History:
(Incredible Hulk II Annual#19 /2 (fb) - BTS) - After Hank Hunter became
indebted to an unidentified boss, the boss sent Simon, Tommy and
Wendell halfway across the country to find and kill Hank for lack of
payment.
(Incredible Hulk II Annual#19 / 2) - Tommy first found
Hank Hunter
shortly after Hank had visited his father's blown up mansion and
moments after Tommy began a car chase with Hank, Simon joined in as
well, pulling out a gun. After Hank ultimately got into a minor fender
bender while frantically trying to outrun Tommy and Simon, Simon exited
his car alongside a third hired goon, Wendall, to confront Hank. When
Hank swore he would get them their money, Simon reminded Hank that they
had traveled halfway across the country trying to track down Hank, who
then ran from them when they began following him. Remarking that Hank
had ran up quite a large amount of debts, Simon punched Hank and
expressed his doubts that they would ever see their money again. Simon
then pointed his gun at Hank, noting that they would settle for seeing
Hank dead, but when Simon pulled the trigger, the bullet stopped in
midair thanks to Lazarus' telekinesis. Lazarus then revealed his
presence and when Simon pointed his gun at Lazarus, Lazarus
telekinetically exploded the gun in Simon's hand. As Simon fell to his
knees in pain and with a bloody hand, a fourth thug joined Tommy and
Wendall in pointing their guns at Lazarus. In response, Lazarus
levitated a car and dropped it on top of them, crushing them all. When
the Hulk later arrived on the scene, a horrified Simon exclaimed that
he would do whatever the Hulk said, including turning in state's
evidence against his boss, as long as Hulk didn't let Lazarus hurt him.

Tommy
Tommy was a thug assigned to track down and kill Hank Hunter alongside
Simon and Wendall. Tommy was the first to confront Hank from the
windows of their cars, prompting a terrified Hank to speed away. Tommy,
Simon and Wendall pursued until Hank crashed his car. Tommy and Wendall
then accompanied Simon to Hank but when Simon attempted to shoot Hank
and the bullet was telekinetically stopped in midair by Lazarus, a
shocked Tommy dumbfoundedly stared at the floating bullet as Lazarus
confronted Simon. When Lazarus exploded Simon's gun in his hand, Tommy,
Wendall and a third thug all pulled guns on Lazarus, who levitated a
car and dropped it onto them, crushing and killing all three.
