Powers/Abilities: They were really good at building at building an inter-connected underwater reservoir system. They were also skilled farmers.

They seemingly also possessed advanced technology we never saw that enabled them to keep all the water.

Traits: They were a race that just tried to stay alive with the meager water resources they had, but it wasn't hard to convince them keep more than they needed. They were also a bit xenophobic though they didn't seem out to harm others just for the sake of it like the hero of the story.

History:
(Sub-Mariner Comics#36/1) - The "Inner World" once again passed Earth's orbit and caused a total eclipse. During that time Earth's water, including many of its sea creatures, was drawn to the "Inner World," where some of it was stored in underground reservoirs by the "Satellite Men" to be kept after their world had passed out of Earth's orbit.

   The Sub-Mariner was blamed for everything by humanity and he decided to find out the truth. He dug a hole into an underwater reservoir and as soon as the water was drawn to the "Inner World" as a stream of water, used it to travel to the water-stealing world at super-sonic speed. Upon landing on the "Hidden World" he was quickly discovered by the aliens living there (and because they were evil they called each other comrades because that is what evil aliens do). They arrested the Sub-Mariner and took him past water-filled craters, artificial lakes and man-made oceans. The aliens explained that most of it would return to Earth as soon as their world passed out of Earth's orbit, except for the amount the aliens kept in underground caverns and covered cisterns for their own use to sustain their crops and meager vegetation until their world passed Earth's orbit again. The Sub-Mariner though, because he was a bit mad and didn't think it through, suggested to the aliens to keep all of Earth's water.

(Sub-Mariner Comics#36/1 - BTS) - The aliens set everything in motion to keep all of Earth's water reserves on their world.

(Sub-Mariner Comics#36/1) - The Sub-Mariner finally came to the realization that keeping all of Earth's water on the "Inner World" would not just doom humanity, but also the Atlanteans, his own people. He confronted the aliens and told them to return the water back to Earth, but the aliens had no intention to change course after the Sub-Mariner himself had told them to keep all of Earth's water. The Sub-Mariner punched two aliens, dove into a narrow shaft that led directly to a colossal underground reservoir and opened a few flood-valves to open the connected subterranean storage-tanks to enable the water to return to Earth at a high pressure. The aliens were unable to stop him because they couldn't swim.

   The race never officially received a name (not even in the handbooks), but Snood dubbed them "Satellite Men" on the Master List, which is the name I am going with.

   Earth's Solar System appendix dubbed their world the "Inner World," even though the story was titled the "Hidden World".

   How could they keep the water that was not underground if the whole process was natural? Were the aliens using evil communist science to keep Earth's water?

   Namor the Sub-Mariner was a complete a$$hole in this story. I am aware of his mental problems, but he went the extra mile in this one by traveling to the "Inner World" only to convince the aliens to keep all of Earth's water to harm humanity because they hurt his feelings and then suddenly switched his mind because he gave it a second thought and realized that he had just doomed his own people as well. He then seemingly took all the water back Earth, basically dooming the aliens that were originally just trying to keep enough to survive. Attempted genocide and possibly a successful one in one story!

CLARIFICATIONS:
The "Satellite Men" from the "Inner World" have no known connections to:

"INNER WORLD"

It was a world in the solar system between Earth and the Sun that traveled far slower around the sun than Earth. It occasionally crossed Earth's orbit close enough to draw all of Earth's water to the planet. The water, at least most of it, was naturally drawn back to Earth as soon as the "Inner World" passed out of Earth's orbit.

The planet was home to a race that had learned to take advantage of the natural phenomena that gave them access to Earth's water reserves whenever they passed Earth's orbit. They kept some of the water in underground reservoirs, but potentially had the technology to to keep all of Earth's water.
