Powers/Abilities: Hogar has four arms. He also had several psychic abilities, including telepathy which allowed him to read people's thoughts, telekinesis to cause objects to move, flight and invisibility. He also had eternal life. He traveled between planets aboard a sophisticated rocket ship.

History:
(Adventures into Weird Worlds I#29/2) - As a shooting star was about to collide with Mars and destroy the planet, Hogar was sent to Earth as a special operative to trick the planet's human population into leaving their world in favor of Mars. Hogar went to see the President of the United States and his aide Mr. Hoskins ushered Hogar in for his audience. Hogar proposed to the President that the people of Earth come live on Mars. Stupefied by the proposal, the President gave Hogar an audience at general assembly of the United Nations so Hogar could share the invitation with the people of Earth.
Hogar began his presentation by demonstrating the many powers he had, including his telekinesis, invisibility, flight and telepathy. Members of the UN feared Hogar would share the secret of his powers with only one nation, giving that nation the ability to conquer the others. Hogar qualmed these fears by explaining the only way humans could gain these abilities would be if they all migrated to Mars. He also mentioned on Mars they had eternal life, outside of accidental deaths. The people of Earth carried on a long debate about the matter but finally they agreed the entire population of Earth would migrate to Mars.
Over the next year, Hogar assisted the humans in constructing enough rockets to tranport the entire planet's population. Once the fleet of rockets were ready, all the humans left Earth and flew to Mars, leaving Hogar behind on Earth. Returning to his own rocket ship, Hogar contacted the commander of the Martian fleet and informed him he'd sent away the humans and their fleet could complete their voyage to Earth now that the planet was uninhabited. The fleet commander mused he'd probably pass the human fleet of rockets on their way to Mars.

Mr. Hoskins was an aide to the U.S. President who ushered in Hogar to meet the President. Mr. Hoskins likely died with the rest of humanity when they migrated to Mars just before a shooting star destroyed the planet.
