History: (X-Men I#137) - Raksor was assigned by Empress Rk'lll to observe as Lilandra dealt with the threat of the Dark Phoenix. When Professor X asked for a duel of honor to save the Phoenix, Raksor joined the Kree representative Colonel Bel-Dann in demanding that Lilandra consult with their leaders. The Supreme Intelligence and Empress Rk'lll agreed to the duel of honor, but insisted that Raksor and Bel-Dann monitor the fight, and ensure that the X-Men did not win.

Raksor attempted to take Wolverine out of the battle by disguising himself as Storm, but Wolverine noticed the difference in scent, and attacked him. Raksor was nearly beaten, but Bel-Dann saved him from Wolverine. Raksor was furious at the insult of being saved by a Kree, and attacked Bel-Dann.

(Fantastic Four Annual#18) - Raksor and Bel-Dann continued their battle for many months in the Blue Area of the Moon, long after the trial of the Phoenix had already been resolved. Every morning, they would stalk each other, fight in the afternoon, and retreat to heal and strategize in the evening. Raksor assumed the form of creatures such as a Kosmosian and a Yirbek during the struggles. Finally, Uatu the Watcher intervened and brought them into his home. Uatu presented them with communications from their leaders, who informed them that the Skrull and Kree were about to make peace negotiations, and had determined that the best way to end their races' struggle was for both men to face each other in battle -- to the death. Whoever won would win that victory for his race. Uatu agreed to serve as arbiter, and the two men shook hands, then set off to prepare for battle.

The start of Raksor and Bel-Dann's battle attracted the attention of the Inhumans and Fantastic Four in Attilan above, and Raksor was forced to flee from them. He and Bel-Dann were later aggressively sought out by the Inhumans and Fantastic Four, and facing defeat, joined forces to defeat their common enemies. After defeating the entire royal family of the Inhumans and the Fantastic Four, Uatu appeared to inform them that their war was over -- they had both won through cooperation, and that this spelled true hope for both their races. Uatu then returned them home.

(Avengers Annual#14 (fb)) - Raksor returned to the Skrull Empire to find it in ruins, thanks to Galactus having devoured their homeworld. He spied upon two Skrulls, Zabyk and Myrn, as they plotted to activate the Hyper-Wave Bomb, which would nullify the Skrulls' power to shapeshift.

(Avengers Annual#14) - Raksor broke Prince Dezan out of the prisons of Klarr, and brought him to the Skrulls of Kral while he prepared him to face Zabyk and Myrn. Raksor met with the Avengers and explained Myrn and Zabyk's plot to them. He then turned custody of Prince Dezan over to them.
