History: (Amazing Spider-Man I#519 (fb) ) - Years were spent transforming Hydra agents into superhumans capable of matching the Avengers in physical power.

(Amazing Spider-Man I#519) - The Supreme Hydra unveiled the Hydra Super-Agents, sealed within tubes, to a cheering throng of Hydra soldiers in his subterranean base.

(Amazing Spider-Man I#520) - The Hydra Super-Agents were set loose on New York City.  The Hammer caused chaos in the streets, and battled Iron Man; Tactical Force attacked a genetic research facility, and tangled with Luke Cage and Spider-Woman; Militant robbed a jewelry store, where he fought Captain America; and Bowman launched an assault on the docks, coming into conflict with Spider-Man.  When Bowman completed the mission's true objective (blowing up the records building at the docks), he signaled the others to retreat.

(Amazing Spider-Man I#522) - Having infiltrated Hydra's base, Spider-Man stumbled upon the experimental genetics testing room, where he found the Hydra Super-Agents waiting for him.

(Amazing Spider-Man I#523) - The Super-Agents attacked en masse, but began arguing amongst each other when the Hammer accidentally shorted out Tactical Force's armor.  Militant rallied them with a pep talk, but they were soon distracted by the arrival of the Avengers.  As Iron Man and Spider-Man left to disarm a Hydra missile, Captain America, Spider-Woman, and Luke Cage took on the Super-Agents.

(Amazing Spider-Man I#524 (fb) ) - As the base self-destructed around them, the Super-Agents fled.

Comments: Created by J. Michael Straczynski, Mike Deodato Jr., and Joe Pimentel.

The Super-Agents are never named as such, or given any group name at all, but it seems as good as any.

In one panel, there are clearly at least six tubes, and when the Supreme Hydra sent them out, he ordered his lackeys to open "tubes 1-4", implying that there are other tubes as-yet unopened tubes.  So who's in those other two tubes?  Evil Wasp?  Evil Vision?  Evil D-Man?

Only Militant got a chance to fight his "opposite number"; Iron Man was busy doing other stuff when Tactical Force was around, and Thor and Hawkeye were, of course, dead.  But they're both back now and the Super-Agents are presumably still at large, so who knows?

BOWMAN

(Amazing Spider-Man I#519 (fb) ) - Years were spent transforming a Hydra agent into the superhuman Bowman.

(Amazing Spider-Man I#519) - The Supreme Hydra unveiled the Bowman and his teammates, sealed within tubes, to a cheering throng of Hydra soldiers in his subterranean base.

(Amazing Spider-Man I#520) - Bowman was sent to the docks, where he was located by Spider-Man.  Firing a barrage of arrows at a crowd of people, he blew up the records building while the webslinger intercepted them.  His mission accomplished, he signaled his teammates and fled.

(Amazing Spider-Man I#522) - Having infiltrated Hydra's base, Spider-Man stumbled upon the experimental genetics testing room, where he found the Bowman and his teammates waiting for him.

(Amazing Spider-Man I#523) - The Bowman and his teammates battled Spider-Man until the arrival of the Avengers.  As Iron Man and Spider-Man left to disarm a Hydra missile, Captain America, Spider-Woman, and Luke Cage took on the Bowman and his teammates.

(Amazing Spider-Man I#524 (fb) ) - As the base self-destructed around them, the Bowman and his teammates fled.

The Bowman is a highly skilled archer, and carries a quiver of explosive arrows.

HAMMER

(Amazing Spider-Man I#519 (fb) ) - Years were spent transforming a Hydra agent into the superhuman Hammer.

(Amazing Spider-Man I#519) - The Supreme Hydra unveiled the Hammer and his teammates, sealed within tubes, to a cheering throng of Hydra soldiers in his subterranean base.

(Amazing Spider-Man I#520) - Bowman was sent to cause chaos in the streets of New York.  He was confronted by Iron Man, who proved immune to his electric bolts and soon got the better of him.  Signaled to retreat by the Bowman, the Hammer blasted Iron Man with an electromagnetic pulse and fled.

(Amazing Spider-Man I#522) - Having infiltrated Hydra's base, Spider-Man stumbled upon the experimental genetics testing room, where he found the Hammer and his teammates waiting for him.

(Amazing Spider-Man I#523) - The Super-Agents attacked en masse, but began arguing amongst each other when the Hammer accidentally shorted out Tactical Force's armor with his EMP.  Militant rallied them with a pep talk, but they were soon distracted by the arrival of the Avengers.  As Iron Man and Spider-Man left to disarm a Hydra missile, Captain America, Spider-Woman, and Luke Cage took on the Hammer and his teammates.

(Amazing Spider-Man I#524 (fb) ) - As the base self-destructed around them, the Hammer and his teammates fled.

The Hammer possesses the powers of flight and enhanced strength, and carries a mechanical hammer capable of generating electrical blasts or electromagnetic pulses.  The hammer can also be thrown, and will return to its thrower.

MILITANT

(Amazing Spider-Man I#519 (fb) ) - Years were spent transforming a Hydra agent into the superhuman Militant.

(Amazing Spider-Man I#519) - The Supreme Hydra unveiled Militant and his teammates, sealed within tubes, to a cheering throng of Hydra soldiers in his subterranean base.

(Amazing Spider-Man I#520) - Militant was sent to a jewelry store.  Knocking out the staff, he was attacked by Captain America, who proved his superior in combat.  Receiving the signal to flee, he used his shield to smash the skylight, forcing Cap to shield the unconscious staff while he fled.

(Amazing Spider-Man I#522) - Having infiltrated Hydra's base, Spider-Man stumbled upon the experimental genetics testing room, where he found Militant and his teammates waiting for him.

(Amazing Spider-Man I#523) - The Super-Agents attacked en masse, but began arguing amongst each other when the Hammer accidentally shorted out Tactical Force's armor with his EMP.  Militant rallied them with a pep talk, but they were soon distracted by the arrival of the Avengers.  As Iron Man and Spider-Man left to disarm a Hydra missile, Captain America, Spider-Woman, and Luke Cage took on Militant and his teammates.  In the course of the battle, Captain America threw his shield through Militant's, shattering it.

(Amazing Spider-Man I#524 (fb) ) - As the base self-destructed around them, Militant and his teammates fled.

Militant is a skilled hand-to-hand combatant, and carries a disk-shaped shield which he can throw with some skill.  He possesses good leadership skills.

TACTICAL FORCE

(Karl (last name unrevealed))

(Amazing Spider-Man I#519 (fb) ) - Years were spent transforming Hydra agent Karl into the superhuman Tactical Force.

(Amazing Spider-Man I#520 (fb) ) - Tactical Force asked his superiors to change his code name to "Death Incarnate", but they declined, explaining that it was taken.

(Amazing Spider-Man I#519) - The Supreme Hydra unveiled the Bowman and his teammates, sealed within tubes, to a cheering throng of Hydra soldiers in his subterranean base.

(Amazing Spider-Man I#520) - Bowman was sent to ransack Sinclair Research Laboratories.  When Spider-Woman and Luke Cage arrived, he claimed to be stealing research, and insisted that they call him "Karl".  Cage threw Spider-Woman at him.  Unable to handle the weight of two people, his boot jets gave out and they both crashed to the ground.   Upon receiving the signal to pull out, he threw Spider-Woman back at Cage and fled.

(Amazing Spider-Man I#522) - Having infiltrated Hydra's base, Spider-Man stumbled upon the experimental genetics testing room, where he found Tactical Force and his teammates waiting for him.

(Amazing Spider-Man I#523) - The Super-Agents attacked en masse, but began arguing amongst each other when the Hammer accidentally shorted out Tactical Force's armor with his EMP.  Militant rallied them with a pep talk, but they were soon distracted by the arrival of the Avengers.  As Iron Man and Spider-Man left to disarm a Hydra missile, Captain America, Spider-Woman, and Luke Cage took on the Hammer and his teammates.

(Amazing Spider-Man I#524 (fb) ) - As the base self-destructed around them, Tactical Force and his teammates fled.

Tactical Force wears a suit of powered armor equipped with boot jets, as well as energy blasters in the palms of its gauntlets.  The armor also provides Tactical Force with superhuman strength and durability.
