudhawk believed the White Event was a fulfillment of a prophetic vision he'd had and soon discovered he'd become a paranormal with psychic abilities. Proudhawk turned to the file he'd compiled of other paranormal psychics known to the C.I.A., including Anastasia Inyushin (who by this time had returned to the USSR). However, Emmett discovered his file had been leaked and went rogue from the agency, intending to defend the teenagers in his file. Ironically, the one agent Emmett continued to cooperate with was Derek Shiningstar.
(Psi-Force Annual I#1 (fb)) - On July 24, 1986, Emmett traveled to Scarsdale, New York to observe the teenage paranormal Tyrone Jessup. Emmett used his psychic powers to make Tyrone journey to San Francisco, California and wait at the Sanctuary youth shelter, where Emmett intended to assemble all of the teenage paranormals on his list.
On July 28, 1986, Emmett traveled to Chicago, Illinois and used his psychic powers to make teenager Wayne Tucker journey to Sanctuary.
(Star Brand I#3 (fb) - BTS) - The C.I.A. investigated the aftermath of a fight which had destroyed a slag pile in Pittsburgh, Pennsylvania on July 27, 1986. Unknown to the agency, the fight had been between Ken Connell and the Old Man. A traitor in the C.I.A. leaked the investigation to Libyan spies.
(Psi-Force I#1 (fb)/Psi-Force Annual I#1 (fb)) - On July 30, 1986, Emmett Proudhawk and Derek Shiningstar went to Fairfield, Connecticut in search of the teenage paranormal Thomas Boyd. However, Derek secretly recruited Boyd to serve as his own special operative within the C.I.A. Derek made it appear as though Boyd had been killed so that Emmett would stop looking for him.
(Psi-Force Annual I#1 (fb)) - On July 31, 1986, Emmett traveled to Bennington, Vermont and compelled teenager Michael Crawley to journey to Sanctuary.
On August 2, 1986, Emmett traveled to Woodland Hills, California and compelled teenager Kathy Ling to journey to Sanctuary.
(Psi-Force I#1 (fb)/Psi-Force Annual I#1 (fb)) - On August 4, 1986, Emmett used his psychic parabilitiy to force other C.I.A. operatives to assist him in breaking into the USSR's Siberian Project, where the paranormal teenager Anastasia Inyushin was being held. Emmett rescued Anastasia from the facility and began transporting her to Sanctuary.
(Psi-Force I#1) - On August 6, 1986, Emmett assembled the five teenagers Wayne Tucker, Tyrone Jessup, Michael Crawley, Kathy Ling and Anastasia Inyushin at Sanctuary and explained how they shared psychic gifts in common. In his files, Emmett had dubbed them "Psi-Force." Unfortunately, the K.G.B. had sent their own psychic agent codenamed Mindwolf in pursuit of Emmett. In a psychic battle against Mindwolf, Emmett was killed. Subsequently, the five teenagers discovered they could combine their gifts to create the being Psi-Hawk, who had the physical appearance of Emmett Proudhawk. The Psi-Hawk bested Mindwolf, driving him insane.
(Psi-Force I#2 (fb)) - The C.I.A. director in Washington D.C. believed Proudhawk might have been a double agent for the K.G.B. and sent Skipper to San Francisco. Although Skipper wanted to bring Proudhawk back to the agency, the director wanted him to simply bring Proudhawk into the open so that agents led by a Special Group Leader could assassinate him. Skipper went to San Francisco, but intended to try and save Emmett.
(Psi-Force I#2) - On August 7, 1986, Skipper arrived in San Francisco and found the aftermath of Emmett's fight with Mindwolf, discovering Mindwolf was a total vegetable. However, Emmett's body had been moved by Psi-Force. Skipper began an investigation into Emmett's actions and determined he had sent the teenagers on his list to Sanctuary, but withhheld that information from the Special Group Leader who was in charge of Emmett's assassination. However, the Special Group Leader didn't trust Skipper and double-checked his information, thus learning about Sanctuary. A team of agents including Brad, Harry and Floyd found Psi-Force in the streets of San Francisco but the teenagers used their parabilities against the agents and fled. The Special Group Leader set up snipers around Sanctuary and attempted to assassinate Wayne Tucker when he returned but Anastasia Inyushin saved Wayne and Wayne used his psychic powers to knock out the snipers.
Psi-Force finally brought Emmett Proudhawk's body to Sanctuary, delivering him to Skipper and the Special Group Leader's men, including Popovich and Wilkens. However, the Special Group Leader demanded answers as to how Psi-Force had evaded his men earlier in the evening. Wayne Tucker read the Special Group Leader's mind and saw no answer would satisfy him as he'd already planned to kill them. Psi-Force merged their powers together into the Psi-Hawk, just as the Special Group Leader's men opened fire on Psi-Force. The Psi-Hawk healed Psi-Force's injuries then attacked the C.I.A. and erased their memories of what they'd seen that evening, leaving only Skipper with a complete memory of what had happened.
(Untold Tales of the New Universe: Psi-Force I#1) - C.I.A. agent Michael Proudhaawk (cousin of Emmett Proudhawk) used his paranormal abilities to assist the Mujahideen in Afghanistan against Soviet forces. Michael had just received word about his cousin Emmett going rogue and decided to return to the US.
(Psi-Force I#3) - Skipper returned to Washington D.C. and reported on what happened in San Francisco, telling the director about Emmett's death and Mindwolf being driven insane but neglected to share any information about the Psi-Hawk or the five teenagers, although the director suspected Skipper was withholding information. Skipper was visited that night by Tyrone Jessup and gave him access to Emmett Proudhawk's file.
(Untold Tales of the New Universe: Psi-Force I#1) - Derek Shiningstar sent Michael Proudhawk to San Francisco to confront Psi-Force and use his psychic powers to force the teenagers into C.I.A. custody. However, the teenagers resisted Michael and fought him, ultimately placing him into a coma with their parabilities. Derek viewed Michael in the hospital the next day and resolved he'd need a "different approach" for dealing with Emmett's proteges.
(Mark Hazzard: Merc I#4) - On November 7, 1986, agent Dirkson went to Manhattan and attempted to recruit the mercenary Mark Hazzard, who had recently been arrested for wrecking a buiding while pursuing terrorists. Dirkson offered to help Hazzard beat his charges if he went on missions for the C.I.A. but Hazzard refused. After leaving Hazzard, Dirkson was taken as a hostage by the terrorists Besq and Irham, who mistook him for being one of Hazzard's friends, but were also eager to get revenge on Dirkson for actions the C.I.A. had taken in the Middle East. Hazzard saved Dirkson from the terrorists but still refused to work for the agency.
(Psi-Force I#5) - On November 9, 1986, Derek brought Thomas Boyd (using the alias "Stalker") to San Francisco, California and briefed him about Emmett's five teenagers, who remained at large despite Derek's hopes. Derek sent Boyd on an unsanctioned mission to capture Psi-Force.
(Psi-Force I#8 (fb)) - On November 15, 1986, Boyd was defeated by Psi-Force and shambled back to Derek Shiningstar.
(Kickers, Inc. I#6) - On December 14, 1986, after Jack Magniconte was involved in an airplane hijacking, the C.I.A. sent agents Peter Gray and Scott Templar to debrief Magniconte. Examining the plane's cockpit, Templar found a scrap of cloth from Jack Magniconte's shirt where he'd been shot at point blank range by the hijacker, yet survived. Templar kept the evidence as the C.I.A. took an interest in Magniconte's paranormal abilities.
(Psi-Force I#8) - On January 6, 1987, Boyd captured Psi-Force while they were visiting Alcatraz island. Boyd notified Derek Shiningstar, who dispatched agents Charlie, Jack and Laszlo to kill the teenagers. Boyd hadn't realized Derek intended to kill them and objected. Derek insisted the five teenagers had to be killed; this turned Boyd against Derek and he helped the other teenagers defeat Derek's men then went on the run from the C.I.A.
(Spitfire and the Troubleshooters I#7) - On January 15, 1987, an unmarked van carrying C.I.A. agents abducted professor Jenny Swensen from the campus of the Massachusetts Institute of Technology.
(Kickers, Inc. I#8) - On January 25, 1987, Scott Templar shadowed Jack Magniconte as Jack faced a drug-testing scandal caused by his paranormal abilities.
(Spitfire and the Troubleshooters I#8) - On February 4, 1987, C.I.A. director Edmund Roth began testing Jenny Swensen, sending his enforcer Brick to attack her while providing her with technology derived from the M.A.X. armor she and her father had created, telling her she could use the technology to defend herself against Brick. Jenny ultimately defeated Brick without surrendering any of the secrets of the M.A.X. technology. This impressed Roth and he invited Jenny to join the C.I.A.
(Spitfire and the Troubleshooters I#9) - On February 5, 1987, Jenny Swensen continued to resist joining the C.I.A. but Roth manipulated her aboard a plane with agent Jake Travest, sending them to Afghanistan. Jenny and Travest fought alongside Danjit and other Mujahideen against Soviet forces who were using M.A.X. armor.
(Codename: Spitfire I#10) - Swensen and Travest completed their mission in Afghanistan. On February 26, 1987, Swensen and Travest were reunited with Edmund Roth who introduced them to Anne Pollicino and announced from then on, they would be working within the C.I.A. as Project: Spitfire.
(Codename: Spitfire I#11 (fb)) - Now wearing a new suit of M.A.X. armor, Jenny, as Spitfire, went with Travest on a mission to Nicaragua to rescue Ensanillo, a Contra official, and investigate whether the Soviets were supplying M.A.X. armor to the Sandinistas. However, Ensanillo was dead by the time Spitfire and Travest arrived and Spitfire's armor was damaged, forcing her to flee while Travest was captured.
(Codename: Spitfire I#11) - Anne Pollicino repaired the Spitfire armor and Jenny, against orders from Washington, returned to Nicaragua and rescued Travest. Roth noted Project: Spitfire had failed in both of its mission objectives and had yet to prove it could serve as a viable tool of the C.I.A.
(Kickers, Inc. I#10) - A woman claiming to be "Barbara Diaz" hired Kickers, Inc. but was actually working for the Pentagon, in an operation apparently orchestrated by the C.I.A. Diaz claimed her husband was a pilot who had crashed a commercial plane in San Leandro and he and his co-pilot were now prisoners in San Leandro. Kickers, Inc. ran a successful mission to rescue the pilots, during which Jack Magniconte was forced to kill members of the San Leandro military. Magniconte realized the Kickers had been deceived when the two pilots turned out to be wearing U.S. Air Force uniforms and their plane proved to be a military grade fighter. Under pressure from the Pentagon, Magniconte shared the crash site with them.
(Codename: Spitfire I#12) - After freelance mercenary Evan Reinger stole the prototype F-19A Quicksilver Fighter-Bomber, Project: Spitfire was tasked with stopping him. Spitfire ultimately destroyed the bomber and killed Reinger.
(Kickers, Inc. I#12) - On June 6, 1987, Scott Templar continued to monitor Jack Magniconte. After Kickers, Inc. got into a fight with the Alberta Icecutters, Templar sent reporter Meyers to convince the Kickers and Icecutters to engage in a charity contest.
On June 20, 1986, the Kickers and Icecutters engaged in a relay race through the wilderness of Alberta. When Magniconte took the final stage of the race, Templar and Meyers arranged a diversion, using holograms of flying saucers, aliens and Bigfoot to lure Magniconte into a cabin so that Templar could film Magniconte while using his superhuman strength. When Magniconte tried to tell his friends about what he'd seen, his story of aliens and Bigfoot was dismissed as a fantasy.
(Codename: Spitfire I#13) - Agent Celia Cliff was sent to the island Puerto Rojo to investigate Saxon St. John, a freelancer belonging to the Club, a terrorist organization. St. John had begun using M.A.X. technology to construct cyborgs. St. John captured Celia and started converting her into a cyborg. Edmund Roth sent Spitfire with C.I.A. engineer Willy Deere to complete the assignment. Spitfire and Deere found Celia, whose conversion into a cyborg hadn't been completed. Celia was able to resist St. John long enough to pin him down so that Deere could kill him but Celia died from the strain. Rather than permit the C.I.A. to claim St. John's technology, Spitfire destroyed St. John's laboratory.
(Psi-Force Annual I#1) - C.I.A. agents working for Derek Shiningstar found Thomas Boyd in San Francisco and attempted to kill him but Boyd was protected by Psi-Force, who added him to the ranks of their own group.
(Psi-Force I#19 (fb) - BTS) - As the C.I.A. had caught wind of Derek's unsanctioned actvities he was censured and placed under an internal investigation.
(D.P.7 I#21/2 (fb)) - Scott Templar finally confronted Jack Magniconte with the evidence he had that Jack was a parnormal. Templar tried to force Magniconte to become an agent for the C.I.A. or else his status as a paranormal would become known. Magniconte refused to kill for the C.I.A. but Templar informed him he'd already killed for the C.I.A. - when he was on San Leandro. To avoid joining the C.I.A., Magniconte decided to enlist in the U.S. Army, where he was given the costumed identity of the All-American.
(Psi-Force I#17) - On November 2, 1987, C.I.A. agent "Leaker" went to Charlie's Bar in Washington D.C. and held a meeting with reporter Andrew Chaser, telling him how Dr. Emilio Licciardo had been testing on paranormal teenagers and had gone insane. Leaker knew Chaser was skeptical about the existence of paranormals but noted the recent celebrity super hero Star Brand proved their existence. Leaker told Chaser to investigate Emmett Proudhawk for more information on the teenagers.
(Psi-Force I#18) - After the destruction of Sanctuary in San Francisco, which the C.I.A. blamed on Psi-Force (but was actually caused by the Russian paranormal Rodstvow), the C.I.A. hired the Medusa Web's mercenary army to capture the members of Psi-Force. The Medusa Web hoped they would be permitted to detain the members of Psi-Force and recruit them into their own forces. On December 12, 1987, the Medusa Web discovered Wayne Tucker in Seattle, Washington and attempted to capture him but he eluded them and fled to Canada with Tyrone Jessup and Lindsey Falmon.
(Marvel Graphic Novel: The Pitt) - On December 22, 1987, the C.I.A. sent Spitfire to assist the U.S. Army's Colonel MacIntyre Browning, who was placed in charge of reviewing the disastrous state of Pittsburgh, Pennsylvania after it had been destroyed (becoming "the Pitt"). Although Swensen followed Browning's orders, when he refused to let her search the Pitt for more survivors she went rogue and quit government service.
(Psi-Force I#19) - As the Medusa Web's efforts to capture Psi-Force's Thomas Boyd, Anastasia Inyushin and Kathy Ling dragged on, the C.I.A. declared Boyd and Ling were "expendable." On January 2, 1988, Skipper monitored the Medusa Web's attempt to capture Boyd, Inyushin and Ling in San Diego, California. All three were caught but Inyushin and Ling were badly injured and the Medusa Web's operative Relampago was killed. Skipper paid off the Medusa Web but refused to let them recruit any of Psi-Force's members into their organization. Skipper noted that the President had reinstated the draft and Boyd would be needed in the U.S. Army. On January 5, 1988, Edmund Roth met with other C.I.A. operatives about the members of Psi-Force who were still at large. He resolved they would deploy Spitfire against them.
(Psi-Force I#20/2) - On January 20, 1988, the remaining members of Project: Spitfire were sent to retrieve the Spitfire armor from the Pitt. Anne Pollicino accessed the armor's system and spent four days getting it back into shape. Travest claimed the armor and accepted the assignment to bring in the rest of Psi-Force.
(Psi-Force I#21) - On February 29, 1988, Travest, in the Spitfire armor, attacked Wayne Tucker in Victoria, British Columbia and took him prisoner, hoping to bait Tyrone Jessup into a trap. However, the Medusa Web intervened to assist Psi-Force. Jessup rendered the Spitfire armor inoperable and Tucker placed a psychic "push" in Travest's mind that compelled him to surrender to the authorities and confess to all of his classified activities with the C.I.A.
(Psi-Force I#24) - On April 5, 1988, Derek Shiningstar was back on duty as a regional director but ordered to keep away from Emmett Proudhawk's file. When Skipper went to meet with him, he noticed Shiningstar had accessed the file against orders. Before they could finish their confrontation, the Russian paranormal Rodstvow burst into Shiningstar's office. When Derek drew his gun on him, Rodstvow destroyed his hand then proceeded to blind and cripple Skipper. Psi-Force broke into C.I.A. Headquarters to destroy the agency's files on themselves, only to discover hallways littered with the bodies of Rodstvow's victims. Anastasia Inyushin stopped to heal a staff member named Mrs. McCann, but arriving security guards mistook Psi-Force for the perpetrators of the attack and opened fire on them. Anastasia used her parability to heal her friends but died from her own injuries. Mrs. McCann later gave a statement to Colonel Browning about how Inyushin saved her life and Skipper told Browning about his suffering at Rodstvow's hands.
(D.P.7 I#23 (fb)) - The U.S. Army captured three paranormal women near the Pitt: Charlotte Beck, Lenore Fenzl and Merriam Sorensen. While their male friends were detained and eventually drafted into the Army, the women couldn't be drafted, only volunteer for Armys ervice. The C.I.A. intervened, sending Irene Dobish to recruit the three women for their agency. As the C.I.A. sounded preferable to the Army, all three agreed to join. They were sent to the C.I.A.'s training facility at Camp Peary. The Army had also captured the renegade agent Jenny Swensen, whose body had begun mutating from exposure to "Pitt juice;" the Army returned her to the C.I.A.
(D.P.7 I#23) - On April 24, 1988, Lenore, Charlotte and Merriam were in a training exercise where Charlotte and Merriam were equipped with protective clothing that Lenore's paralysis-inducing light couldn't penetrate. Lenore triumphed over the other two. After the session, Lenore met with Ms. Dobish, who told Lenore she'd proved so capable she could write her own ticket anywhere in military intelligence. Ms. Dobish took Lenore to see Jenny Swensen. Jenny begged Lenore to tranquilize her so hard that she would die. As Jenny started to break out of her restraints, Lenore finally tranquilized her - but only to put her to sleep. Lenore convinced the C.I.A. they should recruit her friend Stephanie Harrington, whose parability to heal others might help Jenny.
(D.P.7 I#24 (fb) - BTS) - Stephanie agreed to join the C.I.A. and relocated with her husband and three children to Camp Peary. Stephanie attempted to cure Jenny from her transformation but it failed to halt the process.
(D.P.7 I#24) - Stephanie trained in martial arts with Wade and with the enhanced physical abilities granted by her parability, proved an adept fighter. Stephanie made another attempt to heal Jenny Swensen but failed as Jenny's entire body had become covered with a metallic substance. Later, C.I.A. security officer Lou Givens informed Stephanie her husband Chuck had left Camp Peary to be tested for AIDS; Stephanie had been unaware he was H.I.V. positive.
(Psi-Force I#26) - From April to June, 1988, two men who were apparently C.I.A. agents tracked Andrew Chaser as he continued his investigation into Psi-Force. On July 6, 1988, Chaser met with Leaker at the National Mall in Washington D.C. Leaker advised Chaser to end his investigation, warning him that if he continued the government would come down hard on him and his mother. When Chaser asked who was steering these events, Leaker started to warn him about Philip Nolan Voigt when suddenly a sniper shot Leaker in the head, killing him instantly. Chaser ran from the National Mall, narrowly escaping being shot.
(D.P.7 I#26) - On August 4, 1988, Charlotte, Jenny, Stephanie, Merriam and Lenore were sent on their first field mission for the C.I.A., in which they were dispatched to investigate a supposed "biological weapon" that had been accidentally released into the Amazon jungle of Brazil. Unknown to the five women, the "weapon' was actually the horrific paranormal the Famileech, an amoeba-like creature that consumed humans, adding to its mass. The women found the remains of a village the Famileech had devastated and made camp nearby. That night, the Famileech attacked them. Lenore was seemingly killed by the Famileech. The other four women finally had to call off a search for Lenore and were picked up by helicopter.
(D.P.7 I#27) - Beck, Harrington, Sorensen and Swensen were debriefed by Irene Dobish, Mr. Meinke and Mr. Bertolutti. When the women noted they had't been given adequate intelligence about the nature of they were facing in Brazil, resulting in Lenore's death, Mr. Bertolutti complained they'd failed at their mission. Stephanie Harrington was especially upset with the agency and stormed off. When the field agents were gone, Bertolutti, Dobish and Meinke conferred about the team. Dobish suggested they'd been sent into the field too early but Meinke noted they were the best candidates for the job. Meinke wished Emmett Proudhawk were still alive, given his expertise at recruiting paranormals.
(D.P.7 I#28) - On September 19, 1988, the C.I.A. ordered Stephanie, Charlotte, Jenny and Merriam to monitor presidential candidate Philip Nolan Voigt. Although it was illegal for the C.I.A. to conduct such a mission on U.S. soil, the women agreed to the assignment because they'd previously known of the danger posed by Voigt. The women set up a monitoring post across the street from Voigt's campaign headquarters but he discovered them almost immediately and used his psychic powers to place them under his control, telling them not to report anything about him to their superiors.
(D.P.7 I#29 (fb)) - The Secret Service sent agents to confront the C.I.A. about the spying operation on Philip Nolan Voigt. The scandal caused the C.I.A. to reassign Irene Dobish, Mr. Bertolutti and Mr. Meinke to South America. The four women in Manhattan were cut loose from the agency but were not immediately informed of what had happened. On her way out of the country, Irene hired the freelance assassin Deadweight to kill the four women as retribution for the scandal.
(D.P.7 I#29) - On November 2, 1988, Deadweight failed at his assignment and Jenny Swensen met with Wade, who explained to her that she, Beck, Harrington and Sorensen had all been cut loose from the agency. When she asked about accountability for Dobish's attempt to kill them, Wade explained there was an internal investigation to see if Dobish had used C.I.A. funds to hire Deadweight.
(Justice II#30/2) - A C.I.A. agent was sent to recruit the paranormal Michael Rabinowitz to the agency. Rabinowitz had the parability to cause spontaneous combustion and had been hiding in a secluded cabin when the agent found him.
Comments: Adapted by Steve Perry, Mark Texeira and Kyle Baker.
The C.I.A. were only referred to as "the Company" throughout Mark Hazzard: Merc I#4 and Mark Hazzard: Merc Annual I#1.
Psi-Force I#29 claimed Berlotolutti, Dobish and Mathe had been disciplined for investigating Voigt but Mathe didn't seem to be one of the directors of the project and Paul Ryan seemed to have drawn Meinke, who would make more sense. The reference to Mathe was most likely an error.

CLARIFICATIONS:
The C.I.A. of Earth-148611 should not be confused with:

Lou Givens was a security officer at the C.I.A. facility at Camp Peary. Givens' staff kept tabs on Chuck Harrington as a routine procedure. When the agent trailing Chuck saw him go to a clinic to be tested for AIDS, Givens shared the report with Stephanie Harrington, who had been unaware her husband had H.I.V.
--D.P.7 I#24

Peter Gray accompanied Scott Templar in debriefing Jack Magniconte after he had survived an airplane hijacking.
--Kickers, Inc. I#6

Mr. Mathe was a C.I.A. operative who assisted in the training sessions their paranormal recruits Lenore Fenzl, Charlotte Beck and Merriam Sorensen were put through. During those sessions, Mathe wore protective gear so that Lenore Fenzl's parability wouldn't render him unconscious.
--D.P.7 I#23

Wade was a C.I.A. operative who helped train Stephanie Harrington in the martial arts, serving as her sensei. After Harrington, Jenny Swensen, Charlotte Beck and Merriam Sorensen were cut loose from the C.I.A., Wade met with Swensen in an adult movie theater to inform her of the scandal with Presidential candidate Philip Nolan Voigt that caused the agency to cut her loose. He explained how Irene Dobish had hired Deadweight to assassinate Swensen and her friends and told her the agency was investigating to see if she paid Deadweight with agency funds.

An unidentified director of the C.I.A. was based in Washington D.C. and was responsible for sending the Skipper to San Francisco, California to locate Emmett Proudhawk, who had become a rogue agent. The director thought Emmett might be a double agent and wanted Skipper to bring him into the open so that a Special Group Leader could have him assassinated. Skipper went on the investigation and learned Emmett had been killed. Skipper returned to the director to file a report, deliberately leaving out information that Emmett was a paranormal and that five teenagers he'd dubbed "Psi-Force" were likewise paranormals. The director suspected Skipper was omitting vital facts but apparently probed no further.

The Secretary of the Senate Intelligence Committee was the official in Washington D.C. responsible for C.I.A. operations. When Jake Travest was taken hostage in Nicaragua, the secretary had to field questions about C.I.A. activities in Nicaragua but he refused to verify reports about the operation. The secretary contacted Edmund Roth and ordered him not to attempt a rescue of Travest at the time because it was considered too risky. Spitfire rescued Travest in defiance of those orders.
--Codename: Spitfire I#11

The Special Group Leader was sent to San Francisco with orders to arrange the assassination of rogue agent Emmett Proudhawk. The agents he commanded in the field included Brad, Floyd, Harry, Popovich and Wilkens. The Special Group Leader was supposed to work with Skipper, who was running the operation, but the Special Group Leader believed Skipper was too emotionally sympathetic to Proudhawk and didn't trust Skipper's data, so double-checked all of his information. When the Special Group Leader determined Skipper had withheld information about Proudhawk sending the five teenage members of Psi-Force to the Sanctury home, he sent snipers to Sanctuary with instructions to assassinate the teenagers. Psi-Force evaded the assassins and brought Proudhawk's body to Sanctuary but the Special Group Leader demanded they explain how they had evaded his agents. Wayne Tucker read the Special Group Leader's mind and saw that no answer would satisfy him because he was already planning to kill them. Therefore, Psi-Force joined their powers together to form the Psi-Hawk; although the Special Group Leader's men shot Psi-Force, the Psi-Hawk healed them and attacked the Special Group Leader and his men. The Psi-Hawk erased the memories of the Special Group Leader and his men so they would forget all about Psi-Force.
