History:
(Punisher
2099 I#27 (fb) - BTS) - Samurai challenged Blue Max for the Blue
Dagger jet blade, and Blue Max participated in an a trans-American
contest.
(Punisher 2099 I#27) - Samurai competed against the likes of
Blue Max, Bull, the Commando, and the Steel
Warrior. Using a newly designed Sky Shark (something like a hang
glider in appearance, but powered), the Punisher happened into the
competition field, blasting a Cyber-Nostra gang.
(Punisher 2099 I#27 - BTS) - Blue
Max assaulted and seemingly slew the Punisher him. However, protected by
his armor, the Punisher recovered and tracked down the location of the Air
Gladiators final competition, while his tech-man, Matt Axel, rebuilt the
Sky Shark.
Figuring that killing Blue Max during the competition
would only make her a martyr and turn the whole crowd against him, the
Punisher resolved to enter the competition and defeat her, win the Blue
Dagger and then destroy it, hoping to dissuade many others from following
her example.
(Punisher 2099 I#27) - Seeing
the Punisher enter the competition air space, Blue Max confronted him
again, and after some conflict, he caused her to fall off his Sky Shark's
wing.
(Punisher 2099 I#27) - As she
futilely fired at the Punisher, Blue Max was caught by Samurai, who
acknowledged that he could have made it to the finish line and won, but
that loyalty to fellow sky-blader caused him to save her. They they joined
forces against the Punisher, with the Samurai offering to stand down and
lete her take the championship, but the Punisher's Sky Shark's guns
instead hit the Samurai in the chest, apparently killing him.

Mill, Tony Skinner,and Will Simpson.
Many of the images also show Blue Max.
In case there's any question, Samurai is the bald guy with the rising
sun bandana.
