History: (New Warriors IV#9 (fb), BTS) - Mephitis was a member of Alphaclan, a team that was in the number twelve spot on S.H.I.E.L.D.'s Most Wanted list. Eventually, they encountered the New Warriors, and either a battle ensued, or the New Warriors had only recently finished another, earlier battle (see comments).

(New Warriors IV#9) - The two teams faced off, with Mephitis hovering around his teammates as the Alphaclan moved forward menacingly. After exchanging a few taunts, the New Warrior Wondra told Alphaclan to look behind themselves, a warning Mephitis derided as an obvious, old ruse. Apastron, however, glanced over her shoulder, and her obvious shock prompted more of her teammates to turn. Behind them stood a giant version of the Warrior Decibel. Taking advantage of Alphaclan's temporary confusion at Decibel's illusion, Wondra struck the ground, causing a shockwave that sent most of the Alphaclan stumbling. The Warriors attacked, initially doing well against their still reeling foes, but Alphaclan soon rallied and regained the upper hand.  While his teammates overpowered other Warriors, Mephitis engulfed Phaser in a choking cloud. However, moments later the Warriors all unexpectedly turned insubstantial, a trick engineered by Warriors' leader Night Thrasher using phasing technology built into his teammates' armors. Seizing the opportunity while Alphaclan were distracted, Decibel emitted a sonic scream that incapacitated all the villains.

(New Warriors IV#9, BTS) - The defeated Alphaclan were left for the authorities.

(New Warriors IV#9) - The TV news that evening reported Alphaclan's capture.

Comments: Created by Kevin Grevioux (writer), Paco Medina (penciler) and Juan Vlasco (inker).

Alphaclan are very obviously homages to Hanna-Barbera's superheroes. None of them were individually identified in their single appearance, so the names above are unofficial, placeholders to make it easier to follow their history section - I put them in quotes for the members list to show that, but didn't for the history, because it clutters stuff up too much to do it every single time.
Mephitis is based on Vapor Man of the Galaxy Trio; mephitis is "any noisome or poisonous stench." As a result, it is also the word from which skunks derive their scientific name, which is why the skunk-like race that the Starjammers' Hepzibah comes from are called Mephitisoids.

He somewhat resembles Vincente - turns into noxious gas, floats around with his lower body in gas form, no apparent nose while in costume - and it's not impossible they are one and the same.
