Powers/Abilities: None. He was a scientist so he was probably very skilled in some unknown field of research.

(Incredible Hulk II#227 - BTS) - Dr. Maxwell worked at Gamma Base as part of the civilian personnel. He probably was among the personnel of Gamma Base when Samson tried his psycho-therapy on Hulk. Maxwell learned of the results of Samson's studies.

(Incredible Hulk II#23? - BTS) - When Senator Hawk let Leonard Samson leave the Base, a military commander was missing so Dr. Maxwell became the temporary chief of Gamma Base.

(Incredible Hulk II#239) - Dr. Maxwell and Sen. Hawk were in the radar room of Gamma Base, following an operation to capture Hulk without destroying Mount Rushmore.

full body(Incredible Hulk II#243) - Colonel Glenn Talbot became the new commander of Gamma Base. He met with Maxwell, Lieutenant Perriwinkle, and Captain Bowman to inform them about his objectives to stop Hulk.

(Iron Man I#132) - Dr. Maxwell was contacted by Tony Stark, who wanted to cure Bruce Banner. Maxwell informed Stark about the discoveries they made when they studied Hulk's mind.

(Incredible Hulk II#256) - Congress cut the funds to finance Gamma Base activities. Maxwell, Bowman and Perriwinkle were sorry that their work had been stopped.

(Incredible Hulk II#257) - Gamma Base was dismantled. Maxwell and Bowman, like all the Gamma Base personnel, weren't happy to meet Congresswoman Ruth Messinger, who was responsible for the closing of the base. Maxwell assisted in a discussion between Ruth Messinger and General Ross and immediately after he had to assist Col. Talbot, who stole the War Wagon and left to capture Hulk.

(Incredible Hulk II#258) - Maxwell and Perriwinkle watched Congresswoman Messinger order Talbot to return to Gamma Base, but Talbot continued, convinced to perform his mission to capture Hulk and secure the world.
