History:
(Genetix#2 (fb) - BTS) - Fractal was once a human who was experimented on by Mys-Tech scientist Oonagh Mullarkey in her labs at the Gena-Sys Corporation, his (see comments) DNA blended with alien DNA...

(Genetix#5 (fb) - BTS) - obtained by Mys-Tech's Warheads to use in Project Tektos...

(Genetix#2 (fb) - BTS) - to transform Fractal into a two-dimensional energy being, a member of Mullarkey's Tektos team.

(Genetix#2) - When alarms revealed that Mullarkey's prior team of genetic mutants, Tektos' predecessors Genetix, who had turned against Gena-Sys, were in the middle of breaking into the Gena-Sys labs, Mullarkey briefed the Tektos members on their powers to prepare them for an imminent confrontation. After Genetix took down the base's more conventional security options, Tektos was sent in, and Fractal stunned the intruders with a mind blast. With Genetix on the floor, Tektos moved in to challenge them.

(Genetix#3) - Though most of Genetix struggled to recover from the brain-frying Fractal had inflicted, the element-manipulating Base rallied fast, and tried to trap Tektos in a cage of earth. However they immediately broke free, and Fractal targeted Genetix's Shift and Vesper as they tried to open the lab's external doors, hitting them with another debilitating mind blast. The rest of Genetix were recovering though, and Stinger shocked Fractal with an energy blast to stop his assault on her teammates. In spite of their initial boasts of superiority, Tektos were driven back long enough for Shift to open a portal in space and teleport Genetix away.

Some time later Tektos trained in their "wreck room" by slaughtering three failed genetic experiments, with Fractal stunning one so his teammate Shrapnel could kill it. With the combat over, Mullarkey arrived to inform them they had another mission, which her subordinates Dexter and Wright would brief them about.

(Genetix#3 - BTS) - They were ordered to attack the base of the counter-terrorism agency S.T.O.R.M. in North Wales, but instructed to retreat should Genetix show up.

(Genetix#3) - After the briefing Fractal teleported Tektos to North Wales, arriving outside S.T.O.R.M. HQ because the base had a psionic damper that prevented Fractal taking them directly inside. Making no attempt at stealth they breached the base and began slaughtering the security team that responded. However the psychic Vesper had sensed Tektos' next target and Genetix teleported in to stop them. Obeying their orders, Tektos immediately fled back to Gena-Sys through one of Fractal's portals.

(Genetix#4) - Arriving back at Gena-Sys after abandoning the mission so swiftly, Tektos were chewed out by Mullarkey for their failure, but when they mentioned that Genetix had showed up Mullarkey announced that this might give them a chance to get Genetix back. Telling Fractal she had a job for him, she ordered the rest of the team out, told her technicians to get a psionic helmet on him, and told Fractal to be ready for when he detected Genetix porting away from the S.T.O.R.M. base. A few moments later Fractal sensed his foes in hyper-space and redirected them to appear in Tektos' wreck-room, in front of his waiting teammates, who quickly captured them. However this overloaded the psionic helmet, causing it to short out and painfully disrupting Fractal.

(Genetix#5 - BTS) - Genetix escaped while Fractal was still recovering (see comments).

(Genetix#6) - Having learned during their captivity that Mys-Tech subsidiary the Psight Corporation was about to complete the Harvest Project and bring in hundreds of new children intended to be mutated into living weapons, Genetix attacked Psight's Swiss headquarters, but were intercepted soon after breaking in by Tektos. Fractal took on Shift, now wearing an exo-suit for the assault. Fractal told his opponent that the new outfit wouldn't protect him and struck Shift with a psionic blast which began to crack the armor. When it keeled over Fractal moved in, only to realize the suit was empty, as Shift had ported out and reappeared behind him. Before Fractal could react, Shift opened a portal beneath him, promising the two-dimensional villain a "first class trip on the oblivion express" and sending him to parts unknown.

Comments: Created by Graham Marks, Andy Lanning, Phil Gascoine and Robin Riggs.

It is likely that as with Genetix, Fractal and the other members of Tektos were only children when Mullarkey located them via the "Harvest Project"  and began to experiment on them.

I'm going with masculine pronouns in the text because it's a pain to constantly go with "his or her," but honestly it's as likely that Fractal was originally female as male, and it's entirely possible that Fractal's current form is effectively genderless.

The members of Genetix were originally brainwashed to make them loyal servants of Gena-Sys, so it's very possible the same holds true for at least some of the Tektos members.

Fractal was absent from Genetix#5, despite the rest of Tektos being present. Given he got hurt at the end of #4 and was back in #6 (hence not killed in #4), he was presumably recovering in #5.
