He was a natural leader with a large network of activists and loyal soldiers, but didn't give a crap about their lives and ideology.

History:
(Dinosaurs for Hire II#3 (fb) - BTS) - Bull Shooter had known the man
that would become known as Revenue
for years.
He also knew about the extraterrestrial Poacher, but avoided the alien whenever he traveled to Earth to face off with the best fighters Earth had to offer.
At some point he became the kingpin of Los Angeles and nobody could make a move without him knowing.
He had previous encounters with the Dinosaurs for Hire and sought vengeance against them because of that.
(Dinosaurs for Hire Ashcan Edition#1 & Dinosaurs for Hire II#2/Rogue's Gallery) - Bull Shooter and Cash Cow were strict vegetarians (allegedly) that set out to shut down America's slaughterhouses and steakhouses. (see comments)
(Dinosaurs for Hire II#3) - Bull Shooter, his partner Cowella and their followers of the 100% All Beef Army took control over a desert area in California. He was ready to take vengeance against the Dinosaurs for Hire when they invaded his territory, but it didn't end well for Cowella, who got knocked out, and the 100% All Beef Army, who were slaughtered by the Dinosaurs, their allies Red, Smith, Professor Tyrell and the Ex-Mutants Bud, Piper and Tanya, who were accidentally teleported to Earth by Tyrell. Bull Shooter on the other hand was captured with a lasso by Archie because the Dinosaurs were there get information from Bull Shooter on who their recent attackers were. Archie showed the trussed up Bull Shooter photographs of Poacher and Revenue and Bull Shooter asked Archie to cut him loose, pour him a drink and get ready for a long conversation that afternoon. He was also hungry and told Lorenzo, who was cooking some beef patties made of some of Bull Shooter's allies, that he liked his beef medium well. Lorenzo cooked a patty as requested for Bull Shooter.
Later at the Dinosaurs' base Bull Shooter told them who Poacher and Revenue were. He was sure that they were not working together and that it was pure coincidence that they both went after the Dinosaurs for Hire around the same time.

Bull Shooter and Cash Cow are part of Dinosaur for Hire's Rogue's Gallery in #2 (and in Dinosaurs for Hire Ashcan Edition#1), but this version of Bull Shooter looks so different that it is almost impossible to fathom that it was the same character as the one seen in #3. Hooves instead of hands, smoking bull horns (like he can shoot from them) instead of smoking a cigar, strict vegetarian instead of meat eater. Even Bull Shooter's partners are quite different. Despite those differences #3 references the Rogue's Gallery in #2! No explanation for the differences was given.
Bull Shooter was not a vegetarian! Cash Cow probably was, but Bull Shooter had no problem eating meat, including beef. That would be cannibalism, right? Maybe he just worked with Cash Cow because she was an influential cow and he needed her financial support to arm his 100% All Beef Army. Cowella was obviously his main cow with those udders.
The origin of Bull Shooter and his fellow upright walking bovines remained a mystery. The way Bull Shooter talked about Poacher made it seem like Bull Shooter and his kind were of terrestrial origin, but with the intentional lack of information there is no way to be sure.

Cowella (Dinosaurs for Hire II#3) - Cowella was Bull Shooter's partner and helped him lead the 100% All Beef Army to take control over a desert area in California. During the fight against the Dinosaurs for Hire and their allies, she was whacked on the head with a stick by the Ex-Mutant Piper and then knocked out with a powerful punch by Professor Tyrell. --Dinosaurs for Hire II#3 |

100% All Beef Army (Dinosaurs for Hire II#3) - The 100% All Beef Army were followers of Bull Shooter and helped him take control over a desert area in California. They fought at his side against the Dinosaurs for Hire, but were killed by the Dinosaurs, their allies Red, Smith and Professor Tyrell and the three Ex-Mutants Bud, Piper and Tanya, who were accidentally teleported to Earth by Professor Tyrell. The members of the 100% All Beef Army were shot, decapitated and run through a meat grinder by Lorenzo. After the fight was over Lorenzo immediately began cooking some beef patties on his grill and even Bull Shooter wanted one done medium well. --Dinosaurs for Hire II#3 |
