takes away from his legs. He wears a distinctive floppy stovepipe hat.

History:
(Comedy Comics#17/5 (fb) - BTS) - Baby Ghost wanted
to join his father on a ghost's mission of scaring people, but his
father told him he was still too young.
(Comedy Comics#17/5) - This greatly upset Baby Ghost
and he sat crying. The anthropomorphic child pals Floop and Skilly Boo
chanced upon him while walking and helpfully offered to let him scare
them, but he said only adults counted, so Floop offered his nervous
father as a candidate. Baby Ghost thanked them and ran off.
(Comedy Comics#17/5 (fb) - BTS) - Baby Ghost scared Floop's father Pop inside his house..
(Comedy Comics#17/5) - Floop and Skilly Boo later went
to check on Pop but found only a group of ghosts, who tried to scare
the pair but failed. Floop and Skilly Boo told them they were no longer
scared of ghosts after meeting the little ghost; hearing the name, the
ghosts ran off frightened.
(Comedy Comics#18/5 (fb) - BTS)
- Baby Ghost's clan
told him how Floop and Skilly Boo had scared them. About a month later,
Floop and Skilly Boo had apparently forgotten about
Baby Ghost scaring Pop.
(Comedy Comics#18/5) - Suddenly remembering Baby Ghost's prank, Floop and Skilly Boo ran back
to Pop's house and found him very frightened, exaggerating Baby Ghost's
size in his description -- at which point Baby Ghost cheerfully walked
through the door. Hearing Baby Ghost was no threatening menace but just
a child seeking fun, Pop punished Floop and sent the naughty trio away.
The three decided to scare someone else and chose the nasty Wolf
of the nearby forest, but the predator found them first and they fled
until Baby Ghost remembered his nature was to scare. He puffed himself
up to look fearsome, but the Wolf laughed instead and gathered them in
a sack to eat at his house. But Baby Ghost escaped and alerted his
family, who quickly flew to stop the Wolf. The adult ghosts attacked
the Wolf and left him dazed,
while Baby Ghost freed his two friends.
(Comedy Comics#19/4) - Floop and Skilly Boo came
across lonely Witchie, very upset because she had no one to share her
birthday with. Helpful Floop and Skilly Boo rallied their friends Baby
Ghost, Guffy Goblin and Hen-Pecked the giant (plus his immediate family)
to join a surprise birthday celebration for the delighted Witchie.
(Comedy Comics#32/2) - Three crooks hid in a haunted
house and inquisitive anthropomorphs Percy Penguin and Fizz the bear
sought to stop them. The crooks put an ad in the newspaper seeking a
ghost to protect the house and scare off intruders. Many ghosts
applied, including (apparently) Baby Ghost and a family member, but
were rejected in favor of Percy and Fizz in disguise. However, the
rejected vengeful ghosts (resembling Baby Ghost's clan, but not
including him) scared off Percy and Fizz.

The story in Comedy Comics#32/2 might be with Baby
Ghost -- there's a short ghost with a hat as one of the applicants who
sure looks like him, but like other ghosts in the story, he lacks a
solid line around his body -- maybe artistic license?
Could he possibly be a relative of Homer Ghost? More likely "Ghost" is a generic/common surname among a community where only the first name counts. Will he eventually mature or is he stuck in a "child-like" form?
Skilly Boo is sometimes spelled Skillyboo (one word) in the stories.

CLARIFICATIONS
:
Baby Ghost has no known connections to:
The predatory Wolf patrolled the forest near
Toonville. When Baby Ghost, Floop and Skilly Boo went in search of
someone new to scare for fun, they wandered into the woods. The Wolf
quickly found them and the trio fled until Baby Ghost remembered he was
supposed to scare people, so he inflated his body into what
he thought was a fearsome form, but the Wolf laughed at it, and Baby
Ghost was left dejected. Hungry for flesh, the Wolf packed the three into
a sack (although Baby Ghost escaped) and took them back to his house
where he tied Floop and Skilly Boo up along with vegetables to be roasted.
Meanwhile, Baby Ghost alerted his family and they soon flew in and beat
up the Wolf, despite the Wolf not believing that ghosts existed, and left him dazed and near unconscious. Baby Ghost freed his
pals and the others all left.
