History:

(Meridian#1 (fb) - BTS) - Regor was Steward to Turos, the minister of Meridian, one of the city states of the planet Demetria. However, he accepted payment from Ilahn, minister of nearby Cadador and brother of Turos, to poison Turos so that Ilahn may take over Cadador as well.

   

(Meridian#1) - When Ilahn arrived in Meridian, Regor announced him, although Ilahn chided him, telling him "Stop barking like an over-zealous herald...they know who I am."

    Later, after Turos died, Ilahn called Regor to him and sent him to deliver a message for him and then return to inform him in his study (formerly Turos' study).

    Having delivered the message, Regor subsequently returned to Ilahn in the study and reported this. Ilahn gave him a bag of money and told him to take it and go, but Regor instead noted that, with Turos gone, he was hoping to have a more active role, further noting how he had been loyal to him.

    Ilahn mocked his loyalty, noting how he had poisoned his born minister and that he was questioning his new minister. Presumably sensing that Turos' power had passed on to Turos' daughter, Sephie, Ilahn told Regor that he had one more task for him, after which they could discuss loyalty.

   

(Meridian#1 (fb) - BTS) - Ilahn instructed Regor to murder Sephie in her bed that night.

(Meridian#1) - Wearing a cowl and cloak, Regor crept into Sephie's bedroom as she slept, but as he raised his dagger, her power erupted, dazzling Regor and causing him to drop his sword.

    Ilahn then burst through the door, calling out Sephie's name and asking if he was too late. He then ordered Regor away from her, and when the confused Regor could only stammer, "But...," Ilahn picked up the dagger, telling him not to speak or give excuses, and then he fatally stabbed Regor as either Rutger or Stephie called out, "Noooo!"regor-crossgen-dead

    As Ilahn feigned concern for her well-being, Sephie recognized the would be assassin as her papa's steward, and she wondered why or how he would do this. Ilahn advised her that Regor had been hired to kill her and that she was in danger if she stayed in Meridian. After Sephie departed, Ilahn crushed a lantern, causing its flames to engulf Regor and then burn down Turos and Sephie's former home.

    I think it likely that Ilahn intended to arrive after Regor had already slain Sephie and then kill her murderer to cover up his own involvement. However, he may have only sought to convince her to leave Meridian. I only read this one issue, so I don't know further details.

Some background on CrossGen from Loki:

    Most of the stories are set circa the 900th Century, not that you'd necessarily realize it. I'm not sure it's explicitly stated, but that might explain so many worlds with humans on them - long lost colonies that have forgotten their planet of origin, Earth. They are set on:

Kiss Kiss Bang Bang is an exception to the set in the future rule - it's on contemporary Earth. Similarly el Cazador is a few hundred years ago in the age of pirates. For the others, at the start of the run two cosmic entities, Creator and Mentor, are discussing the state of the universe. Creator feels things are stagnant, and takes Mentor's suggestion to empower one person on each world with a Sigil that grant various capabilities. The sudden appearance of these beings with powers gets the attention of the First, basically a pantheon of gods split into the nice (more or less) House Dexter and the not-so-nice House Sinister. They thought their kind created the universe, so people with powers stemming from a source older than them somewhat upsets that perspective. 

The 2011 brief revival of some Crossgen titles is not the same reality as the originals.

Earth-21371 Sigilverse: In the distant future, individuals on different planets were touched by Sigils that granted them unusual powers. CrossGenesis #1 (2000)

Earth-11529 CrossGen: Simon Archard was a famous Victorian detective in Partington, the capital of the British Empire. Samantha Rey was born in the present day with a Sigil inherited from her mother. Giselle and Genevieve were two orphans in the city of Hyperion on Verne, a planet with two moons. Sigil #1 (2011)

And, specifically on Meridian, from Wikipedia:

Meridian, the series' namesake, is one of many island city-states upon the world of Demetria. At some point in the world's history, a great natural cataclysm threw massive chunks of earth into the sky, creating the current system of floating islands. The islands, as well as the airships crucial to trade and transport, defy gravity due to the mysterious properties of a certain 'ore' which is not named. Each island is headed by a Minister, who has more or less monarchic power over their respective island, and while many communities still survive on the surface, contact and trade between the surface and the islands is rare.

The main character of the series is Sephie, the daughter of Turos, the Minister of Meridian. Her childhood friend Jad Takarty is in love with her. Her father dies at the beginning of the series, and Sephie becomes Minister of Meridian, acquiring at the same time a mysterious Sigil, a mark upon her forehead, which grants her an array of powers. Gradually, she learns to use it to allow her to fly, to heal others, to repair things, and in a handful of other ways. Her uncle Ilahn, Minister of Cadador, another of the floating island city-states, also has a Sigil, which allows him to destroy things and teleport. He attempts to use his powers, and his significant political influence, to seize Meridian from Sephie's control, and to create an economic and industrial empire, demanding tribute from other islands, if not conquering them outright.

Sephie sets out to stop him. After learning more about her powers and her family's past, acquiring equipment and support, and meeting new friends and allies, she sets about perpetrating piracy upon her uncle's trade routes and fights him directly on a number of occasions.

As with most of the core CrossGen titles, Meridian crosses over into the other titles to some extent, and into the underlying 'uberplot' that connects all the core titles together. While not fully central to the conflict between Sephie and her uncle Ilahn, there are appearances by members of The First who are the Gods of the CrossGen universe, as well as by Samandahl Rey, the main hero of the title Sigil, and others. In the end, Sephie and Ilahn join the heroes (and villains) of the other core titles to fight an enemy called "the Negation" in a limited series called Negation War, which was left unfinished when CrossGen filed for bankruptcy in the middle of 2004.
