History:
(Crazy#75 (fb) - BTS) -
"Stocking Face" Malone committed other crimes, some of which were foiled.

(Crazy#75 (fb) - BTS) - Malone robbed a bank while his partner, Laura the Gun Moll, waited in the car.

Malone put the stolen cash into a "Vote for Meany" bag, which he had presumably obtained from Chester Weems and his cousin Bobby, who were handing out the bags to promote
Herb "Hoobie" Meany for mayor right outside of the bank.

(Crazy#75) - As he ran out of the bank, shouting, "Stay back, you mugs," he was pursued by a guard or a cop. Both Malone and his pursuer fired at each other, but both kept missing. And Malone yelled "Geld Regiert Die Welt!" (German for "Money Rules the World).

After Laura ducked into the back seet to avoid the gunfire, Bobby pulled Chester Weems
to hide out in the seemingly empty car. They entered the driver's side just as Malone entered the passenger's side and ordered Laura to drive (not appreciating that she had ducked into the back). The stress stimulated Chester to turn into Teen Hulk, with his feet tearing through the bottom of the car.

While Malone could only voice, "Gaw...gaw...gaw...," Bobby noted that he remembered Teen Hulk as fun, and Teen Hulk decided to "go get fun," walking down the street with the car stuck around his waist.

When Bobby eventually suggested that they stop, Teen Hulk decided it would be fun to stop abruptly, launching Malone, Laura and Bobby out of the vehicle right next to a police car.

Malone collided with Meany -- who caught him in his arms -- at his campaign for the "mayorality" race.

Apparently assuming a connection as Malone had the
"Vote for Meany" bag, the police arrested both Malone and Meany, despite Meany insisting he didn't know the other guy. As the police posed with Malone, Laura and Meany, Malone exclaimed, "Foiled again."

Meanwhile, Teen Hulk wandered into any alley, where the calmness caused him to revert back to Chester Weems.

As far as I could tell, "Stocking Face" Malone was not wearing a stocking over his face in any of the images from this story.

I spent way too much time trying to figure out the meaning of things in this 4-page kids comedy story.
It struck me as odd/interesting that "Stocking Face" shouted "Geld Regiert Die Welt!" (German for "Money Rules the World) amidst a shootout on the streets. Yes, "Money Rules the World" is not an uncommon phrase or sentiment, but Malone didn't say much, and he certainly didn't seem the type to know German quotes. He didn't say much, and probably half of what he said was "Gaw."
It's not like it really had any comedic value, either, although maybe I would have been more amused with it when I was 10-years-old, like the rest of the comic. Maybe it was just meant to be absurd.
As our always-appreciated Austrian editor Markus Raymond pointed out, it is also a song title from the late 70s: https://www.youtube.com/watch?v=UwCGcXa6i7Q
