vipotus-odd-cr68-readvipotus-odd-cr68-cinderblockHistory:

(Crazy Magazine#68 (fb) - BTS) - As the Vice-President of the USA, he did "nothing, of course!" until his term was up. After that, things got pretty rough for him.

(Crazy Magazine#68 (fb)) - When he told employment offices and told them of his previous job, he was laughed at and kicked out, as they felt that he was not qualified to do anything.

Eventually, he took to wearing a disguise (Groucho Marx glasses, nose and mustache) to get any work at all. Even as shoe-shiner, his boring disguise led at least one man to realized he was the former vice-president, and he was laughed at, derided and forced to flee: "And to think I let him shine my shoes!"

(Crazy Magazine#68 (fb) - BTS) - Jobs were few and far between. Even in his sleep, he felt that he could hear people snickering behind his back. He was even ridiculed in "second-rate humor magazines."

(Crazy Magazine#68 (fb)) - He read in Crazy Magazine a joke about how many vice presidents it took to screw in a light bulb. He was indignant but did not reveal the answer in-story...

(Crazy Magazine#68 (fb)) - Finally, unable to take the ridicule and his existence any further, he tied a cinder block to his ankles and prepared to jump off a dock into and drown himself.

At the last minute, however, someone who somehow knew where he would be delivered a telegram and announced that he had been "pardoned."

The telegram confirmed that he had been pardoned by congress (see comments), and he was elated, considering that he no longer had to live under the stigma of a shameless past, would no longer be laughed at and could now live life to the fullest.

He further considered that he could become what he always wanted to be: A shoe salesman.

(Crazy Magazine#68 (fb) - BTS) - The circumstances in which this man came to run a diner (possibly "Joe's Dinner" (sic)) and how that diner came to be in the Odd Dimension are unrevealed.

(Crazy Magazine#68) - When Howard and Beverly sought refuge from the singing of the Apple Sisters at their burlesque house, they went the diner for burgers. As Howard complained about their job, the cook a the diner told Howard that he didn't know what bad was, as he used to have "the worst, the lowest and the silliest job anyone could possibly have..Vice-President of the United States <of America>!"

After he had related his sob story, Howard asked him how he wound up running a diner. Noting that to be another story, the cook told him he didn't have time to tell them as he had to mix up some new tuna salad, as the stuff he had been using for the last couple of weeks was getting pretty rancid. Returning to the kitchen, he told Howard and Bev to enjoy their burgers and that he would talk to them again some other time.

Beverly considered him to be a "big tub of baloney," and she asked to Howard if he believed a single word of his story, which she thought smelled even worse than their food. Howard replied, "He doesn't look familiar to me!  So maybe he WAS Vice President!"

Comments: Created by Steve Skeates and Pat Broderick.

First of all, it was a three-page joke story, so nothing needs to be taken too seriously, but we can still examine and question it.
Being "pardoned" for being vice-president is just plain silly, but it was just part of the silly story.
Plus, the cook doesn't really look like the person in the flashback, and the person in the flashback looked dramatically different from panel to panel...

The man claiming to have been a vice-president ran a diner. In the Howard the Duck feature in Crazy#65 (misnumbered #66 on the cover), there is a "Joe's Dinner" (sic). The terrestrial environment of Odd Dimension appeared to be really small, and when Howard suggested they go to "the" diner, that seems consistent with it being Joe's. Was the man who ran the diner named Joe?

If his real name was actually Joe, the only Vice-President I'm aware of with that name is Joe Biden...

Of course, the joke is that, while being the second highest officer in the executive branch of the US government, the vice-president didn't do much and was often forgettable. The vice-president also serves as president of the senate and may choose to cast a tie-breaking vote on decisions made by the senate.

CLARIFICATIONS:
The "Vipotus" could theoretically be any of these people, although I would think, based on the people from his flashbacks, he would have at least been from the 20th Century):
