History:
(Ziggy Pig-Silly Seal Comics II#1 (fb) - BTS) - At some point, the
Nobel Prize-winning supermodel Roxanne married the cartoonish,
anthropomorphic seal Silly Seal and became the CEO of the Silly Seal
Enterprises entertainment company. Following Silly's cousin Willy Seal
stealing Silly's identity and getting arrested at the Silly World theme
park for trying to have his rival Zaggy Pig murdered, Roxanne and Silly
Seal participated in a televised interview regarding the incident.
(Ziggy Pig-Silly Seal Comics II#1) - When Silly Seal's former comedic partner Ziggy Pig ran into his former nemesis Toughy Cat at the Alley Behind a Closed-Down Laundromat Comic Con, Toughy showed Ziggy the video of Roxanne trying to comfort a crying Silly Seal, who insisted that he would never try to hurt his former cohort Ziggy Pig. Later, after Ziggy Pig's mother suggested a reunion with Silly Seal in Latveria, Silly Seal flew into the Latverian airport and tearfully reunited with the completely uninterested Ziggy Pig, informing Ziggy that Roxanne would be flying in a few days later because she felt Silly Seal pooped too much on plane rides. The duo were eventually sent to Doctor Doom's throneroom, where the excited Silly Seal mentioned that he needed a throne like Doom's for when he and Roxanne played Knights and Cowboys. Just as Dr. Doom was ordering the deaths of Ziggy Pig and Silly Seal, Roxanne appeared to rescue them. Overly excited to see Roxanne again, Silly Seal informed her that he had pooped twenty-seven times on the plane to Latveria and Roxanne brushed off his comments, placating Silly with a "That's nice, dear." statement. Roxanne then presented a confused Dr. Doom with a contract and when Doom asked what was going on, Roxanne claimed the contract stated that everything that had occurred in Latveria was part of a TV show. While Ziggy Pig realized Roxanne had made the TV show up to save them, Silly Seal remained blissfully unaware and Dr. Doom, being a fan of Ziggy and Silly, happily signed Roxanne's contract to use his likeness in the show. Roxanne then quickly ushered Ziggy and Silly out of Doom's throneroom and when Ziggy suggested the still-confused Silly pipe down for his own safety, Roxanne agreed with Ziggy.
Roxanne later accompanied Ziggy
Pig and Silly Seal to an appearance on The
Late Show with Stephen Cold Bear
television show to promote the Road
to Latveria TV special starring the comedic duo. When Ziggy
bragged about outsmarting Dr. Doom himself, Roxanne groaned from
backstage, commenting to herself how she already knew that Ziggy Pig
had blown all of his advance money from future TV specials by investing
in the defunct Oscorp company.

- Roxanne was relaxing on the beach with Silly Seal when an uncaring
man ran by, knocking sand onto the two. The oblivious Silly Seal
remarked on how "nice" it was for the man to kick sand on them to cool
them down on such a hot day and Roxanne immediately asked if Silly was
an idiot before stopping her statement mid-sentence and suggesting
Silly not answer her question. The man then grabbed Roxanne by the arm
and claimed he would smash Silly's face if it weren't for Silly being
too skinny and a seal. Roxanne replied by insisting that Silly had a
hard time working out due to his flippers but she was interrupted by
the arrival of Ziggy Pig, who vaporized the uncouth man using a large
gauntlet. Ziggy then departed to join in a hot dog-eating contest with
a chunky beachgoer (see comments)
and Silly happily made a castle out of the vaporized man's ashes, which
he then proudly showed to Roxanne. When Silly Seal then remarked on how
nice it was for the man to get turned into ash so Silly could build the
castle, a groaning Roxanne replied back with "Yes, dear. What a nice
guy, dear..."
(Ziggy Pig & Silly Seal Infinity Comic I#4 (fb) - BTS) - Ziggy
Pig and Silly Seal assured Roxanne that they would strive to get their
former endorsements back and starting bringing in money again.
(Ziggy Pig & Silly Seal Infinity Comic I#4) - When Roxanne
arrived to check on Ziggy and Silly's progress, she found the criminal
Scammers utilizing Ziggy and Silly's business space to send out scam
emails. Roxanne angrily berated the duo for costing Silly Seal
Enterprises more money by hiring the Scammers and she noted that Silly,
who was dressed as a poop emoji mascot, was starting to actually smell
like his costumed identity after being away from home for days. Ziggy
Pig argued with Roxanne that they were doing exactly what they said
they would do and that his scam scheme was working just fine. Roxanne
pointed out one of the Scammers, who appeared to be mentally unstable
and was pulling wings off flies, and asked if the creepy mouth breather
in the corner was Ziggy Pig's definition of "working." Ziggy claimed
that they just let Crazy Larry do whatever he wanted but insisted that
Uncomfortable Bob was working out splendidly as Uncomfortable Bob got
way too close to Roxanne and asked her several uncomfortable questions
that grossed Roxanne out.
Ziggy then debuted the Masters of Animal Evil and the still-angry Roxanne asked if the group was Ziggy's lame attempt at taking on the Pet Avengers. Ziggy argued back that the group wasn't lame but Roxanne pointed out Swarm's bees without the consciousness of Swarm himself, at which point Armadillo also questioned why he was there since he was not an animal. Upon hearing he was being paid, Armadillo quickly rescinded his arguments and Roxanne pointed out the octopus dressed as the criminal Doctor Octopus, asking what its story was. She then focused on Doomfish, remarking on the illegitimacy of such a thing. Roxanne finally just gave up on Ziggy and Silly and stormed out of the room, informing Silly Seal that she was leaving him and that divorce papers would be on the kitchen table when Silly returned home. She then said goodbye as the completely oblivious Silly Seal happily bid her a goodbye and expressed hopes to see her later. Uncaring that Silly Seal's marriage to Roxanne was over, Ziggy Pig then revealed his plan to have the Masters of Animal Evil attack the Pet Avengers and ordered the group off, with Silly Seal questioning where they were going, as he had to be back in time to not read the divorce papers that Roxanne was so nice to set aside for him.
(Ziggy Pig & Silly Seal Infinity Comic I#8) - After Ziggy Pig
and Silly Seal were arrested and imprisoned, Roxanne came to visit them
in jail to inform them how much their popularity had grown, immediately
swooning over Silly Seal in his prison uniform. Laying several kisses
on Silly, Roxanne asked that they never fight again but Ziggy quickly
got Roxanne to the point of her visit. Informing the duo had "bad boys"
were "in" right now, Roxanne explained how the excited duo would be
making much more money once they were released and how they had been
getting job offers from all over the place. Roxanne then planted
another passionate kiss on Silly Seal until Ziggy Pig interrupted to
explain how they'd kept the "beat up" line waiting long enough.

The modern day Ziggy Pig & Silly Seal clearly show the anthropomorphic duo existing on Earth-616 despite the 1940s comics showing them existing in a world full of anthropomorphic animals. Granted, some of the recent stories also show other anthropomorphic animals existing on -616 such as Stephen Cold Bear (a polar bear), Ziggy Pig's mother (another pig), Zaggy Pig, Willy Seal, Toughy Cat, etc. etc. We do see in Ziggy Pig-Silly Seal Comics II#1 when Dr. Doom expresses his fandom of the cartoony duo that the 1940s comic books existed on Earth-616 as well as numerous items merchandising the likeness of Ziggy and Silly. Since we do see that, I think this might be a situation like Patsy Walker, where Ziggy, Silly and the other animals we've seen in recent stories DO exist on Earth-616 with their 1940s appearances being written out of -616 continuity as fictional comic book stories based on the -616 characters.
The unidentified beach goer who went to participate in the hot dog-eating contest with Ziggy Pig in Marvel Comics I#1001 was clearly meant to be the overweight Thor seen in the MCU films but since Thor was not overweight on Earth-616 and the character isn't identified by name in Marvel Comics I#1001, I think we can just write the guy off as being an overweight beach goer who tends to speak with an Asgardian accent...
