Powers/Abilities: Manacle can generate and mentally
manipulate large quantities of metal restraints. His constructs have
taken the form of handcuffs, shackles, thick chains and long ribbon-like
lengths of barbed or razor-edged metal. The restraints can manifest
around a target almost instantly, pursue moving opponents, change
direction in mid-air and wrap themselves around a victim under Manacle's
control. Manacle can vary the mass and configuration of his restraints,
he has an upper-limit to the length of chains he can create or control
before he ties himself in a literal knot. His chains were also capable
of striking and holding Shadowcat while she was phased, suggesting that
they possess properties beyond ordinary metal. Manacle has superhuman
strength and such durability that he can confidently survive a direct
lightning strike. He is not invulnerable to his own metal blades.

History:
(Uncanny X-Men I#383 (fb) - BTS) - Bludgeon and his Neo allies Big Casino, Cudgel, Manacle and Revenant accompanied Sole to Moscow. There, he ran the exclusive nightclub The Slash! with Bludgeon and the others serving as the establishment's superhuman enforcers. The club secretly doubled as a front for Sole's criminal dealings, including Tullamore Voge's interdimensional slave trade. Among those caught in Sole's orbit were the reality-altering mutant Sketch and Russian intelligence officer Major Debra Levin.
(Uncanny X-Men I#383 - BTS) - When the X-Men investigated
Sole's operations, Manacle stood ready. He caught and tied up Beast
before focusing his attention on Storm.
(Uncanny X-Men I#383) - Manacle restrained the X-Man on the roof of the
club, trapping her in heavy metal restraints and forcing Storm to the
ground. After Bludgeon and Cudgel collapsed the roof beneath her,
Manacle confronted Storm alongside his fellow enforcers and revealed
that they worked for Ransome Sole. Storm summoned a strong arctic gale
force wind to blow Manacle off the roof, causing him to be briefly
stunned. The battle raged on in the club, but the more experienced X-Men
soon gained the upperhand. Gambit cleverly used Manacle's powers against
him by having the Neo generate so much of his barbed chains that he tied
himself in a proverbial knot. until the X-Men gained the upper hand,
upon which the Neo Farahd used a transmat portal to remove Manacle,
Sole, Big Casino, Bludgeon and Cudgel from the scene.
(X-Treme X-Men I#34 (fb) - BTS) - Manacle and his fellow
enforcers came under the employ of the malevolent psychic presence Elias
Bogan. He moved them to his base in Valle Soleada, California.
(X-Treme X-Men I#34) - Manacle was on hand to aid Revenant during a
fight with Rogue. He wrapped the recently depowered X-Man in a
ribbon-like length of razor-edged metal. He boasted that the blades
embedded in his restraints would tear Rogue apart as they unwound, then
flung her away from Revenant. Manacle's intervention saved his teammate,
though Rogue survived the assault.
(X-Treme X-Men I#34 - BTS) - Rogue followed the van carrying Manacle and
Revenant as it rushed back to Bogan's base underneath the X-Corp
building in Valle Soleada. They disappeared into the sublevels, while
Rogue crashed into the X-Corps building looking for answers.
(X-Treme X-Men I#40) - Manacle joined Bludgeon, Cudgel,
Revenant and Rolling Thunder in an ambush on Bishop near the Valle
Soleada coast. While Rolling Thunder blasted the X-Man and Bludgeon and
Cudgel battered him with their weapons, Manacle bound Bishop in his
chains. Bishop absorbed enough energy from the attack to break free and
quickly overwhelmed Bogan's thugs. But the fight had served its purpose:
Bogan's enslaved telepath Rachel Summers managed to incapacitate Bishop
who was then taken prisoner.
(X-Treme X-Men I#41) - At Bogan's hidden base, Manacle
suspended Bishop upside down in barbed chains while Bogan and Rachel
bent him to their will. After Bogan forced the mutant power-enhancing
drug Rave down Bishop's throat, Bishop erupted with enough force to
shatter the restraints and drive fragments of Manacle's chains through
the surrounding cinderblock walls. Manacle was hurt by the flying
debris, especially when a chunk of his own metal struck him in the
crotch. He recovered in time to throw himself over Rolling Thunder to
protect her when Bishop brought part of the wall down on them. Later,
Manacle, Bludgeon, Cudgel, Revenant and Rolling Thunder watched as Bogan
prepared the now-conditioned Bishop to attack his own teammates.
(X-Treme X-Men I#43) - Manacle helped defend Bogan's
underground complex when the X-Men infiltrated it. He surprised
Shadowcat by ensnaring her with barbed chains that could still strike
and restrain her while she was phased. Manacle violently bounced Kitty
off the walls to subdue her. Manacle then turned his restraints on
Rogue, but she dodged the attack, followed the chains back to their
source and kicked him down. He managed to get back up, only for Rogue to
put him down a second time; with Manacle unconscious, his chains began
to unravel and release Shadowcat.
(X-Men: Giant-Size I#1 - BTS) - The Evolutionaries
embarked on a worldwide purge of the Neo, exterminating the race
wherever they could find them. Manacle was among the Neo believed to
have been killed during the genocide (see comments).
(Marvel's Voices: X-Men I#1/1 (fb) - BTS) - Despite the
reported extermination of the Neo, Manacle survived and was ultimately
recruited into the New Orleans Thieves Guild by Odessa Drake.
(Marvel's Voices: X-Men I#1) - Considerably larger and more heavily
built than before, he confronted his old opponent Gambit when the Cajun
thief came to trade with the Guild. Manacle mocked Gambit and attacked
him by swinging his metal chains at him. Gambit easily dodged his
lumbering foe and stood back when Rogue entered the fray. She
effortlessly overpowered Manacle, knocking him out with only a few
blows.

Manacle debuted as one of five colorful enforcers working for the Neo
Ransome Sole alongside Big Casino, Bludgeon, Cudgel and Revenant. The
group never received an official name in-story, but their shared
employment, visual theme and coordinated fighting style make them an
obvious little unit. Several years later Manacle, Bludgeon, Cudgel and
Revenant all resurfaced together as hired muscle for Elias Bogan, joined
by Rolling Thunder. Big Casino was conspicuously absent. How Bogan
recruited the former Sole operatives was never explained.
Manacle's powers are more versatile than his name might suggest. He
doesn't simply make handcuffs: his metal creations range from massive
weighted shackles to self-guided barbed chains and razor-edged ribbons.
Most intriguingly, the chains could affect Shadowcat even while she was
phased. The story never explains whether this was a special property of
Manacle's mutation or something Bogan had done to enhance him.
There's also the small matter of Manacle's supposed death. X-Men:
Giant-Size I#1 established that the Evolutionaries exterminated
the entire species. Marvel's Voices: X-Men I#1 simply brought him
back as a member of the Thieves Guild, apparently none the worse for
wear. Of course, this is during the Krakoan era where the Quiet Council
worked round the clock to resurrect every deceased mutant. It's possible
they decided to include the Neo as well.
