History:
(Marvel Comics Presents I#172/3 (fb) - BTS) - A small, idyllic planet, Bedreddin was designated as neutral by the tribal fathers of the Universal Cosa Nostrum.

(Marvel Comics Presents I#172/3) - On Bedreddin, a circle of the Universal Cosa Nostrum (including Mr. Sawyer and Mr. Finn) met to discuss the hiring of Lunatik to bring them back the formula of "Addictum", the most addictive substance in the universe. Lunatik accepted the assignment, through his ally Skreet slew a member of the circle who had mistaken her as an insect and swatted her.

    The Keystone Quadrant is also home to the planets Bl'lx and Halfworld, former home to Rocket Raccoon.

    The history is sparse, but the only information that has been revealed is included therein.

    The Universal Cosa Nostrum (a cosmic mafia, basically) profile notes that the tribal fathers are the rulers of Bedreddin. That's one possibility, while another is that the world was just neutral, like Switzerland, and off-limits to take over, assaults, etc. as per the tribal fathers in exchange for the world's people and rulers remaining neutral to the various Cosa Nostra clans.
