(Incredible Hulk II#231 (fb) - BTS) - Some people on Capitol Hill called Hawk the "Werewolf of Washington".
(Iron Man I#95 (fb) - BTS) - Senator Hawk called Stark International's East Coast Plant from Washington while Tony Stark was away. He reached Stark's secretary Krissy Longfellow and told her that it was important and Stark should call him back.
(Iron Man I#95) - Tony told Krissy to return the call even though he had no clue who Hawk was. Stark took the call from Hawk, who informed Stark that he was on the committee that appropriated funds for the defense computer guidance systems. Stark was their number one contractor and Hawk received a file that made it seem like Stark International was bribing foreign officials to sell intelligence systems abroad. He asked Stark to come to Washington ASAP to clear things up. Stark made an appointment with Hawk, whose assistant Jon was shocked about what Stark was doing. Hawk reminded his assistant that Stark was not indicted yet and would get his chance to explain himself. Hawk actually believed that Stark was framed and he would try to prove it.
(Iron Man I#100 (fb) - BTS) - Stark and Hawk came up with a plan to expose who was framing Stark. The plan was for Iron Man to leave Stark's booby-trapped briefcase unattended during the fight with Ultimo and see who stole it because the culprit would suspect Iron Man to fly in Stark's testimony due to the air traffic into Washington being cut off.
(Iron Man I#95 - BTS) - Iron Man arrived in Washington D.C. for his meeting with Senator Hawk, but was attacked by Ultimo before the meeting could take place.
(Iron Man I#96) - Hawk and his assistant watched from Hawk's office the fight between Ultimo and Iron Man. Jon informed Hawk that the helicopter was waiting to evacuate them because everyone else had already been evacuated. Hawk thought it was suspicious that all the communications gear and automated security devices that shut off when the monster attacked were manufactured by Stark. Hawk asked Jon to get a subpoena issued for Tony Stark and wanted some answers. Jon was on it, but also asked Hawk to come along so they could leave.
(Iron Man I#97) - After Ultimo's defeat Hawk and Jon waited on the steps of the Capitol for Stark during clean-ups. Because Stark was already hours late, Hawk had no other choice than to send Jon over to the Justice Department and get a subpoena for Tony Stark.
(Iron Man I#98 - BTS) - The press caught wind of Stark ignoring the subpoena and the story made the papers. Krissy told Stark on the phone that the situation was bad and asked him why he didn't just appear before Senator Hawk's committee. Stark told her that he just couldn't (he had to make sure first that his chest plate would keep his heart from failing, but he couldn't tell her that) and asked Krissy to hold them off a little bit longer.
(Iron Man I#99) - Hawk and his senate sub-committee, including Senator Byrd, were still waiting for Stark. Hawk was sure that Stark had a reason why he was not coming after all he had done for the country. Hawk's assistant got mad and told Hawk to stop defending Stark and then vowed that what was inside the case he was carrying would prove that Stark was selling out their country.
(Iron Man I#100) - Hawk, Byrd and the other members of the committee watched in shock as Hawk's assistant Jonathan Rich opened the briefcase that allegedly had the evidence inside that would prove Stark had sold them and their allies defective defense systems while selling Iron Man's armor to their enemies. The media watched as Jon opened the briefcase, which released released tear gas and was then destroyed by acid. It was as Hawk and Stark had planned to expose the person responsible for framing Stark. Hawk ordered to have Jon arrested after explaining the plan to the committee that he and Stark had come up with to do so. The Mandarin killed his agent remotely from his base where he was fighting Iron Man at the moment.
(Hulk Smash Avengers#2) - From Washington D.C. Senator Hawk called National Security Council liaison Henry Gyrich on his private mobile number. Hawk knew that Gyrich was at Avengers Mansion, but needed what he said to stay off the record. Hawk informed Gyrich that he was part of a subcommittee investigating the funding going to Gamma Base. The reason he was calling Gyrich was that Hulk had been spotted in Cedarville, California and the situation was escalating. The National Guard was unable to deal with the Hulk, but Hawk thought the Avengers would be more capable. Gyrich disagreed because in his opinion they were understaffed at the moment with their current roster, but he like the idea of sending them in against the Hulk and failing.
(Incredible Hulk II#231) - Senator Hawk and Senator Stivak arrived in a plane at Gamma Base in the New Mexican desert. Acting commander of Gamma Base Doc Samson gave them a friendly welcome, but Hawk was not interested in niceties and just wanted answers on how Samson ran Gamma Base after General Ross' recent outburst in front of the press. Hawk just wanted to know what Samson planned to do about the Hulk, who was terrorizing the countryside at the moment. He was sure that Samson didn't even know where the Hulk was at the moment, but just moments later Jim Wilson rushed into Samson's office to inform him that the Hulk had been spotted in California by state troopers. Hawk was just annoyed that security at the base was so bad that a kid (Wilson) and his dog were allowed to just run around. Quartermain informed Hawk that Wilson was one of the few people the Hulk considered a friend, which gave them a shot to reason with the Hulk. Stivak suggested to fly with Wilson and Dr. Sofen to California to get a first-hand view of the Hulk while Hawk remained at Gamma Base to observe their efforts.
(Incredible Hulk II#233) - In Gamma Base's communications center Hawk, Samson and Quartermain where shocked to learn from S.H.I.E.L.D. agent Jasper Sitwell that he had learned from statements by Captain America and the Falcon that Senator Stivak was part of the criminal Corporation. S.H.I.E.L.D. also believed that Dr. Karla Sofen was the super-villain Moonstone. Despite these revelations Hawk would not stop his investigation of Gamma Base even if he had stay through spring recess to enough evidence to get Samson fired. Hawk explained to Quartermain that his reason for being so hard on Samson was that the public spent millions of dollars annually on Gamma Base and he would make sure that the money was not wasted.
(Incredible Hulk II#234) - Marvel Man stopped by at Gamma Base to testify to Senator Hawk about (presumably the whole Corporation business) and losing the Hulk during the battle. Hawk thanked Marvel Man for the testimony and told Lt. Perrywinkle, who had typed the whole thing, that they were finished for the moment. He then saw off Marvel Man, who was heading to his new job as security for Project: PEGASUS. Hawk considered Marvel Man, who wanted to be called Quasar from now on, a real hero and wondered where Samson was during the debriefing (he was at the bedside of Thaddeus Ross).
(Incredible Hulk II#238) - Senator Hawk arrived in Central City after the Hulk, lured there by the Corporation, destroyed most of it. He met with the POTUS, Governor Brown and Clay Quartermain in the ruins. Hawk wanted to talk with the POTUS about his proposed restructuring of Gamma Base and the POTUS was willing to talk because he never wanted to see destruction like this again. The POTUS suggested to Hawk and Quartermain to accompany him in his limo to Air Force One so that they could discuss everything further in Washington. Inside the limousine Hawk was glad that the POTUS finally came to his senses, but also was afraid that that they wouldn't find the Hulk before he landed again after Machine Man had sent him on an anti-gravity flight.
After a week of discussions in Washington the POTUS flew Senator Hawk and Clay Quartermain back to Gamma Base. Hawk's fear that budget cuts would ruin his plans for Gamma Base had vanished because he had the POTUS' blessing now. Quartermain was actually pleasantly surprised that Hawk wasn't just using Gamma Base as a campaign issue, but actually cared about improving it. Hawk explained that the reason for that was that his late mentor Senator Clegstead was responsible for Gamma Base's construction. He got rally mad when he learned that Doc Samson had put in his resignation and was leaving Gamma Base with General Ross. He accused Samson of being a quitter that just ran away form his own mistakes.
(Incredible Hulk II#239) - Senator Hawk, Clay Quartermain, Captain Bowman, Lt. Perrywinkle and Dr. Maxwell closely monitored from Gamma Base's radar room the progress the a group of modified jet fighters made on getting the Hulk off Mount Rushmore. Maxwell blamed Hawk for running off Samson, but Hawk denied that it was his fault and that Samson left on his own accord. Hawk told Maxwell that he would remain Gamma Base's commander until the joint chief decided on a new military commander for the base and then the restructuring could begin.
(Incredible Hulk II#240) - Hawk informed Betty Ross that he didn't know where the retreat in the Rocky Mountains was that Doc Samson had taken her father to. He promised to notify her as soon as he knew more.

Jimmy Carter was the president depicted in Incredible Hulk II#238 was Jimmy Carter. Governor Brown in the same issue was probably meant to be Jerry Brown. Their appearance in this comic is topical due to Marvel's sliding timescale.
He is very obviously named after Andrew Jackson, the 7th president of the United States and co-founder of the Democratic Party.
And the new commander of Gamma Base became Colonel Glenn Talbot. Problem solved and Senator Hawk probably returned to Washington D.C. and found a new target. He had not been seen since, but he would be the kind of guy that could turn up again to screw around with some government funded groups in the Marvel Universe.
Earth-81426's Andrew Jackson Hawk was also a senator under President Steve Rogers. In this reality he was married and had two children (a son and daughter). It is possible that the same is the case on Earth-616.

(Iron Man I#100 (fb) - BTS) - Jonathan Rich became the assistant of Senator Hawk in Washington D.C., but secretly worked there as an agent of the Mandarin.
(Iron Man I#95) - Jonathan Rich was Senator Hawk's assistant, who was glad that Stark agreed to a meeting with Hawk, but already considered Stark guilty of treason. Hawk reminded Jon that Stark was not indicted yet and that he actually thought that Stark had been framed.
Jon activated Ultimo when he saw Iron Man arrive in Washington D.C. to set his master's plan in motion.
(Iron Man I#96) - From an office Hawk and Jon watched Ultimo fight Iron Man. Jon informed Hawk that the helicopter to evacuate them was waiting and that everyone else had already been evacuated. (Iron Man I#99) - Jon got mad at Senator Hawk because he kept defending Stark in front of the senate sub-committee. He vowed that what was inside the case he was carrying would prove that Stark was selling out the country.
(Iron Man I#100) - Jon was going to open briefcase in front of the committee and the press. He promised it would have the evidence that proved that Stark was selling defective defense systems to them and their allies and the Iron Man armor to their enemies inside, but it released tear gas when he opened it and was destroyed by acid as Stark and Hawk had planned to expose whoever was framing Stark. Hawk ordered Jon's arrest, but before the police could put handcuffs on him, the Mandarin killed Jon remotely from his base where the Mandarin was facing off with Iron Man at the moment.
