History: (X-Men I#137)- Colonel Bel-Dann was assigned by the Supreme Intelligence to observe as Lilandra dealt with the threat of the Dark Phoenix. When Professor X asked for a duel of honor to save the Phoenix, Bel-Dann joined the Skrull representative Raksor in demanding that Lilandra consult with their leaders. The Supreme Intelligence and Empress Rk'lll agreed to the duel of honor, but insisted that Raksor and Bel-Dann monitor the fight, and ensure that the X-Men did not win.

Raksor attempted to take Wolverine out of the batle, but was outmatched. Bel-Dann came to his rescue, blasting Wolverine down with his uni-blaster. He gloated to Raksor, saying he needed his protection, and Raksor responded by leaping upon Bel-Dann in an attempt to kill him.

(Fantastic Four Annual#18)- Raksor and Bel-Dann continued their battle for many months in the Blue Area of the Moon, long after the trial of the Phoenix had already been resolved. Bel-Dann was forced to rely upon aging Kree technology to keep his weapons supply maintained. Every morning, they would stalk each other, fight in the afternoon, and retreat to heal and strategize in the evening. Finally, Uatu the Watcher intervened and brought them into his home. Uatu presented them with communications from their leaders, who informed them that the Skrull and Kree were about to make peace negotiations, and had determined that the best way to end their races' struggle was for both men to face each other in battle-- to the death. Whoever would win, would win that victory for his race. Uatu agreed to serve as arbiter, and the two men shook hands, then set off to prepare for battle.

The start of Raksor and Bel-Dann's battle attracted the attention of the Inhumans and Fantastic Four in Attilan above, and Bel-Dann confronted them in a suit of armor. He held up against them, until Karnak shattered his armor's left leg, and the Human Torch melted the rest of the armor apart. Bel-Dann and Raksor were later aggressively sought out by the Inhumans and Fantastic Four, and, facing defeat, joined forces to defeat their common enemies. After defeating the entire royal family of the Inhumans and the Fantastic Four, Uatu appeared to inform them that their war was over-- they had both won through cooperation, and that this spelled true hope for both their races. Uatu then returned them home.

(Captain Marvel IV#1) - Bel-Dann, now a General, alongside with members of the Kree Consolidated Peace Battalion, confronted Legacy (Genis-Vell) in Halvacenter on the planet Calculex and sent him up to destroy a negabomb on the Shi'ar space station Link 313.  Later he conferred with his allies among the Crystal Claws about the real purpose of the mission, which was to destroy the station and have Legacy take the blame for it.

(Captain Marvel IV#2) - Bel-Dann, along with the other members of his squad, gave a report of Legacy's current activities to the leader of the KCPB, Zey-Rogg.

(Captain Marvel IV#4) - Bel-Dann and his squad tried to intimidate Zoog and the other patrons of Glib's Grog and Grub for information about Legacy's whereabouts, but were defeated by Legacy instead.  Bel-Dann then revealed to Legacy where his leader was hiding in the city.
