History:

(Ultraforce II#5 (fb)) - Garrison Whistler was an eco-activist, although his "no nukes, save the whales...all that crud" activities were really just to meet women.

(Strangers#1 - BTS / Ultraforce II#5 (fb) - BTS) - Garrison Whistler considered himself to be a nobody until the day he was riding a cable car in San Francisco was hit by the lightning-like "Jumpstart" effect (from the Entity on the Moon), which would later trigger superpowers in its 59 passengers (becoming "ultras").

(Ultraforce II#5 (fb)) - After discovering his powers to emit soundwaves that affected others' brains, Whistler "sold out big time" and worked for the CIA until their internal affairs ousted him and his handler, as some of the things he did were too much, even for them.

Whistler subsequently sank into shame and alcohol at what he had become.

(Ultraforce II#5 (fb) - BTS) - Whistler used the small fortune the CIA had paid him to buy a house in Eagles' Bluff, Colorado.

(Ultraforce II#5 (fb) - BTS) - Whistler spent several years trying to lose himself in in his vast home, alone in the expanse of the Colorado wilderness, trying to find space large enough for his burgeoning consciousness although he knew there would never be room enough. He used marijuana to help him forget his past life.

(UltraForce II#7 (fb) - BTS) - Year ago, the organization Metabio contracted with Senator Robert Shine, genetically altering his cerebral physiology and gifting him with clairvoyance, with the intent of his becoming the US presidential who would lift restrictions on genetic research to Metabio's benefit (as well as other favors they may wish over time). However, the power drove Shine insane, and he proved to be a liability, so they hired an assassin (presumably Veil/Marjorie Fredericks) to kill him.

Knowing that their re-engineering of Shine's brain would be discovered on autopsy, Metabio employed the freelance ex-black-op agents Whistler and Helen Volcano to dispose of Shine's remains.

(Ultraforce II#5 (fb) - BTS) - Whistler's old CIA handler was hired -- by persons unknown, at least to Whistler -- to recruit him for a back op covering for another ultra in a New York Hospital. He had no idea of the involvement of Shine.

(Ultraforce II#5 - BTS) - Metabio's invisible assassin killed Shine, firing a gun at close range through his skull. His body was taken to a nearby morgue. Soon after, Whistler used his powers to render the hospital staff in the vicinity temporarily insane, while Helen Volcano incinerated Shine's flesh, leaving behind only a skeleton.whistler-93060-robe-post

(UltraForce II#6) - The candidate, Senator Robert Shine, was killed by a hidden assassin (likely Veil). Metabio hired two ultras, Helen Volcano and Whistler, to destroy Shine's corpse, then had those ultras targeted for assassination.

(Ultraforce II#5) -After hearing reports of people going crazy right before the fire that incinerated the corpse of Senator Robert Shine, Ultraforce's agent Cromwell recalled Helen Volcano and Whistler (whom he described as a fat hippy) from his time on the Swingshift Ultra Committee. He shared their files with Ultraforce and sent them to investigate them.

(Ultraforce II#5) - As Shine prepared to smoke a joint in his Colorado home, Ultraforce members Ghoul, Prime and Prototype appeared outside a a large set of windows. His power rattled his teeth and shattered crystal as the barely audible sound strummed the hemispheres of the heroes "like a razor wire harp, plucking screaming harmonies of madness and delirium."

Having been prepared for this assault and coached on what to say and do by Ultraforce's leader, Black Knight (Dane Whitman), Prime smashed through the window and grabbed Whistler by the neck, advising him that the discomfort he felt was his (Prime's) crushing his throat just enough to disable his power: "You'll be able to breathe and talk fine. Trying anything else would not be healthy."

With a massive headache from Whistler's power, Ghoul questioned Whistler about Senator Shine, and he detailed his origins and the circumstances of his employment to cover for Helen Volcano.

Insisting he had no idea of Shine's involvement, Whistler shared his suspicion that it was the covert organization Aladdin that had employed him, as they were the only organization that had the money, the connections, the expertise and the intelligence-gathering abilities of which he knew.

Prototype thanked Whistler for his cooperation but informed him that this conversation had been recorded and may be used as evidence at a later date.

As Ultraforce prepared to depart, however, a number of Raw Borgs burst through the wall into the room.

(Ultraforce II#6) - Unable to use his powers with his throat damaged, and Whistler appreciated that he was defenseless. The Ultraforce members eventually subdued the Raw Borgs, but not before they slew Whistler.

Ghoul used his power to speak with spirits to communicate with Whistler's, demanding that he tell them whether he had been telling the truth, but Whistler told him, "Go to Hell, you rot-faced maggot! I told you all I know, now let me be!"
