History:

(X-Men: Ronin#1 - BTS) - Xavier was the leader of the exclusive Hellfire Club who sought to increase their numbers with mutants of non-freakish appearance.

(X-Men: Ronin#3 (fb) - BTS) - Xavier fathered two children by separate women. One woman, brash and impatient who birthed Tessa and another woman who wrote haiku's and flew kites who birthed Emma.

(X-Men: Ronin#1 - BTS) - When his daughters, the devoted telepathic Tessa and the rebellious telepathic Emma came of age they joined the Hellfire Club. The Club also counted the psychic mutant detector and otherwise catatonic Cerebra as one of their own.

(X-Men: Ronin#1) - Xavier enjoyed dinner with Emma, Tessa and Cerebra in the Hellfire Club's dining room when he asked Emma about her recruitment process as she'd failed to recruit the X-Man Jean Grey in the hopes of being named White Queen. Emma, however refused to speak and blocked her thought prompting her father to note Tessa's mind was an open book. Xavier suggested his daughter to shift focus to another candidate as Cerebra had located some young people with potential untainted by the X-Men.

(X-Men: Ronin#3 (fb) - BTS) - Learning his daughter had failed yet again to recruit Jean Grey, Xavier believed a warning was in place as she quickly became a liability to their fledgling organization.

(X-Men: Ronin#3) - Xavier lead a council consisting of Tessa, Cerebra and himself where he admonished his daughter. Although Xavier realized it would hurt her chances at being named White Queen he refused to destabilize the Hellfire Club. Upset, Emma quickly left the mansion leaving Xavier to think how Emma's mother was just as brash and impatient only to be corrected by Tessa that Emma's mother was the one who wrote haiku's and flew kites.

(X-Men: Ronin#5) - While a city-wide hunt for mutants was on its way due to Emma's latest bout with the X-Men, Xavier threw a lavish party in the Hellfire Club to attract new business and possible members to the Hellfire Club. Guests included blue blood's and mutant syndicates, some mutants seen were Madrox the Multiple Man, Juggernaut and criminal "mastermind" Jason Wyngarde with whom Xavier was having a conversation. Moments later the son of police chief Yoshida, secret mutant Shiro Yoshida was welcomed to the party. Yoshida immediately approached Xavier and after the necessary introductions were made the duo decided to resume their discussion in private away from prying eyes. However, just as Xavier and Yoshida begun their business, Tessa barged in as she'd sensed Emma had been murdered by the X-Men. A superior telepath himself, Xavier had sensed the same but refused to let it influence his business meeting and quickly showed Tessa the door after which the meeting was resumed as Yoshida came to discuss the possibility of the Hellfire Club's funding a new robotics project.

Although not specifically stated it's safe to assume this was Charles Xavier, likewise his rank within the Hellfire Club was also unrevealed but seeing as Xavier was the leader it probably would've been the Black King.

It's worth noting that all members of the Hellfire Club were telepathic/psychic mutants, so choosing Jean Grey to become a member made perfect sense.

X-Men: Ronin#5 noted that while both Emma and Tessa were part of the Hellfire Club they were not part of its Inner Circle.

In Marvel Mangaverse: X-Men (March, 2002) we see the X-Men operate from the Xavier Institute, Charles Xavier however isn't mentioned once. It's possible Charles Xavier founded the X-Men similar to Earth-616 but switched sides later on with Master Toad taking over his role as teacher while he took over the Hellfire Club.
