Powers/Abilities:  (Per Official Handbook of the Marvel Universe I#9) - Recorders are a humanoid-shaped android constructed from some extraterrestrial ferrous alloy and designed for information-gathering and analysis. 

    Recorders' information-gathering instrumentation is located in their head components, and is analogous to eye and ear placement on humanoid beings. The eyes of the Recorder takes in data across the whole electromagnetic spectrum (radio to gamma rays), not simply the visual portion of the spectrum. Their auditory units are vastly superhuman; they can register sounds from .3 to 150 deciBel (see comments). Recorders also possesses pico-processors, the olfactory register of which covers almost 90 mega-cubits of data space. 

    The sampling rate for average events is every .01 seconds; for relatively more interesting events it is .001 seconds. 

    Recorders' computer fluid resolution data/pico-processing system fills the entire chest cavity and has massive data storage capacity ( see comments) of information storage capacity Recorder units are equipped with vocoders permitting them to communicate verbally, and are able to understand and speak over 11,000 languages spoken throughout the Milky Way galaxy (covering at least 96,000 cultures) and others explored by the Rigellians.

History:
(Cosmic Powers Unlimited#2/3 (fb) - BTS) - Under unrevealed circumstances, an unidentified Rigellian or Rigellians colonized a planet that became known only as Rigellian Colony World#827.

(Cosmic Powers Unlimited#2/3) - Rigellian Colony World#827, which included an unidentified Recorder unit, was assaulted -- and the energies of their central computer network drained -- by the enigmatic extraterrestrial race known as the Dance. Some of the Rigellians considered the Dance to have gone mad.

    As the apparent emperor of this world urged the others to run for their lives, their Recorder unit considered that the Dance will have drained the entire world of power in 0.23 planetary rotations. In an effort to save that world, the Recorder transmitted "a stellar call for help on all frequencies." The Recorder further considered that outside intervention was their only hope and that only a being of cosmic power could help them now.recorder-rigellian_colony_planet827-rear

    Receiving the distress call, Sundragon traveled to Rigellian Colony World#827. When Sundragon's communication proved unfruitful and was met with assault by the Dance, the Recorder noted this his memory stored observed events from hundreds of Recorders throughout the cosmos. At Sundragon's request, the Recorder allowed her to interface his mnemonic circuits and access information about the Dance. After learning all she could, Sundragon blasted the Dance ship, striking the precise area controlling their power flow.

    Further resolving that the only way to stop the Dance was to cut off the source of their power, Sundragon apologized to the Rigellians and then drained the power of every energy output device on the Colony World#827. Pained by the process, the Recorder noted that it would survive. With nothing left to gain from the colony world and facing the threat of Sundragon if they remained, the Dance departed.

    The Rigellians thanked Sundragon for saving them for the Dance, although their apparent emperor noted that in the process she had destroyed their world-wide computer and the source of all of their power. Sundragon assured the Rigellians that she would do everything in her power to help them rebuild after she had gone after the Dance in an effort to stop them from causing any more grief to anyone ever again. The Recorder accompanied Sundragon.

(Cosmic Powers Unlimited#2/3 - BTS) - The Dance subsequently attempted to protect an unidentified alien world from a comet. Appreciating that the Dance ship -- having failed to gain the power they needed from Rigellian Colony World#827 --  would fail to save the world and perish in the process, Sundragon destroyed the comet and saved both the planet and the Dance ship. After the Dance departed, Sundragon and the Recorder visited the world, which proved to be barren, bereft of surface liquid or an atmosphere habitable for most.

    The Dance's purposes remained mysterious.

    The units and descriptions for superhuman hearing ranges noted in Official Handbook of the Marvel Universe for beings such as Daredevil, the Recorders, etc. has been called into question. This is not an area of medicine in which I was trained, and so I honestly have no idea how to resolve it. 

    When the original handbooks came out, they were reported as being able to store 40 terabytes of data, which was an insane amount of data capacity back in 1982. I don't know what it is now, but I am certain it is orders of magnitude greater than 40 terabytes.
