History:
(Strange Tales I#137) - After Agent L defected to S.H.I.E.L.D. and supplied them with microfilm about Hydra's Betatron Bomb, the microfilm wound up in the hands of S.H.I.E.L.D. agents Bill and Joe, who attempted to transport it to S.H.I.E.L.D. aboard their modified car while it was in its underwater "marine-drive" mode. However, Hydra agents immediately alerted the nearby Hydra Undersea Assault Force (H.U.A.F.) to intercept them. Exiting a dome-like structure on the bottom of the sea, a team of H.U.A.F. frogmen quickly surrounded the S.H.I.E.L.D. car, using delivery vehicles to catch up to the car. The frogmen damaged the car's steering mechanism and planned to capture the car whole so they could take it apart in a Hydra lab. Realizing they had no other options, Bill and Joe activated their car's self-destruct button, causing an explosion which killed them and the H.U.A.F. frogmen while obliterating the car.

The H.U.A.F. were almost certainly members of Hydra's Sea Dragon Division, who were responsible for naval action under the Imperial Hydra's auspices.
