History:
(Captain America I#125) - Dr. Robert Hoskins was a peace-loving man who won the respect of people around the world for providing medical care to anyone in need during a conflict. Venturing into the nation of Vietnam during a conflict there so that he could treat both sides of the fighting, Dr. Hoskins was kidnapped by the Mandarin and brought to his fortress. The two factions in the conflict each blamed the other for Dr. Hoskins' disappearance, causing tensions to increase, which was exactly what the Mandarin hoped would happen.
The super-hero Captain America came to Vietnam to rescue Dr. Hoskins. Although the Mandarin's servants captured Captain America and brought him to his fortress, Captain America escaped the guards and found Dr. Hoskins' cell in the fortress. Using gunpowder, Captain America blasted the cell door opened then shielded Dr. Hoskins from harm as he evaded the Mandarin and guided Dr. Hoskins out of the fortress. The safe return of Dr. Hoskins was celebrated by people on both sides of the conflict.
Comments: Created by Stan Lee, Gene Colan and Frank Giacoia.
The topical references to the Vietnam War in this story might actually be references to the nation of Sin-Cong - but since the Mandarin was the one active in Vietnam, maybe he was the source of the conflict in Vietnam that Hoskins went to deal with.
