naval base commander. He has been trained in the military and the use
of various US military-issue firearms. He requires spectacles to aid
his vision. He recognizes the heroic actions of certain superhumans
(ultras) and does not brand them all a threat or tool.

History:
(Night Man I#3 (fb) - BTS) - Captain Christopher
Dugan was base commander of Moffett Field Naval Air Station where
corrupt industrialist J.D. Hunt stored a nuclear-powered space shuttle
(actually owned by covert organization Aladdin); Hunt had hired
UltraTech guards as security. But the heroic team the Strangers stole
the shuttle (to fight a threat on the Moon).
(Night Man I#3) - J.D. Hunt and young son Guy arrived to inspect the remaining Hunt assets at Moffett Field; J.D. Hunt berated Dugan while Dugan questioned J.D.'s contribution to the problem. The sudden destructive arrival of the augmented Mangle (who sought revenge for past torture by the Hunts), alongside duped superhumans the Freex, had J.D. unleash his mechanical NuWare Wolves; the entrance of vigilante Night Man contributed to the chaos. Dugan and his soldiers retreated a safe distance as J.D. had rejected military assistance. Once the brief fight was over and the Freex had fled, J.D. demanded Dugan arrest Night Man, but the captain refused as he had witnessed Night Man trying to stop Mangle and the Freex, who had attacked Moffett Field.
(Strangers#8 (fb) - BTS) - Seeing Night Man prevent
two murders plus the resolution of the crisis on the Moon by ultras
(superhumans) swayed Dugan to stand up for ultras, The Strangers
returned to Earth in the stolen shuttle, landing at Edwards Air Force
Base (also in California); Captain Dugan was granted control of the
situation by the base commander.
(Strangers#8) - Dugan, military and the media were
there as the Strangers exited the shuttle on the tarmac. Aladdin agent
Mr. Leopold charged up and ordered the heroes be arrested, but Dugan
overrode the order as commanding officer. Covering for the Strangers,
Dugan lied that he had given a command decision to give the Strangers
the rocket as it was a national emergency. Dugan declared there were no
charges against the Strangers. Gay Strangers member Spectral later privately confronted Dugan that he'd just
helped a gay man (the US military embroiled in controversial don't
ask/don't tell rulings at that time), but Dugan assured him not all
military were so conservative.

Dugan's apparent race change between his 2
appearances, from being Black to White
(a few weeks later publication-wise) is not unprecedented for minor
characters, such as Gertz.
It's very likely a simple colorist error; it's
definitely the same character, despite the different uniform and
age appearance (they kept the mustache). Given the brief period between
appearances, it shouldn't be dismissed as vitiligo.
Moffett Field has played a strategic role in Silicon Valley's growth in the research and development of key technologies initially for USA military and later NASA. On 1 July 1994, Moffett Field was closed as a naval air station and turned over to the NASA Ames Research Center, which now operates the facility as Moffett Federal Airfield. For non-locals, it's not far from San Jose.
