Powers/Abilities: Chainlink appeared to be a normal
human who wrapped himself in chains and used chains to whip, beat and/or
ensnare others.
The chains also provided him some level of physical protection.
He apparently liked to taunt others
with various nicknames
History:

2099#22 (fb) - BTS) - The 13-year-old Xi'an Chi Xan's parents had
Peaceful Grove Genetic Lab take their son away, as having a mutant son
would look bad for them and they did not know what to do with him.

Chainlink first encountered Xi'an when
Xi'an was 13, but I'm not sure how old Xi'an was in 2099.
Xan thought Chainlink was dead,
and perhaps he was indeed dead. We really don't know much about
Chainlink's past and/or his relationship with Xi'an. Did he attack
Xi'an only to be fought off or have Xi'an escape? Or did he invite
Xi'an into his Massive Curs for a time...did they become allies and
then enemies, or were they enemies all along?
It would really be nice to have a Lawless 2099 limited series to flesh out the histories of the various characters, including Chainlink. We've really only got four panels of actual flashback to go on, and two of those are just Xi'an and Victor fleeing from Gearbox.
On that same note, the
fully-colored images are either from the cover of X-Men 2099#22 or they
were Felicity posing as Chainlink.
Only the shadowy image where he is standing over
young Xi'an was actually him.
