History:
(Daredevil I#379 (fb) - BTS) - S.H.I.E.L.D. Agent Tia Senyaka got an alert that a Volume Agent had been killed, a man with the knowledge of all of S.H.I.E.L.D.'s deep cover agents, and that his memories had been erased and stolen. Recognizing this as a potential international crisis, Senyaka began working with the Volume Agent's brother, another agent named Harlan, to contain the crisis.

(Daredevil I#377 (fb) - BTS) - After Harlan (who'd been working with Max) was killed in a car accident, Agent Tia Senyaka acquired his computer and began looking for clues about his recent behavior. She was able to open all of his files except one called Operation Flying Blind, a secret operation that involved Daredevil. She had agents begin listening for news on the location of Daredevil, who had gone into deep cover with rewritten memories.

(Daredevil I#377) - As Senyaka worked on the computer, another agent called with intel on Daredevil, saying Foggy Nelson had been asking about him.

(Daredevil I#378 (fb) - BTS) - Senyaka had Nelson brought aboard the Helicarrier, where she questioned him.

(Daredevil I#378) - Senyaka tried appealing to Nelson's sense of duty, telling him that they needed to find Daredevil or civilization itself could be threatened. She told Foggy about the memory-rewriting software S.H.I.E.L.D. used, and that the Kingpin was about to bid on the deep cover list of agents.

(Daredevil I#379 (fb) - BTS) - Following intel, Senyaka took Foggy to Paris to wait for news.

(Daredevil I#379) - At the police station, Senyaka and Foggy got news of a super hero battle and rushed to the scene, where Daredevil (who had recovered his memories after acting as the heroic Laurent LeVasseur) had defeated Kingpin and his Emissaries of Evil, including le Concierge and Synapse, the man who'd killed the Volume Agent. Senyaka helped arrest many local criminals, but Kingpin and Synapse got away.

(Iron Man: Director of S.H.I.E.L.D. Annual#1 (fb) - BTS) - Iron Man, current acting director of S.H.I.E.L.D., planned an off-the-books mission to Madripoor to destabilize their current leader, Viper. He recruited three impressive female S.H.I.E.L.D. agents, including Tia Senyaka, Nails (Joan Eaton), and Tamara Jones, to aid him.

(Iron Man: Director of S.H.I.E.L.D. Annual#1) - Posing as vacationers in Madripoor, Stark, Senyaka, Eaton, and Jones were in swimwear on a boat as they pulled into Madripoor Harbor, then they checked into the imperial suite at the hotel. Senyaka hacked into the government security system, monitoring their listening devices and implanting tech that would show them in their rooms. That night, in Lowtown, they sought out deep cover agent Agent Huang, but a bar fight quickly escalated and they sparred with Roughhouse and Bloodscream before Viper intervened, and she killed Agent Huang to teach Stark a lesson. That night, the agents put on bulletproof suits that allowed them to glide short distances, and they attacked Viper's stronghold, battling Hydra agents. After blowing up a building, the agents fled to the jungle and teamed up with Tyger Tiger, planning to depose Viper and leave Tyger in charge of Madripoor. They found a Hydra base, exposing Viper's nefarious plots. The agents joined Tyger in leading a civilian revolt on the government building, where they battled Viper, Hydra, Bloodscream, and Roughouse. In the end, Tyger Tiger took over the rule of Madripoor.

Agent Harlan

(Daredevil I#378 (fb) - BTS) - Agent Harlan and his brother both joined S.H.I.E.L.D. While Harlan specialized in providing deep cover identities for agents, his brother was a "volume agent" for S.H.I.E.L.D., or someone who knew the location of every deep cover agent in the world. Harlan used ERR (Electro-Encephalographic Rewiring) to alter the memories of other agents, rewriting their identities and making them difficult for telepaths to detect. Harlan learned that his brother had been killed and his memories were stolen by a villain. Harlan reached out to Daredevil, who agreed to have his memories rewritten temporarily to go on a deep cover mission to find the killer. Daredevil was given the cover identity of Laurent Lavasseur, and placed in Paris. He called the mission "Operation Flying Blind."

(Daredevil I#376) - Agent Harlan monitored Laurent's activities from the S.H.I.E.L.D. station, impressed at Daredevil's capabilities. After bidding good night to Max, he left the agency and was hit and killed by a truck in the streets in a freak accident.

(Daredevil I#378 (fb) - BTS) - The brother to Agent Harlan also joined S.H.I.E.L.D., and was appointed to be a Volume Agent, someone who knew the identity of every deep cover operative across the world. The villainous Synapse, working for Kingpin, killed the Volume Agent, stealing all of his memories.
