ACTION PACK

Membership: Frog-Man (Eugene Patilio), Prima Donna, Vox;
formerly Frog-Man (Skrull impersonator)

Purpose: To defend Kentucky from superhuman menaces

Affiliations: Initiative, Hardball (Roger Brokeridge), Moonstomp, SHIELD

Enemies: Frog-Man (Skrull impersonator), Justice (Vance Astrovik)

Base of Operations: Action Pack HQ, Louisville, Kentucky

First Appearance: Avengers: The Initiative#7 (December, 2007)

History: (Avengers: The Initiative#7) - "Frog-Man" returned from a snack run to find Prima Donna moving some heavy equipment and Vox setting up their Negative Zone portal, which they planned to use to send criminals to the Initiative's prison there.  Instead, renegade Initiative member Justice jumped through the gate, accompanied by trainee Cloud 9.  He blasted all three members of the Action Pack with his psychic powers and escaped by blowing a hole in the wall of their base.  They contacted Camp Hammond to report the incident, but the base's personnel were preoccupied at the time by an altercation between the Scarlet Spiders and the Vulturions.

(Avengers: The Initiative#18) - The Action Pack watched as a Skrull impersonating Dum-Dum Dugan revealed the existence of a Skrull infiltrator on every Initiative team.

(Avengers: The Initiative#19) - The severed head of Moonstomp identified "Frog-Man" as a Skrull.  The Skrull then unleashed his magnetic powers on his teammates, who battled him alongside Moonstomp and Hardball.

(Spider-Island: Avengers#1 (fb) - BTS) - Action Pack allowed Frog-Man to join them after he returned from Skrull captivity. (See comments)

(Fear Itself: Youth in Revolt#1) - When the Serpent (Cul) began his reign of terror on Earth, Steve Rogers commissioned Prodigy to reassemble the Initiative to handle the fear-induced rioting that was spreading across the country. Action Pack's Vox and Prima Donna were among the Initiative members who gathered in Washington DC to rejoin.

Comments: Created by Dan Slott & Stefano Caselli.

The Action Pack was the fifteenth team established by the 50-State Initiative .

Vox seemed to be the leader, given that he was telling Prima Donna where to put stuff (and that Frog-Man was sent out for snacks).  The Initiative entry in volume 5 of the All-New Official Handbook of the Marvel Universe A-Z hardcovers confirms this.

I can only assume they kicked the real Frog-Man out after noticing how incompetent he was and took away the Skrull's armor from him because the next time he was seen he was back in his old costume.
