Powers/Abilities: Kurt is militarily-trained and experienced in armed and unarmed combat.
He is skilled marksman with laser pistols as well as sighted rifles from a significant distance, and he is more than willing to kill for money or for his own enjoyment.
He is experienced in driving some
sort of scooter/sled (apparently either a low altitude personal
aircraft or some sort of snowmobile), although he also wrecked it into
an outcropping during a heavy storm.

Bounty hunter Monark Starstalker was hired to bring in Kurt Hammer.

The terraforming business Triplanet Metals, Inc. hired Hammer to kill
their third
vice-president, Emmanuel Shaw, whom they considered incompetent but
with too much top security data in his head to simply fire. They
informed him that Shaw would soon be traveling to Stormking,
a small world of rocks and ice that was the
most remote of the frontier planets, specifically to New Canaan, an
outpost of Mega
IV (see comments).
Somehow Shaw's death apparently
would facilitate Triplanet's obtaining the mining rights of Stormking,
which had vast mineral wealth beneath its glacial crust.
Whether Shaw was already in New Canaan
or not, he was popular amongst many of the locals.

federal starship "Host
of the Air,"
Monark Starstalker tracked Hammer to Stormking. Also aboard the ship
was Emmanuel Shaw and his aide, Brigid Siebold, who apparently had a
secret past relationship with Hammer.
(Marvel Premiere#32 - BTS) - After arriving in New Canaan, Monark met with Sheriff Bob Hightower, informing him that he was there in pursuit of local Kurt Hammer for the murders on Tycho, and Hightower had him check his guns while he was in his town.
(Marvel Premiere#32 (fb) - BTS) - Hightower informed native Robin Goodfriend, whose father had been a federal, about Monark's mission.

dinner, Robin asked Monark if it was true that he was going after
Hammer, and after he confirmed, she commented how for him, the war had
just legalized murder: "Put a few
medals on the pig and they forgot his sadism."
Another local, after confirming that Monark was going after Hammer,
knocked Monark's drink into his face and then took a swing at him.
Monark then subdued his assailant and others who joined the fight until
Hightower showed up and insisted Monark leave, as he didn't want any
trouble there.
The next day, while Monark stayed
at Robin's place, Emmanuel Shaw tried to generate interest in
Triplanet's ability to terraform Stormking to provide oceans, grazing
land, livestock and a more advanced civilization, but meant only with
resentment, as the frontier locals hated the Federation.
(Marvel Premiere#32) - As Hightower tried to calm the locals, however, Kurt Hammer showed up and fatally shot both Shaw and Hightower with his blaster pistol. Holding onto Brigid Siebold, seemingly as a hostage, Hammer blasted his way out of the place and departed on some sort of sled/scooter (he called it both; some sort of snowmobile or, more likely, a low-flying aircraft).

Having ridden her mare to New Canaan before returning to her place,
Robin told Monark what Hammer had done. Monark took Robin's mare and
took offover the tundra in pursuit of Hammer.

- Heading to Vesalius, Hammer inadvertently hit an outcrop that
incapacitated his sled, although he and Brigid were unharmed.
(Marvel Premiere#32) - As a
storm raged, Hammer tried futilely to contact his associate, Andy, but
he assured the distraught Brigid that by morning the storm would pass
and he would be able to get through to Andy, who would pick them
up. Brigid asked if he had to act "so barbaric" back in New
Canaan, but Kurt told her that that was all those rubes understood. He
further noted that he knew those imbeciles and that nothing moved them
like guilt. They would beg Triplanet to come in and rob 'em blind,
while he and Brigid retired to some quiet tropical paradise.
For right then, however, he suggested that they find a cave to cozy-up for the night. He deliberately left the sled partially exposed, hoping Starstalker found it, because in that canyon he would be a sitting duck for Kurt's rifle.
At moonrise, Monark arrived in the canyon and spotted the sled. Hammer fired at him, but Monark's sensory-awareness-providing robotic falcon, Ulysses, warned him in time to dodge, although the shot slew his steed.
After diving behind an outcrop, Monark, via guidance from Ulysses,
fired at Hammer, nearly hitting him. Realizing the bird was helping him
fly, Hammer fired at it repeatedly. Although Ulysses easily evaded the
shots, the noise caused an avalanche that buried Monark. Hammer headed
down to dig up his scooter and then fired repeatedly and futilely at
Ulysses as it spiraled overhead until Monark dug his way to the surface
behind. Hammer's continued firing drowned out Brigid's warnings until
it was too late, and Monark punched him down.
As Monark drew his weapon, Hammer stated that it was the same price whether Monark brought him in dead or alive and asked Starstalker why he didn't shoot. Monark confirmed that he would have, but that Brigid who never make it back in this snow on foot, and that Hammer would have to carry her.
(Marvel Premiere#32 (fb) - BTS) - Two days later and 20 miles north of New Canaan, Hammer died of pneumonia. Monark staked him out and carried Brigid from there on.

The next day, Monark arrived in New Canaan with the very sick Brigid,
telling the locals that she needed a doctor quickly and informing them
of Hammer's fate and location. Telling them to see that his claim was
registered and to send a rider out to Miss Goodfriend to thank her for
him, Monark boarded the ship (the Host of the Air?) and departed
Stormking.

I don't know what
Mega IV was...
Monark said he had tracked Kurt Hammer to "the Mega
IV outpost" (referring to Stormking or specifically New Canaan) and
then noted that his ship left for Mega IV the day after tomorrow (and
then he returned to New Canaan and caught a ship four days after
that...maybe it was a different ship, but he just wanted off of the
planet).
In Wolverine: Best There Is#9, Monark Starstalker refers to having come from the year 2022 in his reality. It is not known how long he was active, and whether his activities as the bounty hunter started in 2022, or whether that was the year in which he left in reality. Monark Starstalker's exact timeline is unrevealed, but it occurs after an unspecified time period after Earth has begun planetary expansion into other systems. This reality was named Earth-7643 in OHotMU Hardcover#3.
