Powers/Abilities: Phae-Dor has no super-powers, but as Pink Kree, he presumably possessed all of the standard capabilities and weaknesses of a normal member of his species. Specifically, Phae-Dor had enhanced strength, durability, endurance and speed (compared to a male human of his size and age) and he required an atmosphere with a higher nitrogen content (similar to that of Hala) in order to breathe comfortably. Phae-Dor would have needed a special chemical (and see the comments for that profile) or apparatus to breathe in Earth's atmosphere.
As a leader
scientist, he had a strong influence over the planning and the decisions
of the Supreme Science Council. As leader of the Kree forces, appointed
by the Supreme Intelligence itself, he presumably had great capabilities and deep knowledge
in warfare and strategy on galactic scale.
Weapons:
A technology that employed the energy of a Kree spaceship to create a
coherent replica of his body inside the ship,at galactic distance. The
replica was an energy manifestation; it was at least 25 feet tall, was
solid and had a strength level even greater than Captain Mar-Vell's.
The manifestation could sustain Marvel's physical blows with ease, but
had to be supported by the energetic systems of the ship. Photonic
blasts like Mar-Vell's interfered with the manifestation at a low
degree and the manifestation showed a little pain when hit, implying
that there was a feedback between the energy form and the real,
material body.

History:
(Captain Marvel I#53 (fb) - BTS) - Years before the Kree-Skrull war
involved Earth, even before Captain Marvel became Protector of the
Universe, Phae-Dor personally knew Mar-Vell. At those times, Phae-Dor
was a rational man, honorable, quite different from the head of the
Supreme Science Council he would become later.
(Inhumans I#4 (fb)) - Phae-Dor became a typical Kree soldier-scientist:
his job was dedicated to the glory and the expansion of the Kree Empire,
and his beliefs supported his job. He was firmly convinced of the
superiority of the Kree race over the other alien races, and hr was also
sure of the superiority of the blue-skinned Kree over the pink-skinned
Kree.
As a scientist of the Science Council, at some point
of his career Phae-Dor was involved in the project that created
Shatterstar, a "super soldier." Phae-Dor was one of the members that
evaluated the achievements of the project. He was very satisfied of the
results, and he seemed not interested in the fact that the "super
soldier" had been created using a baby, Arides, nor that the scientists
forced to experiment on him were his own parents, Falzon and Murius.
(Inhumans I#3 (fb)) - Years after the first Kree-Skrull galactic War, the Kree and the Skrull were stuck in a cold war-like stalemate. Apparently the Kree were the first to shift the equilibrium of the conflict, including the planet Earth in their strategy, giving birth to the War of the Three Galaxies. The war plans were made by the Kree Supreme Science Council, the head of which was Phae-Dor, who was supported by Por-Bat and many other members.
The involvement of Earth was due to the
presence of the Inhumans on Sol III. The Council stated that the
Inhumans were too dangerous weapons to be left loose, so they had to be
taken back into the Kree army to serve for war purposes. The Inhumans
had lived on Earth for millennia, shunned for their racial impurity, but
the Kree Empire still considered them their property, little more than
slaves, as the Kree had created them.
(Inhumans I#10 (fb) - BTS) - A more subtle strategy involved Earth, and to a greater extent: The conquest of the planet from within using mind-controlled thralls. Kree science, always applied to war, was capable of manipulating the minds of weaker subjects, at inter-galactic distance, almost transforming them into robots of flesh that executed the orders transmitted.
(Inhumans I#1/2 - BTS)
- The collection of the Inhuman slaves proceeded with the activation of
the Somnotherm
and of the Kaptroids
in Attilan, but Black Bolt and the other members of the Royal Family
destroyed the Kaptroids and captured Blastaar.
(Inhumans I#3 (fb)) - The failure of the Kaptroids led to
the malfunction of the Kree Monolith under Attilan. In
order to complete the recollection mission, Phae-Dor reunited the
Council, Falzon opposed himself to
the use of those beings as cannon fodder, but Phae-Dor shut his mouth
up menacing to declare him a traitor. So, Phae-Dor ordered to dispatch Shatterstar to Sol III, to
capture the Inhumans. Shatterstar was the same "super soldier" whose
creation Phae-Dor had super-visioned some time before.
(Inhumans I#3-8, 10) - Shatterstar
seemingly died during the mission. Moreover, the Inhumans destroyed a Kree Space Station commanded by Mon-Tog,
asset of fundamental importance for the conquest of Earth.
(Inhumans I#11) - The Supreme Council, in an emergency
session, without Phae-Dor and many other members, dispatched another
super-agent to Earth to eliminate the Inhumans Royal Family: the Pursuer. He failed, as well.
(Captain Marvel I#52) - Following a different path to save the Kree race
from the genetic dead end in which it was stuck, the scientist Doctor
Minerva had lured Captain Marvel aboard her star cruiser, to convince
him to procreate with her, because their sons would be the first of a
spawn of superior Kree beings.
While Minerva was still explaining that she had captured Rick Jones as an alternate option, the Supreme Science Council contacted her, and Phae-Dor abruptly ordered her to abandon her plan and to return Mar-Vell to Kree-Lar. Declaring Minerva unfit to command, Phae-Dor overrode her control over the science-cruiser, taking remote control of all the weapons and energy generators of the ship. He easily knocked her out with an energy blast through the screen. Then, he used the energy generator of the ship to create a giant energy manifestation of himself. His physical might subdue Mar-Vell, who was quite unable to damage that form.
However, Captain Marvel's superior maneuverability lent him the time to understand that his photon blasts had an effect, even if a tiny one. Phae-Dor pursued the Captain, hitting and smashing walls, until he guessed Mar-Vell's trap. Just in time, the giant form stopped his blow, which would have destroyed one of the ship's generators. Even so, Phae-Dor could to nothing when Captain Marvel destroyed Minerva's science cruiser. The scientist tried to convince Mar-Vell, calling for aid in the impending War between the Three Galaxies, but it was too late. The generators were destroyed, and the powerful manifestation faded out.
Captain Marvel, however, wondered if
Phae-Dor was saying the truth about the War.
(Captain Marvel I#53) - Mar-Vell felt the need to learn more about the
war of the Three Galaxies that Phae-Dor had mentioned. So when he met
the Inhuman Royal Family and Falzon, who had helped the Inhumans to
destroy the Nexus Space Station, he learned more about the War.
Black Bolt and Captain Marvel left to face the Kree's Supreme Science Council, to convince them to cancel their plans for the war of Three Galaxies. They teleported just in time, in the middle of the Council. In fact, Por-Bat had just managed to convince Phae-Dor and the rest of the Council that all their previous steps were of little importance, and that their all-out attack on the Skrull Galaxy was enough to gain the victory. Por-Bat was pressing the button to command the attack when the two superheroes appeared in the chamber.
Thanks to Black Bolt's sacrifice, Captain Marvel had the time to use his cosmic awareness to identify the element that drove the Council and Phae-Dor so heavily toward the conflict: It was Por-Bat. Slamming the scientist on the Truth Chair, Marvel forced him to reveal his true nature as a Skrull. Phae-Dor acknowledged that the plans of War were tainted and corrupted, so he ordered to recall all the Kree forces.
Even closing the War before its
exclamation, Phae-Dor was still inclined to the conflict against the
hated Skrulls.
(Ms. Marvel I#18) - In the months after the Supreme
Intelligence's shutdown, Bun-Dall noticed something strange. He was
convinced that the Intelligence was alive. He brought Phae-Dor to the
Hall of Judgment and showed him that someone or something was stealing
tiny quantities of energy from the planet energetic grid, and he was
sure it was the Supreme Intelligence's fault. He had checked the
monitors but no signal went from the computers, so, Phae-Dor told him
not to worry. When they left the Hall, the Supreme Intelligence appeared
on the giant display, silently laughing.
(Iron Man I#138/2 (fb) - BTS) - The Kree military
decreed to use Phae-Dor's energy manifestation on a greater scale, on
Earth. Phae-Dor's Kree warriors would invade Earth to proceed with the
plan.
Captain Marvel learned of the plan and
convinced the Earth's military to follow a distension course. They sent
a cargo ship to the Kree. The Kree warriors intercepted the cargo and
were so delighted by the snack cakes that aborted the attack (see
comments).
(Silver Surfer
III#6) - After the explosion of the Hyper-Wave bomb that froze the
Skrulls in the last form they had assumed, another Kree-Skrull war
arose. Phae-Dor was still a member of the Science Council and also a
component of the Controllers of the Supreme Intelligence, alongside
Nenora (another Skrull spy), Tus-Katt, and the simian-techno Nullet.
Phae-Dor even considered the Supreme Intelligence to be impure, because
it contained pink-skinned Kree minds .
When the Skrull armada invaded the Kree
space, the Supreme Intelligence set a trap on the planet Sandomar
II, and sent Phae-Dor to supervision the evacuation. The whole
planed would have exploded when the Skrull ships would reach it.
Phae-Dor liked the plan.
The trap failed. The Skrulls had a spy that warned them, so Phae-Dor could do nothing but watch the enemy's armada avoid Sandomar II. The Supreme Intelligence immediately recalled Phae-Dor to the home-world, because he was one of the suspects.
The calculations of the Supreme
Intelligence brought it to execute Nullet before Phae-Dor and the other
Controllers. As a result, Nenora took Nullet's role as Chief
Coordinator, and Phae-Dor became Commander of the fleets before driven
by Nenora.

Phae-Dor was mentioned in All-New Official Handbook of the Marvel Universe
A to Z volume 1#6 (2006).
Phae-Dor and his energy manifestation were mentioned
in a one-page story of the Hostess Twinkies Cakes. The story appeared in
Iron Man I#138 (September, 1980) and probably in many other comics
around that month.
Some of the characters originating in the Hostess advertisements have
appeared on Earth-616, but it has also been hinted that the Hostess
ads
themselves may be adaptations of existing events, altered to involve
the snack cakes. So, perhaps, in Reality-616, the Kree did not abort
the attack due to Twinkies...but for some other reason.
