History:
(Psi-Force I#2 (fb)) - On August 6, 1986, Skipper was summoned to see the director of the C.I.A., who noted Skipper's friend Emmett Proudhawk had recently gone rogue while searching for teenage psychics. Skipper noted Emmett had gone rogue because he thought someone in the C.I.A. had leaked his list of psychics, imperiling their lives. The director doubted Emmett's story and suggested Emmett might have been a double agent. The director ordered Skipper to join an operation hunting Proudhawk, which the director intended would end with Proudhawk's death.
(Psi-Force I#2) - The next day, Skipper arrived in San Francisco to join the C.I.A.'s hunt for Proudhawk, hoping he could warn Proudhawk before the agency killed him-- not realizing Emmett had already died in battle with the Russian paranormal Mindwolf. Skipper found Mindwolf, who had been driven insane following his fight with the Psi-Hawk. Skipper sent Mindwolf to a hospital and interviewed people who encountered Proudhawk but found their memories were jumbled. Skipper's ex-wife Colby Shaw, who ran the teenage shelter Sanctuary in San Francisco, was one of Emmett's known friends, so Skipper had Colby placed under surveillance. Skipper finally met with Colby and told her the agency intended to kill Proudhawk. Just then, Proudhawk's five proteges - Michael Crawley, Anastasia Inyushin, Tyrone Jessup, Kathy Ling and Wayne Tucker - arrived at Sanctuary carrying Emmett's dead body. The other agents attempted to murder the teenagers but their Psi-Hawk construct used its powers to make the agents think they were dead then forget what they were doing. Skipper was allowed to remember everything that happened and concluded the Psi-Hawk wanted him to help the teenagers. He offered to mentor and guide the teenagers the way Emmett had intended to but Colby told Skipper to let the teenagers rest for the moment.
(Psi-Force I#3) - Skipper returned to Washington D.C. and reported on what happened in San Francisco, telling the director about Emmett's death and Mindwolf being driven insane but neglected to share any information about the Psi-Hawk or the five teenagers. That night, Skipper was working in his office when he was visited by Tyrone Jessup, who had sent his astral form to learn more about Prouhdawk's activities. Skipper shared Proudhawk's file with Jessup although he still didn't realize Proudhawk himself had been a paranormal like Jessup.
(Psi-Force I#4) - On October 26, 1986, Skipper went to Woodland Hills, California on behalf of Colby to ask Kathy Ling to come back to Sanctuary. Kathy refused to listen to Skipper but she would later be convinced by the other teenagers to return to San Francisco.
(Psi-Force I#19 (fb) - BTS) - After Sanctuary was destroyed, killing Colby, Skipper led a C.I.A. operation to capture all the members of Psi-Force, blaming them for the destruction (it was actually the Russian paranormal Rodstvow). Although they wanted Anastasia Inyushin alive, the C.I.A. considered the rest of Psi-Force "expendable." Skipper hired the mercenary forces of the Medusa Web to find and either capture or kill Psi-Force, although the Medusa Web wanted to recruit as many of the teenagers into the Medusa Web as they could.
(Psi-Force I#19) - On January 2, 1988, Skipper monitored the Medusa Web's operations in San Diego, California as they pursued Thomas Boyd, Anastasia Inyushin and Kathy Ling. The Medusa Web finally caught all three teenagers but one of their operatives, Relampago, was killed. Skipper was unimpressed with the Medusa Web's operations and ended their contract, refusing to let their leader Babel keep any of Psi-Force for his own group's recruitment. Skipper noted that the President had reinstated the draft and Boyd would be needed in the U.S. Army. When Babel accused Skipper of letting his feelings for Colby influence his actions, he refused to admit he was motivated by her death. Skipper paid off the Medusa Web.
(Psi-Force I#24) - On April 5, 1988, Skipper went to fellow regional director Derek Shiningstar's Washington D.C. office to confront him about his accessing Emmett Proudhawk's files on the members of Psi-Force, which the C.I.A. had ordered Shiningstar to leave alone. Before Skipper could air out his issues with Shiningstar, the office was invaded by the powerful paranormal Rodstvow, the same man who destroyed Sanctuary. Rodstvow blew off Shiningstar's hand when he drew his gun, then attacked Skipper. Skipper was permanently blinded and crippled by Rodstvow. When Skipper was interviewed by the U.S. Army's Colonel MacIntyre Browning, he was pessimistic about his future, saying he'd "never live again."
