Powers/Abilities: Steve has not displayed any
super-canine abilities other than his fierce bravery in the face of
overwhelming odds. Steve does have a cybernetic leg but whether this
cybernetic leg grants him any super-canine abilities remains to be seen.
Other Steve Rogers counterparts (such as Earth-616's Captain America, Steve Rogers of Earth-19181 and Steve Rogers of Earth-72223) have been shown to understand Steve's barks as if he is speaking English. It's unclear if this is some sort of telepathic communication that translates Steve's barks into words others can understand or if perhaps this is the result of some sort of Multiversal connection between Steve Rogers counterparts. It's also possible that those that seem to understand Steve's barks are merely guessing at Steve's communicative intent based on the tone of the barks.
In battle, Steve has been to carry
a metallic shield though he has not been seen using it since towards
the end of the Multiversal war against Reality-616's Mephisto so it is
possible the shield was destroyed in the fight.

History:
(Avengers Forever II#7 (fb)) - The dog Steve (whose full
name was Steve Rogers) had once been to a zoo, where he saw many humans
walking on two legs. At some point, he was abducted from Earth-41699
for the purpose of being possibly recruited into the Multiversal
Avengers protecting the entire Multiverse.
(Avengers Forever II#7) - Steve was deposited into a single prison cell block alongside other Multiversal counterparts of himself including the comic book artist Steve Rogers from Earth-72223 and the mentally fragile Steve Rogers of Earth-19181. Moments after another Steve Rogers counterpart, a hippie from Earth-89348, went running through one of the cell doors, Steve barked from his cell, drawing the attention of the other two Steve Rogers. Earth-72223's Steve greeted Steve-41699, assuring the dog that he was a good boy and asking his name. Kneeling down to look at Steve's collar, Steve-72223 was surprised to find the dog's name was also Steve but before any present could process what this information meant, the unconscious hippie Steve-89348 was sent back to the cell block on a conveyor belt. Another Steve Rogers counterpart, Weapon America from Earth-20504, remarked from his cell that Steve-89348 was stupid and suggested the others asked what Steve-89348 had seen in the room he had run into. The dog Steve looked at Steve-89348 curiously as the hippie recounted being in a room filled with obstacles until he was hit without warning and sent back to his cell.
The next day, Steve-89348 repeated
his rush into the obstacle room, yelling "Death to the
military-industrial complex!" before being again returned to his cell
to be met by curious looks from Steve-41699. By the next day, the dog
Steve was laying under his cell's bed as Steve-19181 informed the other
Steves that the scared Steve-41699 had told him that they were all from
different realities and that he had only ever seen so many
"two-leggers" in a zoo. After several more days of Steve-89348 rushing
into the obstacle room, only to be beaten and returned to his cell,
Steve-89348 was preparing for another run into the obstacle room but
Steve-41699 barked at the hippie, prompting Steve-19181 to claim that
Steve-41699 was saying that Steve-89348 shouldn't risk his life going
back into the obstacle room. Steve-89348 accused the other Steve Rogers
counterparts of being cowards and he went rushing back into the
obstacle room. The dog Steve and the emotionally fragile Steve watched
the hippie risk his life once more and when Steve-41699 barked,
Steve-19181 agreed they should just stay in their cells. The artist
Steve Rogers soon rushed after the hippie and two days after they were
both returned to their cells, Steve-41699 watched as Steve-72223 began
drawing what he had seen in the obstacle room.
On Day 14 of the Steve Rogers'
imprisonment, the dog Steve decided to join the hippie and the comic
book artist in rushing into the obstacle room. After two more days,
Steve-41699 joined the hippie and artist in strategically planning how
they would take down their assailant in the obstacle room, only to be
returned their cell block following another unsuccessful attempt to get
through the room. The next day, the dog Steve began pawing at
Steve-19181 in an attempt to convince him to join the others in
attacking the obstacle room but Steve-19181 refused. As more time
passed, the dog Steve trained by gnawing at his bed's mattress and by
Day 20, the artist Steve had convinced the fragile Steve to accompany
them into the obstacle room, prompting Weapon America to admit they had
guts. On Day 39, Weapon America joined the others in assaulting the
obstacle room and once inside, they all split up strategically and
witnessed in the distance five assailants.
(Avengers Forever II#7 / Avengers Forever II#10 (fb)) -
When the assailants hurled discs at the assembled Steve Rogers
counterparts, each reached out and grabbed the discs from the air,
quickly realizing they had been given metallic shields.
(Avengers Forever II#7) - The assailants then
revealed themselves to be various Captain America counterparts from
across the Multiverse and Earth-398's Yeoman America commended the dog
Steve and the others for passing their first obstacle of boot camp.
Earth-71912's Captain America then visited with Steve-41699 as the
Captains America welcomed the Steve Rogers counterparts into their
Multiversal Army (later known as the Howling Commandos), with each
unaware their success was witnessed by Earth-616's Ghost Rider,
Earth-818's Ant-Man and one of the Multiversal Deathloks.
(Avengers Forever II#10 - BTS) - While traveling the
Multiverse to recruit aid against the Multiversal Masters of Evil,
Ant-Man-818, the Deathlok and Ghost Rider-616 stopped for a time and
when the Deathlok reminded Ant-Man that there was nothing to celebrate
as of yet, Ant-Man reminded the Deathlok that they had already
assembled their army of Steve Rogers counterparts (including the dog
Steve), another army of Carol Danvers counterparts, the cosmic Star
Panther and Thor, God of Fists.
(Avengers Forever II#12) - The dog
Steve and the rest of the Multiversal Howling Commandos were deployed
to halt the Multiversal Council of Red from reaching Avengers Tower in
the God Quarry, headquarters of the Multiversal protector,
Reality-18201's Avenger Prime. Once the Council of Red had reached a
certain point towards the Tower, Steve-41699 and the Howling Commandos
army engaged the demonic Council. During the subsequent battle, the dog
Steve and his allies from his prison cell helped look after one another.
(Avengers Forever II#13) - Steve watched alongside several Howling
Commandos, Carol Corps and other Avengers as the Council of Red began
retreating following the release of several uru hammers. Steve stood by
one of the Goddesses of Thunder as she questioned if the Council of Red
was truly after Avengers Tower.
(Avengers Forever II#14) - Fighting by the side of his former fellow
cell mates, Steve-41699 continued battling as numerous Doctor Doom
counterparts entered the war at the command of Earth-22215's Doom
Supreme. When the artist Steve Rogers managed to wield the hammer of
Thor during the battle, the mentally fragile and canine Steve commended
the artist on his good work. Earth-616's Captain America then ran past
and congratulated the assembled Steves on their work as he punched as
Doctor Doom counterpart.
(Avengers VII#66) - Steve-41699
was one of numerous Avengers, Howling Commandos, Carol Corps and their
allies to rally around the call of "Avengers Assemble!" in the battle
against Reality-616's Mephisto and Doom Supreme's army.
(Avengers Assemble Omega#1) - After Mephisto cracked open the
firmament from the previous Multiverse, the liquid remnants of the
previous Multiverse began to flood into the God Quarry and the dog
Steve, limping on one leg due to an injury incurred during the battle,
was trapped atop a rock as the liquid remnants threatened to destroy
all it touched. Overhearing Steve-41699's barking, Earth-616's Captain
America rushed to the dog's rescue, snatching him up mere seconds
before the liquid remnants of the previous Multiverse hit the rocks. As
Captain America and Steve jumped to escape the flooding remnants, Steve
barked to signify the fastly approaching flood and, despite his shield
getting hit with drops of the remnants, Captain America assured Steve
that he was aware of how close the flood was to them. When there was
nowhere else to go and the flood was about to hit them, Captain America
proclaimed Steve to be a good boy and suggested he close his eyes
before the flood destroyed them both. Fortunately for the both of them,
Earth-14412's Old Man Phoenix used his cosmic abilities to temporarily
freeze the flood waters in place, buying the two Steve Rogers time to
get to safety. Following Mephisto's defeat and the restoration of the
Multiverse, Steve was given a cybernetic leg to replace one damaged in
the battle. He then decided, alongside other surviving Howling
Commandos and Carol Corps members, to act as agents of Avenger Prime.
A short time
later, Avenger Prime assembled the dog Steve and the other new
Multiversal Avengers for a mission to report information on the
realities restored following the battle against Mephisto. Running into
battle alongside the formerly mentally fragile Steve Rogers and his
Multiversal Avengers allies, Steve rushed off into a dimensional portal
to accomplish Avenger Prime's mission.

The Steve Rogers wearing the
Captain/U.S.Agent costume that was part of the Multiversal Steve Rogers
army was not confirmed on-panel to be the Earth-89120 but out of the
realities known at the time of the story, that was the only one in
which Steve Rogers wore that costume and in which he was not dead.
Similarly, there was no confirmation that the helmeted Captain America
seen running into battle in Avengers Forever II#12 was the Earth-669
Captain America but Cap-669 was the only preexisting Cap counterpart
that wore a padded/armored costume that included brown straps on the
shoulders & a helmet that both covered his ears and had no wings on
the side of it. Therefore, it seems likely that it was either the
Earth-89120 and Earth-669 counterparts or counterparts from entirely
new realities but why assume a new reality when they fit nicely into an
existing one (and many other Steve Rogers seen in the issues were from
established realities like Earth-398, Earth-8101, Earth-666, etc.).
Additionally, there was a Captain America/Steve Rogers counterpart seen
when Steve-41699 and his cellmates were given their shields that wore
an armored-ish costume without a helm, which matches the outfit worn by
the Earth-64492 Captain America seen in the Disney Infinity video
game series. Again, it was not confirmed on-panel this was the Cap from
Earth-64492 but the costumes match up and he was preexisting at the
time of the story so it stands to reason it could be the same Cap and
not a new one.
