History:
(D.P.7 I#23 (fb)) - Irene Dobish was assigned to the C.I.A. paranormal recruitment program. As the U.S. Army had begun building its own army of paranormals, the C.I.A. sought to increase its own supply of paranormal operatives. Since the draft was being reinstated to recruit male paranormals into the Army, the C.I.A. looked to recruit female paranormals. After the paranormal women Merriam Sorensen, Lenore Fenzl and Charlotte Beck were arrested by the U.S. Army for violating the permiter around the Pitt, the C.I.A. sent Ms. Dobish to interview the women and offer them training and membership in the C.I.A. as a means of escaping Army custody. All three women agreed and were housed at a C.I.A. training facility at Camp Peary, Langley, Maryland.
(D.P.7 I#23) - On April 24, 1988, Irene met with Lenore to congratulate her on her terrific performance in training sessions. She told Lenore she could write her own ticket anywhere in the military intelligence community. As the Army had recently transferred Jenny Swensen to the C.I.A. but Swensen's body was mutating from contact with "Pitt juice" that covered her in a metal sheath. Irene brought Lenore to Jenny's hospital ward as Lenore had met Jenny at the Pitt. Jenny begged Lenore to use her parability to tranquilize her to death and began to break her way out of her bed's restraints, knocking Irene to the ground. Lenore tranquilized Jenny to sleep but didn't kill Jenny.
(D.P.7 I#24 (fb) - BTS) - To help Jenny, Lenore convinced the C.I.A. to let her recruit her old friend Stephanie Harrington, whose parability helped people heal rapidly. Ms. Dobish accepted Stephanie as another agent and took her to Jenny to try and cure her with her parability but it had no effect, instead causing the metal to spread more rapidly across Jenny's body.
(D.P.7 I#24) - A week after Stephanie's arrival, Ms. Dobish asked her to try again to heal Jenny but she again failed to cure her as Jenny's body was entire covered in metal.
(D.P.7 I#27) - Following a mission to Brazil in which the five women agents encountered the creature Famileech which killed Lenore, the four survivors had a debriefing in Langley with Irene, Mr. Meinke and Mr. Bertolutti. When the women complained they hadn't been given adequate intelligence about the nature of what they were facing in Brazil, resulting in Lenore's death, Mr. Bertolutti complained they'd failed at their mission and tempers grew increasingly hot until Mr. Bertolutti dismissed the women from the room. Bertolutti, Irene and Meinke conferred about the team and Irene suggested they'd been sent into the field too early but Meinke noted they were the best candidates for that mission.
(D.P.7 I#29 (fb)) - After the C.I.A. sent Beck, Harrington, Sorensen and Swensen to investigate presidential candidate Philip Nolan Voigt, Voigt's Secret Service detail confronted Bertolutti, Meinke and Dobish and accused them of spying on an American citizen on U.S. soil. The C.I.A.'s front office denied any such activity but punished Bertolutti, Meinke and Dobish by relocating all three of them to South America and cutting the four women loose from the agency. Angry at being relocated, before boarding her plane to South America, Irene hired the paranormal freelance assassin Deadweight to execute Beck, Harrington, Sorensen and Swensen, blaming them for ruining her career. Deadweight only knew Irene by her codename "Lilac." Deadweight failed and the C.I.A. launched an investigation to see if Dobish used the agency's funds to pay for Deadweight.

D.P.7 I#29 claimed the Secret Service confronted Dobish, Bertolutti and Mathe - but Mathe was one of the men who oversaw Lenore's training in D.P.7 I#23, it looks more like the artist drew Meinke, who would make more sense.

CLARIFICATIONS:
Irene Dobish should not be confused with:

Mr. Bertolutti was a C.I.A. officer who led a debriefing for Stephanie Harrington, Jenny Swensen, Merriam Sorensen and Charlotte Beck following their encounter with the Famileech in Brazil during which Lenore Fenzl was killed. Mr. Bertolutti seemed indifferent towards Lenore's death and the team's complaints that they hadn't been adequately briefed about what they were facing; instead, Bertolutti chastised the women for failing to do anything about the creature. Mr. Bertolutti dismissed the women from the debriefing to let them cool off. Afterwards he conferred with Irene and Meinke about whether their remaining paranormal agents would work out. Later, after Philip Nolan Voigt caught the C.I.A. spying on his presidential campaign, the agency reassigned Bertolutti to South America as punishment.
--D.P.7 I#27 (29 (fb)

Mr. Meinke was a C.I.A. officer who participated in the debriefing for Stephanie Harrington, Jenny Swensen, Merriam Sorensen and Charlotte beck following their encounter with the Famileech in Brazil during which Lenore Fenzl was killed. Mr. Meinke insisted that the C.I.A. hadn't sent the women on a suicide mission. Once Mr. Bertolutti dismissed the women as tempers were high, he asked Mr. Meinke and Irene for their opinions. Mr. Meinke noted the women were the best candidates for the job and they'd have an increasingly hard time maintaining discipline among their paranormals. Meinke wished Emmett Proudhawk were still alive, as he'd been more gifted at recruiting paranormals. Later, after Philip Nolan Voigt caught the C.I.A. spying on his presidential campaign, the agency reassigned Meinke to South America as punishment.
