Powers/Abilities: Hammer is an excellent strategist and brilliant weapons-designer. He has vast technological resources, rich enough to destroy a powerful weapon such as the Foreigner's Satellite. He also had about 1400 agents serving as assassins.

The Satellite is receiving the Dead Aim's transmissionHistory: 
(Spectacular Spider-Man Annual#14/2 (fb) - BTS) - Justin Hammer hired the Foreigner to kill Tony Stark. The Foreigner failed in this mission, and Hammer refused to pay him. The Foreigner stole Solar-Conversion technology from Hammer as payment.
    In retaliation, Hammer plotted to usurp control of his group of assassins, the 1400 Club.

(Spectacular Spider-Man II#209 - BTS) - An an unspecified time, the assassin took the leadership from Foreigner. The leader sent all his assassins to kill the Foreigner and told them that the Foreigner was a deserter. Two of the assassins were killed by the Foreigner and hanged head down in a warehouse.

(Spectacular Spider-Man II#209) - The Leader of the 1400 Club also sent Silence-2, Swift-1, and Pulse-4 to kill the Foreigner but they failed. 

(Spectacular Spider-Man II#209 - BTS) - Dead Aim communicated to the leader that he found some traces of the Foreigner's presence after the ex-leader had fought with the three killers.

(Spectacular Spider-Man II#210) -  The Foreigner claimed that the new leader had no rules nor scruples and that he would fill the City and the world of blood.
   The leader was very happy when Dead Aim transmitted to the base the code to decrypt the systems of the Foreigner's satellite, the source of his powers. The Leader of the 1400 Club sent also Battlescar and Warzone to help Dead Aim.

(Spectacular Spider-Man II#210) - The leader linked the satellite trajectory to the Foreigner's position then caused the satellite explode. The satellite then started to fall just to the right place where the Foreigner was. The leader didn't cared that his agents were near the Foreigner nor that the satellite could have provoke a nuclear explosion or could poison New York (he probably wasn't in New York).

(Spectacular Spider-Man II#210 - BTS) - The Foreigner gave himself up to the Police and confessed the secrets to destroy the leader's organization (it is unknown if the Police or the CIA believed him).

(Spectacular Spider-Man Annual#14/2) - The Foreigner made his way into the 1400 Club's base, taking out several agents and continuing on to its central computer. An image of the Club's leader, Justin Hammer, appeared on the screen. After trading insults, Hammer told Foreigner that he had two minutes to leave before he would destroy the entire mansion. Hammer then sent three agents, with abilities based on amplified hearing, vision, and strength after the Foreigner, but he slew them all. He could have neutralized the destruct pulse headed for the mansion, but he instead decided that the 1400 Club had become too twisted for him. He escaped the explosion, knowing that his systems were set up so that the pulse would continue on throughout his worldwide computer network, destroying every last piece of equipment linked to its systems, literally every piece of the Foreigner's technology. Hammer survived the explosion of the equipment in his own mansion, but the 1400 Club was destroyed. He swore that he would one day kill the Foreigner.

Spidermay wrote this profile not knowing that the leader's identity had been revealed--and I didn't remember it either. It was Omar Karindu who pointed out the events from Spectacular Spider-Man Annual#14. I'll leave this profile as is after adding that information, but please remember that this profile ONLY relates to information on Justin Hammer as it relates to his brief stint as the leader of the 1400 Club.
    The writer of Spectacular Spider-Man Annual#14/2 was "Idelson." The original story made it seem as if the leader/usurper was a former member of the 1400 Club. Justin Hammer is not a man of action himself; he manipulates others from behind the scenes, sending out agents to do his dirty work.
    It wasn't clearly stated, but as the Foreigner could use his computer systems to detonate the self-destruct technology in his agents, it would seem that all 1400 agents were killed along with all of his equipment. That's a little harsh.

Battlescar before the fight against the ForeignerBattlescar

Battlescar was part of the 1400 Club. He was agile and strong and trained in hand to hand combat. He has long and sharp talons and he likes to exhibit his scars. He has a long scar that pass in the middle of his face and goes down on his chest, abdomen and so on.

(Spectacular Spider-Man II#210 - BTS) - Battlescar was ordered by the Leader to kill his ex-leader: the Foreigner. He joined with Warzone and Dead Aim, and they waited for the Foreigner near Dead-Aim's base.

Battlescar stands still to watch the Satellite falling over his head(Spectacular Spider-Man II#210) - Battlescar first hit Foreigner, slashing his arm, but although Foreigner was without the powers given by the Satellite, Foreigner managed to kick Battlescar's face. Battlescar was enraged and attacked anew, but the Foreigner avoided him and his talons only scratched a wall. Battlescar took another uppercut to the ribs and then had to jump to avoid Dead Aim blind-shots.
   Soon after Battlescar was shocked to understand that the satellite was falling on their heads and he could only watch as Spider-Man saved the day. Battlescar was knocked out by the explosion.

Warzone before the fight against the ForeignerWarzone

Warzone was part of the 1400 Club organization. He wears an armor that increase his strength and invulnerability. He also can blast energy rays from his hands..

(Spectacular Spider-Man II#210 - BTS) - Warzone was ordered by the Leader to kill his ex-leader: the Foreigner. He joined with Battlescar and Dead Aim, and they waited for the Foreigner near Dead-Aim's base.

Warzone stands still to watch the Satellite falling over his head(Spectacular Spider-Man II#210) - Warzone attacked the Foreigner, but his energy blast missed his ex-leader and destroyed a car. He had no time to renew the attack because Spider-Man hit him from behind. Warzone, not injured but only vexed by Spider-Man's loquacity, tried to blast him but missed, only smashing the ground.
   Soon after Warzone was shocked to understand that the satellite was falling just on heads, and he could only watch as Spider-Man saved the day. Warzone was knocked out by the explosion.

(Spectacular Spider-Man II#210) - Later, Warzone was arrested by the Police together with his colleagues.

Warzone stands still to watch the Satellite falling over his head"sound, sight, and strength"

 

    A trio of assassins utilizing enhanced hearing, vision, and strength. The development of the project that empowered them had been in the development stage under the Foreigner.

    "Sound" was named as Mia, a woman who had been taken in and personally trained by the Foreigner. The fact that she betrayed him and continued working for Hammer made him realize how bad things were with the 1400 Club.

    All three were slain by the Foreigner: "Sight" was shot in the chest, a broken neck finished "Strength," and "Sound" took a dagger to the chest.

    All were experienced in unarmed combat, and "Sound" was also skilled with shuriken and a sword. Beyond Strength, it is unclear exactly what they gained from their enhancements.
