History: The Front for Organic Responsibility and a Clean Environment were eco-terrorists who fought to achieve their definition of a better world using whatever force was necessary.  Most of their history is unknown.  Three of their members were Gloria Morgan (leader), Simmons, and Riley.

(Namor I#3 (fb) - BTS) - The F.O.R.C.E. group destroyed one of the Parallel Conglomerate's conventional tankers, the Ice Warrior, but the destruction was never determined to be sabotage.

(Namor I#5 (fb) - BTS) - F.O.R.C.E. attacked a few installations of the Marrs Corporation.  When Desmond Marrs offered to finance F.O.R.C.E. for a mission, F.O.R.C.E. agreed.  Marrs invited them to attack a supertanker that Oracle (which had bought out Parallel).

(Namor I#3) - Some employees from the Parallel Conglomerate/Oracle, Incorporated worried that the supertanker they were about to launch would be a target for F.O.R.C.E..

(Namor I#4 (fb) - BTS) - Some representatives of F.O.R.C.E. attached a bomb to Oracle's supertanker as it traveled from South America to New York for a special launching party. 

(Namor I#4) - At the party, where most of New York's high society was attending, the tanker came into view and then exploded, likely killing its occupants (including the Captain and Mr. Russell), and spilling large quantities of oil into the water around.

(Namor I#5) - While Mister Fantastic, the Invisible Woman, Iron Man, Sub-Mariner, and Namorita worked to contain the oil spill, Simmons wondered if they should consider going forward with their plan, and Gloria hit him in the stomach for his questioning her leadership.  Gloria sent a pre-recorded tape to the police, received by Chief Parkhusrt, identifying F.O.R.C.E. as being behind the explosion, and leaving the threat to ignite the oil at dawn so as to wipe out New York City.  F.O.R.C.E. launched a decoy plane, sending Iron Man in a chase after it.  Meanwhile, Gloria took the detonator, which had been triggered to explode when she released her grip, undersea with her diving uniform.  Namor confronted her and moved to grab the detonator, but she released it, igniting the oil, the blast presumably killing her.  Namor was later able to quell most of the damage using undersea Therma-Rays.

(Namor I#4) - The Captain and Mr. Russell were piloting the oil supertanker owned by Parallel Conglomerate, later Oracle Incorporated, and launched the super-tanker from South America to New York, surfacing at a major party being held in the tanker's honor.  As the ship came into view, a bomb planted by F.O.R.C.E. detonated, blowing the tanker up.

(Namor I#5) - While several superheroes worked to contain the oil spill, Gloria got mad at Simmons and Riley for wondering if they should go forward.  She planned on following through with their plans fully.  Gloria released a tape to the police, identifying herself as head of F.O.R.C.E. and revealing their plans to ignite the oil.  After Namor confronted her undersea, she released the trigger, igniting the oil, and presumably died in the explosion.

Chief Parkhurst

(Namor I#5) - Chief Parkhurst received a threatening video from eco-terrorists, F.O.R.C.E., and worked to contact heroes to help him.  He contacted Iron Man and the Fantastic Four via the police emergency bandwidth for help.
