History:

(Strange Tales Annual I#2) - After the master criminal the Fox caused a crime-wave in Manhattan while keeping his identity a secret, Deputy Police Inspector Rudd was assigned to investigate the crimes, which the police believed were being committed by Spider-Man. While he was in his office talking to his chief on the telephone about the efforts to capture Spider-Man, the Human Torch visited Rudd and used his powers to light Rudd's cigar. Ending his telephone call, Rudd conferred with the Human Torch, who told him he'd spoken with Spider-Man and was convinced he was innocent.

    The Human Torch offered to find the criminal by scouting the city but Rudd had another idea and instead consulted his files. Producing a card on Reynard Slinker, the Fox, he suggested he might be the one who had framed Spider-Man. The Human Torch thanked Rudd and left; with what he'd learned, the Human Torch and Spider-Man were able to capture the Fox.
