History:
(Daredevil I#337 (fb) - BTS) - Over a period of months, Walter Jenkins, of Jenkins Incorporated, bribed and blackmailed many public officials to put himself in a favorable position to eventually run New York City. He hired a man to plant bombs all over the city that would destroy Fisk property, allowing Jenkins to acquire the assets and gain slow control over Fisk's former empire.

(Daredevil I#336 (fb) - BTS) - Businessman Jenkins, head of Jenkins Incorporated, desired to take over the abandoned holdings of Wilson Fisk. He formed a working relationship with Ed Arthur and Ralphie Jackson, two black men who lived in the tunnels under New York City with a group of civilians. They began delivering packages for Jenkins in exchange for money and supplies, which they used to help keep their community running. Jenkins began bombing buildings and profitting from the subsequent damage. When the heat grew, he framed Ed and Ralphie for the crime.

(Daredevil I#333) - Jenkins gave Ed and Ralphie a package to deliver, promising them cash on delivery. Later, Ed and Ralphie interacted with Teddy and Mr. Huy (whose business had been destroyed in one of the bombings).

(Daredevil I#334 - BTS) - Ed and Ralphie were arrested for the bombings, after interacting in the tunnels with Martha.

(Daredevil I#334) - After hearing Daredevil was looking to clear Ed and Ralphie, Jenkins hired Bushwacker to kill the hero.

(Daredevil I#336) - Jenkins visited Ed and Ralphie in jail and refused to admit it when they accused him of setting them up. He told them that Daredevil was determined to prove their innocence, and he expected them to confess to the bombings, or he would see their communities shut down. He took off on his helicopter, feeling like he could soon take over the Kingpin's abandoned properties. Bushwacker returned to Jenkins, saying a cyborg (Deathlok) and a monster (the Devourer) had been waiting in the tunnels; he demanded triple his price if he was going after Daredevil again, but Jenkins said he had other plans in motion now. Jenkins proceeded with his plans to bomb Fisk Tower.

(Daredevil I#337 (fb) - BTS) - Jenkins arranged for bombs to be planted all through the subway tunnels in a pattern that would end up destroying Fisk's last property holdings. When the beautiful Randi Jillette set up a meeting with him, he accepted.

(Daredvil I#337) - Jenkins was charmed by Jillette's beauty as she asked him about investment opportunities. Jillette got right to the point and showed Jenkins paperwork that directly connected him to bombings all over the city. Jenkins threatened Jillette, but she claimed to have many associates and stated that the intel would go straight to the police if anything happened to her. She demanded over 2 million dollars, to be paid in installments, if he wanted her to stay quiet. After Jillette left with the transferred funds, Jenkins called to hire Bushwacker to kill her, but Daredevil showed up in his office, showing that he'd recorded the conversation and had enough evidence to take Jenkins down. Jenkins confessed that he was ready to bomb the tunnels, and he told Daredevil that he could go save civilians or he could arrest Jenkins; Daredevil rushed out to save those in the tunnels. Later, Jenkins was arrested.

CLARIFICATIONS:
Walter Jenkins should not be confused with:

Ed Arthur and Ralphie Jackson

(Daredevil I#334 (fb) - BTS) - Ed Arthur and Ralphie Jackson were born in the sewer tunnels to their parents, and raised there.

(Daredevil I#334 (fb) - BTS) - Despite Joshua's wishes for them to not become involved with the "Sunfolk", Ed and Ralphie made themselves invaluable to the underground community by forming partnerships with those on the surface world, trading items and getting supplies. Though they often dealt in illegal substances, like drugs and stolen property, they also procured food and medicine, including some for Margaret's baby. Whenever they received a package, they inspected its contents.

(Daredevil I#336 (fb) - BTS) - Ed and Ralphie primarily traded with businessman Walter Jenkins, who gave them money and supplies to complete deliveries.

(Daredevil I#333) - Ed and Ralphie went to the surface to pick up a special delivery for Fisk. Back in the tunnels, they ran into Joshua, who had been followed by Daredevil. They were initially angry that the hero was there, but when police shined their lights in the tunnels, they let Daredevil follow them lower to hide. Ed and Ralphie roasted a rat, calling it a track rabbit, and warned Daredevil to get out, but the King approached and grabbed Daredevil, challenging him to combat. After Daredevil defeated the King, many of the King's followers attacked him, but Joshua, Ed, and Ralphie helped him fight back. Ed and Ralphie wanted to take the hero to Fisk.

(Daredevil I#334) - Ed and Ralphie saw Daredevil interacting with Margaret in the tunnels, offering to get her baby to a shelter, and she angrily walked away. A group of policemen stormed the tunnels with a warrant to arrest Ed and Ralphie, accusing them of bombing several buildings. The two men went peacefully with the police.

(Daredevil I#336) - Ed and Ralphie were visited in jail by Jenkins, who refused to help them, and they accused him of setting them up. Jenkins said that Daredevil was seeking to prove them innocent, and he expected them to confess to the bombings, or he would see their entire community shut down.

(Daredevil I#337) - Ed and Ralphie were kept in different rooms where police interrogators used multiple tactics to force a confession, but they both refused. Later, they were freed after someone else confessed to the bombings, and Ed and Ralphie realized immediately that Fisk was behind this, and they wondered if they would owe him. Back in the tunnels, they met up with Joshua, who was in his Peacekeeper uniform, as well as Deathlok the Demolisher. Blackwulf attacked seeking intel from Deathlok, but he chose to join them when Daredevil informed the group there were bombs planted throughout the tunnels. They did their best to contain the bombs and rescue civilians, and Daredevil defeated the King and defused the last bomb. Ed and Ralphie told Daredevil they had considered revealing who he really was to get Fisk off their backs, but they considered Daredevil one of them now, and they vowed to keep his secrets.

Martha

(Daredevil I#334 (fb) - BTS) - A recovering addict, Martha found a home in the tunnels under New York City. When she had a baby, others in her community, including Ed and Ralphie, helped her take care of him, getting her medicine when needed.

(Daredevil I#334) - Martha was in the tunnels with Ed and Ralphie brought the hero Daredevil with them. He met Martha and her baby, and he was worried for the baby's health, offering to find the baby a place to live. Martha was furious and walked away, saying no one would take her child.
