Next to nothing is known about Billy. An elderly woman was seen dropping cookies in the mail to Billy, suggesting that Billy may be a child being sent cookies by his grandmother, but frankly, we don't know if the woman is his grandmother or mother or what Billy's age is or any of that. Billy was never seen on panel and only mentioned by the elderly woman as she dropped the cookies in a mailbox. Therefore, his height/weight/eye color/hair color are equally impossible to determine.

To further explain things since Billy barely has any "appearance" to speak of, Billy was part of a story that tied into the "AXE" Avengers/X-Men/Eternals crossover and during the issue, the Celestial Progenitor was watching Hawkeye to get an idea of normal humans for possible judgment of humanity. When the Progenitor was skeptical as to whether humanity was worth saving, Hawkeye questioned his own worth, admitting that while he had messed up on occasion, he was nothing compared to the local mail service. As he walked and thought, Hawkeye witnessed how much a simple mailbox meant to some people when he saw a man drop something inside the mailbox and proclaim it had saved his life, a little girl dropping mail in the box and announcing herself as a "big girl" and the elderly woman dropping a package of cookies into the box for Billy, hoping that the cookies would be a sufficient apology. Upon seeing the importance of the mailbox to random people, Hawkeye questioned whether his own heroic actions were enough and actually doing any good, leading to a discussion on the matter with Luke Cage.
