- In 1955, Doctor Mooney was one of the
scientists for Deep Freeze, the U.S. government project that was keeping
Captain
America (William Burnside) and Bucky (Jack Monroe) in suspended
animation after they went insane thanks to complications from the super
soldier serum they had taken. He joined Doctor St.Clair in showing new
engineer Patrick Carney around the facility after his security clearance
came through. Showing Carney their charges, Mooney explained that these
were not the original Cap and Bucky, who had gone missing towards the
end of World War II, but the most recent in a string of replacements who
had held the roles, now kept alive but inert in the hopes that one day a
cure for their madness would be found. Examining Captain America's
shield (which was presumably lying nearby for no discernible reason),
Carney asked Mooney if there were plans for further Cap replacements,
but Mooney dismissed the idea, asking who would want the role after what
had happened to this iteration.
After Carney left for the night, Mooney met with
FBI Agent Jacob Scott (secretly the Skrull Velmax), and while handling
the shield himself, Mooney mentioned to him what Carney had said. Scott
took the shield from Mooney and told him it wasn't up to him, but he
would pass it on, after which Mooney left the room.

To be accurate, we don't actually know which
scientist is Mooney and which is St.Clair; I'm going on their relative
positions in the artwork matching the order their names are mentioned,
but it could just as easily be the other way around, with Mooney being
the woman and St.Clair the man.
Why was Captain America's shield (Burnside's
version, not the original) just lying around for Patrick Carney to pick
up? Given that Mooney later seemed to be handing it over to Jacob Scott,
had it been taken out of storage because it was being sent to another
government facility?
