History:

(Darkhawk#5) - Guardsmen Billy Fredricks and Eliot Villagran were stationed to watch over the wounded Portal at New York Hospital, in preparation for transportation to the Vault. As the discussed Portal's history, Eliot wondered why the hero Darkhawk had been so violent with Portal, but Billy reminded him that Portal was very dangerous.

(Darkhawk#6) - Billy and Eliot waited outside Portal's room as Captain America visited, giving final Avengers clearance for transportation. When the U-Foes (Ironclad, Vapor, Vector, X-Ray) attacked, the Guardsmen were bombarded with a crushing wall and a shot from Vector. Darkhawk, Daredevil, and Captain America defeated the villains, but Portal escaped.

(Avengers: Deathtrap - The Vault#1) - In a Vault breakout, Fredricks and others disabled Mentallo with knockout gas when Mentallo mentally attacked Guardsman Howard Samuels. Venom then attacked, killing several Guardsmen and leaving others as hostages, though the situation was later resolved.

(She-Hulk II#6-7) - He was present during Starfox's sexual assault trial.

(She-Hulk II#21) - When Guardsmen aided the law firm of Goodman, Lieber, Kurtzberg, and Book in rounding up refugees from the dimension of Earth-A, Billy discovered that Earth-A's Wrecker was still running free. He and Two-Gun Kid informed Jennifer Walters (formerly She-Hulk) and the She-Hulk of Earth-A, then they watched as She-Hulk took down the Wrecker. Billy saw Wrecker arrested and returned to Earth-A.
