History:
(Silent War#5 (fb) – BTS) – The Pacifiers subdued the powers of Maximus the Mad, keeping his powers in his own mind, and Maximus was locked beneath the city.
(Silent War#4 (fb)) – When the Inhumans Genetics Council determined that Ahura, son of Black Bolt and Medusa, should have his powers suppressed due to his insanity, the Pacifiers were summoned to do the work. Medusa held Ahura down as the Pacifiers did their job, suppressing his powers, but Ahura was still being driven mad. They watched over Ahura over the following years.
(Silent War#5 – BTS) – Luna Maximoff, at the orders of Medusa (who was under the mental influence of Maximus) used her healing powers to remove the block the Pacifiers had put on Maximus’ powers.

Many of the Pacifiers started out as baby suckling devices before they were put through the Terrigen Mists. They were much cuter then.
