    He may or may not have been an insectoid-humanoid.

    He was apparently able to change his size and his appearance at will, ranging from human size and proportions (with spiked, tusks from his zygoma (cheekbone)) to a very-large form with large, clawed hands and feet.

    In one appearance (Hulk 2099#9, see the main image and here), he had a pair of hemi-mandible-like spiked projections from each side of his face, two on each side, one originating from the zygomatic region and one from the angle of the mandible (lower jaw). That appearance also had a facial shape and hair pattern very similar to both the Hulk and Anti-Hulk (of Earth-928 circa 2099 A.D.)

    Given that he was so easily overwhelmed twice by the non-powered and not-particularly-athletic Marian Eisenhart, once with a bite and once with a shove, he did not appear to be superhumanly strong or durable.

    His claws could likely rend flesh, if not more.

    He had a number of baseline human followers, and he also had access to advanced weaponry, notably the Monkey Wrench Bomb, the detonation of which could collapse a building and the surrounding ground and then subsequently trigger a gamma-powered nuclear explosion.

History:

(Hulk 2099#10 (fb) - BTS) - Adonai led a group of scavengers known as the Locusts. Separately or together, they spent decades of scrounging, scavenging and lurking in the shadows.

(Hulk 2099#9 (fb) - BTS) - Trying to recover her life and career, actress Marian Eisenhart joined an "actors support group" that was said to have a "really charismatic leader." That leader turned out to be the monstrous Adonai, who was the leader of the scavening group known as the Locusts, and she swiftly found that once you were in, they did not let you out.

(Hulk 2099#5 (fb) - BTS) - After the Cybershaman "melted the electronic crazy-glue that that held the town together," the scavengers known as the Locusts swarmed the streets of Hollywood.

(Hulk 2099#5) - Having observed as Marian Eisenhart watched the Hulk depart following a fight with some of the Locusts, Adonai summoned her, told her he had seen how she was looking at the Hulk and asked if there was something he should know about. Lying (as she knew the Hulk was her brother, John), Maran assured her lord that she had just wanted to make sure the Hulk was gone and lo more threat to him. Adonai told her that he was touched by her concern but told her she needn't trouble her pretty head over Adonai, Lord of Locusts. He advised her that their time to swarm would come soon enough and then even the Hulk would have a thing or two to worry about.

(Hulk 2099#10 (fb) - BTS) - At some point, Adonai and the Locusts obtained the Moneky Wrench Bomb, the latest of the explosives that eco-terrorists had once used to turn California into an island. They planted the bomb deep within the heart of the seismic fault (presumably the San Andreas).

adonai-928-2099ad-h9-face(Hulk 2099#9) - Adonai again summoned Marian and asked if she was ready to tell her all about his connection to the Hulk. Marian feigned ignorance, accepting that she would never leave but refusing to betray her brother.

    Adonai warned Marian that their way of life was threatened and that Doom or someone else, a dictator who gained control of California, would take their freedom away.He further told her that the Hulk -- who had the fame and power that they wanted and deserved -- was one of those who had beaten them back when they tried to take over Hollywood and that they should all hate him. However, he felt that she had looked at him with longing and sympathy, and he told her that he could see the nervousness in her eyes every time his name was mentioned. When she insisted that she didn't mean anything to the Hulk, Adonai asked her if the Hulk would care if they killed her.

    Realizing that the Locusts wanted to use her to prevent the Hulk from interfering in their big plan, she vowed not to let others use her again, and she bit Adonai, causing him to cry out in pain and allowing her to slip from his hands and run out the door.

(Hulk 2099#9 - BTS) - From behind a nearby Chinese theater, Marian called her brother but only had time to note that the something was going to happen with the Locusts and that she was by the Old Chinese theater before crying out that they had gotten her. However, as John's and the Hulk's personalities had increasingly diverged, John decided to instead focus on Lotusland and Doom, and so he ignored her plight, after which the call disconnected.

adonai-928-2099ad-h10-fuller(Hulk 2099#10) - After Adonai announced his plans to the Locusts, Marian told him that he couldn't do this, but Adonai countered that if the world would be sensible enough to bend to their demands, he wouldn't have to: "None of us wants such destruction...but there are worse things."

    Adonai continued that no one could stop them now. "The only one reckless enough to try might be your friend the Hulk. And I'm gambling that he won't do that with you strapped to the bomb-trigger."

    Desperate to prevent this, Marian slipped her bonds, shoved Adonai to the ground and ran for the door. Taking several shots in the back, she collapsed, but she nonetheless resolved to get to Lotusland.

(Hulk 2099#10 - BTS) - Seeking to resist Doom's control, the Hulk (with his ally Quirk) landed in Hollywood, where he found Marian on the ground. After he picked her up, Marian regained consciousness and told him about the Locusts and their bomb, as well as how they were going to ransom the state with it. Despite arguments from Quirk, who wished to reach her allies Kwame and Zamora, the Hulk rushed to the theater to stop Adonai.

(Hulk 2099#10) - As Adonai climbed atop the tower above the theater, Locusts advised him of the Hulk's approach, but Adonai armed the bomb and told his people to tell the Hulk that if he entered the building, California would rock.

(Hulk 2099#10 - BTS) - Seeing Adonai's actions remotely, Draco, another would-be power-monger, sent his agent the Anti-Hulk to stop him.

(Hulk 2099#10) - The Hulk told Adonai that while the Locusts had always been stupid, that this was a new low, and he warned Adonai that they would suffer more from the quake than people he hated. Adonai argued that they were going to suffer anyway and that with Doom taking over, their lives were through and that there was nothing left for them besides this option. As the Hulk tried to assure Adonai that he was going to take down Doom and that if he would step away from the bomb he could explain, the raging Anti-Hulk tackled the Hulk.

    As Draco arrived, appreciating the bomb's imminent explosion, the Hulk grabbed it and dove on top it; after a brief delay, the bomb triggered a massive earthquake, splitting off California from the rest of the continental USA.

    As Adonai lamented that it was all over, the Hulk, Anti-Hulk, Draco and Adonai were apparently overwhelmed by the massive collapse, and debris landed on the bomb, triggering the gamma explosion, destroying Hollywood.

     As energy leaked from the devastated land, a monstrous green creature emerged from the land (see comments).

    Unless otherwise stated, everyone in this profile is Earth-928 circa 2099 A.D.

    As far as I could tell, Adonai does not ever receive an explanation. Mutate? Mutant? Alien? Deviant? Inhuman? Genetically-engineered being? Who knows?

    Adonai had different artists and dramatically different appearances in his three appearances. Maybe he was something of a metamorph, or it was just artistic license.

    As noted in the Hulk 2099 entry in All-New Official Handbook of the Marvel Universe: Update #2: It remains unconfirmed that who emerged from the Hollywood rubble following the gamma explosion: the Hulk, the Anti-Hulk, Adonai (who bore an unexplained resemblance to both creatures) or indeed another victim transformed by the explosion.
