Powers/Abilities: Officer Burnatt is a poorly-shaven out-of-shape policeman, but is dedicated to his job and tackles potential crimes with tremendous zeal. He carried a sidearm.

History: (Speedball#3 (fb) - BTS) - Burnatt was the first policeman to arrest the criminal Leaper Logan.

(Speedball#1) - Burnatt was patrolling the park when he came upon a trio of winos who had just escaped an encounter with Speedball. Noticing how eager the winos were to flee the park, Burnatt went off to investigate, hoping that he might discover something that would help get him a better beat. Later, Burnatt arrived on the scene just after Speedball defeated criminal Johnny Roarke, who had been threatening Justin Baldwin and Madeline Naylor. Burnatt arrested Roarke and his partner.

(Speedball#2/2) - Burnatt was in the midst of driving some winos from the park when he found the Graffiti Guerrillas vandalizing the park and striking a female passerby. Burnatt was too slow to catch up to the vandals, but vowed that he would teach them a lesson. Later, he found a trail of vandalism which led into Springdale high, where he found the Graffiti Guerrillas' equipment, complete with fingerprints. Burnatt was convinced that this would bring the vandals in, unaware that they had already been beaten up by Speedball.

(Speedball#3) - Burnatt was driving some winos from the park when he ran into Leaper Logan, who was in the midst of fleeing from Speedball. Logan had mistakenly thought that Burnatt was retired or dead, and was arrested again by Burnatt.

(Speedball#4) - Officer Burnatt witnessed some local teens insulting Robbie Baldwin in the park because his parents had been implicated in the death of Alexander Bow. Burnatt told Robbie to ignore them because he believed in the integrity of Robbie's parents.

(Speedball#5/2) - Officer Burnatt found a cat with an injured paw in the park, and went to help it, attracting the attention of the cat-hating Two-Legged Rat. The Rat was about to shoot Burnatt and the cat with his rifle when Speedball intervened. Burnatt recovered the Two-Legged Rat's mask and rifle, but the criminal escaped. Burnatt took the cat he had found home with him.

(Speedball#8) - When Springdale celebrated Founder's Day in the park, Burnatt cleared the winos out, hoping that if he did a fine job, he might impress someone influential and get a better beat. Fellow cops Al LaGuardia and Hinton Phipps were also present. When the criminal Bonehead stole the community fund box, Speedball halted him and his gang, and Burnatt recovered the stolen money.
