History: (Captain America & the Invaders: The Bahamas Triangle#1 - BTS) - When Namor the Sub-Mariner did not respond to a message from his ally Officer Betty Dean, Officer O'Malley attempted to cheer up Dean by reminding Dean that perhaps Namor did receive her message and simply had no way of letting her know. Joe warned O'Malley not to raise Dean's hopes, remarking that Namor wasn't even American and claiming he was a freak. Regardless of Joe's words, Dean admitted that O'Malley was probably right and that Namor would come through, commenting that Namor's father was American and Namor had been shown how cruel Nazis truly were.

Joe was a police officer co-worker of Officer O'Malley but, unlike O'Malley, Joe was a pessimist and thought of Namor the Sub-Mariner as some sort of non-American freak. When O'Malley attempted to comfort Betty Dean, who was worried Namor had not received her message, Joe chimed in and suggested O'Malley not get Betty's hopes up.
