History:

(Uncanny X-Men I#236 (fb) - BTS) - The Genoshan known only as Wipeout was revealed to be a mutant at the age of 13, a result of mandatory genetic testing. Rather than being turned into a slave, his abilities to manipulate the powers of other X-gene-positive people allowed him to join the Magistrates. Over the years, he became an invaluable member of the organization. He was kept stationed at the Citadel in Hammer Bay and called in to wipe the powers of all new mutant arrivals before they were processed (see comments).

(Uncanny X-Men I#238 (fb) - BTS) - Wipeout was on hand to neutralize the potential mutant powers of Madelyne Pryor and Jenny Ransome when they were processed into the Genoshan prison system. However, he concluded Madelyne had no metahuman powers to begin with.

(Uncanny X-Men I#236) -  When Pipeline transported Rogue and Wolverine to the Citadel, the Magistrates had a hard time containing the two X-Men. Wipeout was summoned to handle the situation, calmly shutting down their mutant abilities.

(Uncanny X-Men I#238) - Wipeout attended a meeting with the Genengineer and several Magistrates to discuss how their captive Madelyne Pryor had been able to psionically slaughter the team trying to question her. Wipeout, fearing for his position, assured the furious Genengineer that he had indeed subjected Pryor to the neutralization process. Some time later, after the X-Men had invaded the Citadel to free Madelyne, Rogue and Wolverine, Wipeout was captured and mentally forced by Psylocke to restore Rogue and Wolverine's mutant powers.

(Uncanny X-Men I#264 - BTS) - Wipeout accompanied the Press Gang and a battalion of Magistrates to New York where they were tasked to kidnap the fugitive mutate Jenny Ransome, currently staying with X-Factor.

(Uncanny X-Men I#264) - Wipeout managed to use his powers to affect X-Factor's headquarters Ship. By remaining in constant contact with the living vessel, he negated its defensive systems. This allowed Pipeline to transport the Press Gang and the Magistrates inside. The Genoshan assault was foiled by the arrival of Forge and his newfound ally Charlotte Jones. The New York police officer took down Wipeout. Jones did not have any powers for him to negate, a fact she reminded him of while pointing her Smith & Wesson handgun at him. Without Wipeout's interference, Ship's security systems were rebooted and the Genoshan intruders were taken care of. Wipeout was brought inside where Jean Grey questioned why he and the Press Gang were serving a state that enslaved mutants. Hawkshaw answered for Wipeout and the others: "I serve my country, lady. And proudly! You're the villains here, not us!"

(Uncanny X-Men I#264 - BTS) - Shortly after they were arrested, Wipeout and the other Genoshans were repatriated home for national security reasons.

(New Mutants I#95) - Wipeout was summoned by Genosha's new leader Cameron Hodge to neutralize the powers of the New Mutants and Storm, who had just been kidnapped.

(X-Factor I#60) - Wipeout joined a battalion of Magistrates sent to oppose X-Factor, the X-Men and what remained of the New Mutants when they came to Genosha. Wipeout was sent out in the early stages of the fight, approaching the heroes through the air with his flying harness. He was spotted by Jean Grey, who swiftly took him down before the old mutant could affect them.

(New Mutants I#96 - BTS) - Wipeout recovered and returned to the Citadel.

(New Mutants I#96) - During an altercation in Hammer Bay, Wipeout accompanied Cameron Hodge to confront the X-Men and their allies. Under orders from Hodge, Wipeout neutralized the powers of Cable, Forge, Gambit, Psylocke, Sunspot and Marvel Girl.

(X-Factor I#61) - When Forge collapsed the second he was brought into the Citadel with the others, Cameron Hodge blamed Wipeout. The mutant swore that he wasn't responsible for this unexpected turn, but Hodge furiously sent him away.

(Uncanny X-Men I#272 - BTS) - Wipeout made sure the powers of all the captured members of the New Mutants, X-Factor and X-Men were neutralized before their televised trial began.

(Uncanny X-Men I#272) - Having learned that magistrate Alex Summers was actually the mutant X-Man Havok, Cameron Hodge set up an elaborate ploy to frame him. He summoned Wipeout to the Genengineer's laboratory in the Citadel where he callously shot the mutant with a high-energy plasma rifle that was reminiscent of Havok's plasma blasts.

(New Mutants I#97) - The Genengineer was forced by Rictor, Jubilee and Boom-Boom to take them to Wipeout so he could restore their powers. When they arrived at the Genengineer's lab, they were perturbed to find Wipeout's corpse waiting for them.

(New Mutants I#97 - BTS) - Even without Wipeout, all the mutants had their powers restored thanks to Storm who had undergone an altered version of the Genengineer's mutate process. This allowed her to manipulate genetic structures, thereby jumpstarting the powers of her friends and teammates.

Comments: Created by Chris Claremont, Marc Silvestri, Dan Green.

You have to wonder why the Genoshans didn't subject Wipeout to the Genengineer's mutate process. His powers are exceptionally rare and invaluable to a society built on the slave labor of mutants; it'd be more prudent to control his every move rather than leave him as one of the privileged happy few.

Speaking of the mutate process: it was developed by the Genengineer (and, as a later retcon revealed, Earth-295's Sugar Man). Sugar Man first arrived on Earth-616 twenty years in the past. Even back then, Wipeout was at least middle-aged, so that means there were no mutates around when his powers manifested themselves. It's never explained what Genosha did to its mutant population prior to the rise of the Genengineer, but it seems clear Wipeout had little to no problems serving the anti-mutant government. He was 'one of the good ones', in the eyes of the Genoshan leadership at least.
