Powers/Abilities: Raptore could transform into a form resembling a humanoid dinosaur, complete with razor-sharp claws and teeth. It was unrevealed if he possessed any other powers similar to dinosaurs.

History

(Marvel Comics Presents II#3/3 (fb) – BTS) – Fleeing the United States’ Superhuman Registration Act, Raptore traveled into Canada, where he hid out with eight other criminals inside a shed in the Canadian wilderness.

(Marvel Comics Presents II#3/3) – Searching for the escaped criminal Tentakill, Omega Flight’s Arachne and Sasquatch came across Raptore’s shed. Raptore answered the door and told Arachne that he was not Tentakill. He then asked her who she was and when she revealed that she was with Omega Flight, a superhero team, some of the criminals in the shed attacked, prompting Arachne and Sasquatch to fight back. Quickly capturing all nine criminals present in the shed, Arachne and Sasquatch took Raptore and the others to the CSIS headquarters, where Raptore attempted to escape. He was almost immediately taken down by Sasquatch.

(Marvel Comics Presents II#11/4 (fb)) – Raptore was incarcerated at the CSIS Headquarters, where his powers were forcibly fed into the power-absorbing Michael Pointer, who had no idea what was going on.

(Marvel Comics Presents II#4/4 – BTS) - During such a transfer, Michael briefly manifested the razor-sharp teeth and fins of Raptore.

(Marvel Comics Presents II#7/4) – The only criminal still alive following the power transfer into Michael Pointer, Raptore remained in his quarantined cell. When two CSIS guards passed by his cell, commenting on Raptore’s survival status, Raptore managed to break the glass before Agent Brown activated another power transfer. His lifeforce once more fed into Michael Pointer, Raptore fell to the ground, dead.

(Marvel Comics Presents II#8/4 – BTS) – When USAgent pushed Michael Pointer into attacking him, Michael manifested the astral form of Raptore, whose spirit seemed to overcome Michael, who savagely beat USAgent nearly to death.

(Marvel Comics Presents II#9/4 – BTS) – Pointer continued manifesting Raptore’s form and powers while attacking USAgent until Sasquatch broke Michael out of his trance.

It was never revealed the source of Raptore’s powers. I choose to think he was a mutant but it’s very possible he gained his powers via mutation.
